TGPMS Overview
TGPMS has been built by reconstructing and developing the prototype of the project management system which has enjoyed more than 10 years of mature applications in the West and by incorporating internationally advanced management concepts, methods and management practice of China’s large-scale projects.
Through advanced information technology, TGPMS has upgraded abstract engineering management philosophy and complicated management process into an operable management mechanism which can be followed and inspected.
TGPMS represents a comprehensive integrated control information system for project management; it’s a three-in-one system incorporating project management models, software functional modules and data systems, carrying full proprietary intellectual property rights.

TGPMS Project Management Models
Modern project management is characterized by total control
of progress, cost and quality and by a strong emphasis on cost
control and information communication. Follow-ups were
performed and comparative analyses were regularly carried out
on the basis of initially prepared project management plans and
control benchmarks, which were then adjusted and fully
implemented. Through a full analysis and research of the
management operations of the Three Gorges Project and an
integration of international modern project management

departments of project management; it not only totally

Since 1997, the system has been progressively put into use on the Three Gorges Project. Today, the system manages and controls 100% of ongoing contracts on the Three Gorges Project and controlled 100% of the funding for the Project over the previous years.
The system completely covers all aspects of the management of the Three Gorges Project, such as budget management, plans and contracts, funding and cost control, project schedule, quality control, technologies, materials and equipment, safety, and files.
An information communication platform has been built for project management, providing a work coordination platform for all parties involved in the project, including the project owner, designers, supervisors, builders and suppliers.
Total-process, all-encompassing control and management of project management are performed across organizations and regions, centered on data, and oriented towards operating subjects and process handling.
TGPMS has become an effective tool of project management for all departments of the Three Gorges Project Corporation and all parties
involved in the project.

TGPMS Application and Practicing Status
Budgetary breakdown, contract breakdown, design drawings, quality control units and progress plan breakdown have been used as the foundation to achieve integrated and coordinated control and management of schedule, quality and cost, and a good variety of project forecasting methods have been applied in the monitoring and forecasting of project costs, schedule, quality and funding status and in improving the accuracy and soundness of decision making, which has effectively ensured the accomplishment of three major control targets: project construction schedule, quality and cost.
The principle of supply chain management has been applied, realizing integrated comprehensive management of the matrix EPC of technology and material supplies driven by construction work packages, and making it possible to achieve coordination and unity of large-scale supply chain logistics, value flows and capital flows.
This information system, which blends Chinese and Western cultures and tightly combines information technology with managerial innovation, has played an important role in the management and construction of the three Gorges Project, significantly contributed to the increased soundness and standardization of enterprise management, promoted the improvement of personnel competence and mindset upgrading, and fostered digitized innovative project management culture.

TGPMS Application and Practicing Status
TGPMS has been implemented from the very beginning for management of the proposed Xiangjia dam and Xiluodu projects on the Jinsha River, setting a shiny example of simultaneous application of the management information system from the commencement of the project for China’s large-scale engineering and construction projects, and enriching management experience for such projects.
Today, TGPMS has become the project management platform for the conglomeration of the Three Gorges Project Corporation, and is in full implementation on the ongoing Xiangjia dam and Xiluodu projects on the Jinsha River. In the future, this system will be applied to all new projects of the Corporation, and all its projects under construction or pending development will use this system as a basic management tool and buttress.
Thanks to the implementation of this system, the Three Gorges Project Corporation has succeeded in accomplishing several major adjustments of its organizational structure and in achieving management duplication after business expansion. The system has also promoted the formation of the Corporation’s multi-project management systems and the establishment of related organizational structure.
TGPMS has become a strategic buttress for the development of subsequent projects and business expansion of the Three Gorges Project; at the same time, it serves a yardstick and model for the Corporation’s subsequent system building.

TGPMS Application and Practicing Status
The development, application and implementation of TGPMS, the comprehensive use of the BPR methods, information resources planning methods and software engineering methods, and the combination of internationally advanced engineering theoretic methods and the management practice of large-scale projects in China, have made it possible to build an integrated large-scale project comprehensive management control system which features a three-in-one combination of project management models, software functional modules and data systems and carries full proprietary intellectual property rights. They have also helped to create a set of operating models, encoding standards, data resources processing systems (reports, KPI, etc.) and implementation methodology which fit China’s project management characteristics.
TGPMS has been promoted beyond the Three Gorges to several large and medium-scale construction projects, such as Jilintai and Qiabuqihai in Xinjiang, Hongjiadu, Suofengying in Guizhou, Shuibuya on the Qing River and Jiangping River, and to the detailed designs of Kaohsiung MRT, as well as hydropower projects such as Goupitan, Dahuashui and Silin. TGPMS is also under implementation on the Beijing Olympic Swimming Pool Project, Beijing-Shanghai High-speed Railway, and Wuhan-Guangzhou, Hefei-Nanjing and Beijing-Tianjin dedicated passenger rail links. TGPMS has gradually become an advanced model of management tool for large-scale capital construction projects, and is emerging as a recognized brand.
The China Three-Gorges Project Corporation plans to improve and develop TGPMS into large-scale project management ERP software blending advanced Western managerial concepts and China’s profound cultural legacy, so that more projects in China and the rest of the world can share the success experience of the Three Gorges.

The degree of project management standardization has been increased and basic management work intensified. Through the computerization of management operations and specifications, errors and arbitrariness common in manual operations have been avoided, weak links and thorny issues in manual management resolved, and rigorously-standardized and highly-integrated operating procedures and working systems created. All parties are mutually dependent yet mutually restraining; data are strictly controlled, and the standardization, accuracy and integration of controlled data have increased remarkably, which has enhanced the standardization of project management operations and improved management safety.
Coordinated running of project management operations has been enhanced and made possible. By formulating a series of specifications for TGPMS operations and the computerization of the job responsibility system, the Corporation has largely built a highly-integrated operating and data responsibility system under which all project management units and all departments do their parts and also work in collaboration, accomplished tiered management and control and standardized and coordinated operations with regard to investment, contracts, project financial accounting, materials and equipment, quality, and safety, and avoided inconsistence of data and accounts between different parties and chaos common to manual operations.

TGPMS is not a pure computer software system, but an integration of project management, people and computers. Successful TGPMS must be built on sound and standardized management and high personnel competency.
TGPMS is not just a database for storing, retrieving and accessing project management information, but also a tool of project management. It should reflect related managerial thoughts and the coordination among different user groups (departments). The mutually dependent relations of data in all parts of the system reflect the concerted efforts of all departments. The system must be built on the concerted efforts pf all departments in project management.

Conclusions about TGPMS Application & Practicing
The process of building TGPMS is not simply a process of developing computer software; more importantly, it’s a process of progressive improvement of project management, establishment of information resources, and enhancement of personnel competency; it’s also a process of using the computer to standardize work behaviors and quantify and control work; it’s a process of management reformation.
Nevertheless, we should not wait to build TGPMS until all management work has been standardized and perfected; rather, we should promote the perfection of management work and improvement of personnel competency through system building as the progressive perfection of management and improvement of personnel competency will in turn enhance system building.
The essence is data rather than software, and the key lies in management instead of the computer.
TGPMS is an auxiliary tool for managerial decision making rather than a panacea for all managerial issues.
The system assists managerial decision making rather than replaces the process of management and decision making.
