The site is located at the Royal Albert Docks, just north of the London City Airport, west of the Excel Centre and east of the University of East London. The site boasts views RI�WKH�GRFNV�DQG�ODQGLQJ�SODQHV��,W�LV�ZHOO�FRQQHFWHG�ZLWK�road, rail and pedestrian access. The site is surrounded ZLWK�D�QXPEHU�RI�EXLOGLQJV� LQFOXGLQJ�DQ�2O\PSLF� URZLQJ�FOXE�� WKH� FRXQFLO� RI¿FHV� DQG� D� OLVWHG� H[KLELWLRQ� EXLOGLQJ��There are a number of hotels also located in the vicinity.

7KH� LPDJHV�RQ� WKH� OHIW�VKRZ� WKH�VLWH� LQ�FRQWH[W�� LW�KDV�D�QXPEHU�RI� GLVWLQFW� IHDWXUHV� VXFK�DV� WKH� URZLQJ� FOXE�DQG�WKH�FRXQFLO�RI¿FHV��7KHUH�LV�DOVR�D�GLVWLQFW�FRORXU�VFKHPH�WKDW�LQFOXGHV�D�YDVW�DPRXQW�RI�JUH\��,W�KDV�WKH�'/5�VWDWLRQ�UXQQLQJ�WKURXJK�LW�ZLWK�WUDLQV�FRPLQJ�HYHU\������PLQXWHV��7KHUH� LV�DOVR�D�ZDWHU�HGJH� WKDW� OHDGV� WR� WKH�GRFNV��7KH�GRFNV�DUH�XVHG�IRU�URZLQJ�FRPSHWLWLRQV�DQG�OHDG�WR�YLHZV�of the London City Airport. At the current time the site is very isolated and it seems to only be populated by the council workers.

7KH�VLWH�KDV�EHHQ�KLJKOLJKWHG�LQ�UHFHQW�\HDUV�DV�D�VLWH�IRU�redevelopment and Newham Council and Boris Johnson, the Mayor of London, are very keen to create a business hub and invite more commerce and visitors to the site. 7KHUH�LV�D�VWURQJ�SHGHVWULDQ�OLQN�ZLWK�D�SXEOLF�ZDONZD\�DQG�OLQNV�WR�KHULWDJH�VLWHV�IXUWKHU�QRUWK��

)LJXUH����VKRZV�WKH�IXWXUH�SURMHFWHG�GHYHORSPHQW�RI�WKH�site which has been described as a business hub and is set WR�EULQJ�HPSOR\PHQW�DQG�WRXULVP�WR�WKH�5R\DO�'RFNV�DUHD��The Royal Docks have been in existence for hundreds of \HDUV�DQG�LW�VHHPV�DV�WKRXJK�WKH�PDLQ�DJHQGD�LV�WR�QRZ�rejuvenate the area.

Boris Johnson (Mayor of London) and Sir Robin Wales (Mayor of Newham) have outlined the Royal Albert Docks as a development site in which they want to develop a new employment hub and a world class business destination. They have also added that they would like the site to be GHYHORSHG� DV� D� ³.QRZOHGJH� 1H[XV´� WKDW� VSHFLDOLVHV� LQ�UHVHDUFK�DQG�GHYHORSPHQWV��WKXV�EULGJLQJ�WKH�JDS�EHWZHHQ�the proposed business development and the University of East London. They have specially mentioned that they want to work with ‘occupiers, investors and real estate GHYHORSHUV¶�� ,� WKLQN�WKLV�FRXOG�EH�DQ�LQWHUHVWLQJ�DSSURDFK�to the site.

“Royal Albert will be the focus for the expansion of the education, research, business and civic offer in the Royal Docks. Integration between the University of East London and business occupiers will help establish a ‘knowledge nexus’ with skills, knowledge transfer and research and GHYHORSPHQW� EHQH¿WV� IRU� 5R\DO� $OEHUW� RFFXSLHUV�� 7KLV�will be further enhanced by the proposed Academy, to be established at Royal Albert.

5R\DO�$OEHUW�SURYLGHV�ÀH[LEOH�GHYHORSPHQW�VLWHV�FDSDEOH�of accommodating a range of building sizes attractive to a variety of tenants from larger corporate headquarters to smaller incubator and start up occupiers.

7KH� DUHD� KDV� H[FHOOHQW� VWUDWHJLF� DFFHVVLELOLW\�� ZLWK�existing connections to the strategic road network and three DLR stations providing public transport access. New development in the area will incorporate a variety of uses including retail and leisure uses, which will provide convenient local amenities for residents and employees.

Newham Dockside, occupied by the London Borough of Newham, and the University of East London have established a benchmark for high quality development at Royal Albert. Future development will reinforce the strong sense of place, establishing a continuous dock-edge promenade incorporating a variety of spaces, together with a central public realm ‘spine’ to provide strong integration between the individual development schemes.

New development along Royal Albert Way will create additional activity in the area and will promote connections and movement between Royal Albert, the wider docks and the communities of Beckton to the north. Beckton District Park will be linked to the Royal Albert dockside, providing a valuable public amenity and a direct physical connection between the surrounding community and the main employment district within the Royal Docks.”

%DVHG�LQ�/RQGRQ�EXW�ZRUNLQJ�DFURVV�%ULWDLQ�DQG�EH\RQG��$UWDQJHO�FRPPLVVLRQV�DQG�SURGXFHV�H[FHSWLRQDO�SURMHFWV�E\�RXWVWDQGLQJ�FRQWHPSRUDU\�artists. Over the past two decades, the projects KDYH�PDWHULDOLVHG�LQ�D�UDQJH�RI�GLIIHUHQW�VLWHV�DQG�situations and in countless forms of media.

The client for this proposal is Mr. Charles Saatchi, owner of the Saatchi Gallery. His interest in the site comes from an investment point of view.

BACKGROUND OF THE SITE

The main reason Mr. Saatchi was able to acquire the site was due to the fact that Newham Council have moved RXW�RI� WKHLU�FXUUHQW�RI¿FHV�GXH� WR�¿QDQFLDO�VWUXJJOHV�GXH�WR� PLVPDQDJHPHQW� RI� IXQGV�� &KDUOHV� 6DDWFKL� LV� QRZ�LQWHUHVWHG� LQ� H[SDQGLQJ� WKH� 6DDWFKL� *DOOHU\� HPSLUH� DQG�can see the opportunities of the site. Not only is it located in a picturesque site, it is also located near a number of other landmarks such as the Excel Centre and the London City Airport. The fact that Newham Council have to leave quickly also adds to the interest in the site as he is able to acquire the site relatively cheaply. He can also see that due to the drive Boris Johnson and the Mayor of Newham KDYH�IRU�WKH�VLWH�WKH�GHYHORSPHQW�LV�JRLQJ�WR�EH�ZHOFRPHG�E\� WKH� FRXQFLO� ZKHQ� DSSO\LQJ� IRU� 3ODQQLQJ� 3HUPLVVLRQ��After deliberation with the chair of the Saatchi Gallery, Mr. 6DDWFKL�WKHQ�JRHV�DKHDG�DQG�SXUFKDVHV�WKH�VLWH��

BUSINESS MODEL

7KH� EXVLQHVV�PRGHO� LQ� WHUPV� RI� IXQGLQJ�ZLOO� FRPH� IURP�WKUHH�PDLQ�VRXUFHV��7KH�/RWWHU\�+HULWDJH�)XQG��'HXWVFKH�Bank and Mr. Saatchi himself. The council also have some money that can be included in the proposal as it includes the extension of the park-land and there is an allocation LQ� WKH� EXGJHW� IRU� WKLV�� 7KH� /RWWHU\� +HULWDJH� )XQG� DUH�LQWHUHVWHG�LQ�WKLV�SURSRVDO�DV�LW�LV�ORFDWHG�QHDU�D�KHULWDJH�VLWH�� 7KH� IDFW� WKDW� WKH� 5R\DO� 'RFNV� PDNHV� XS� D� ODUJH�SDUW�RI�WKH�KLVWRU\�RI�(DVW�/RQGRQ��WKH�IXQGLQJ�ZDV�PDGH�available. The Deutsche Bank are also involved as they ZHUH�WKH�SULQFLSDO�IXQGHUV�IRU�WKH�H[LVWLQJ�6DDWFKL�*DOOHU\��0U�6DDWFKL�KLPVHOI�LV�DOVR�YHU\�LQWHUHVWHG�LQ�DGGLQJ�IXQGV�to the project as he would like the Gallery to be dedicated to himself.

7KH�VLWH�KDV�DOZD\V�EHHQ�DQ�LQWHUHVWLQJ�VLWH�IRU�IXUWKHU�GHYHORSPHQW�DV�can be seen in the section below. The LDDC were supposed to create a development on the site before its collapse in 1995. A majority of their ZRUN�ZKHQ�WKH\�H[LVWHG�KDV�EHHQ�VXPPDULVHG�EHORZ�IURP�WKHLU�RI¿FLDO�ZHE�SDJHV�

7KH�/''&�

What was the LDDC?7+(�&RUSRUDWLRQ�ZDV�DQ�XUEDQ�GHYHORSPHQW�FRUSRUDWLRQ�� WKH�VHFRQG�to be established by the then Secretary of State for the Environment, Michael Heseltine, under s.136 of the Local Government, Planning and Land Act 1980. Its object was to secure the regeneration of the London Docklands Urban Development Area (UDA) comprising 8½ square PLOHV�RI�(DVW�/RQGRQ�LQ�WKH�%RURXJKV�RI�7RZHU�+DPOHWV��1HZKDP�DQG�6RXWKZDUN��7KLV�ZDV�D�UHVSRQVH�WR�D�KXJH�GHFOLQH�LQ�WKH�HFRQRP\�RI�the area brought about by the progressive closure of the docks (and dock related activity) from the 1960s onwards. Years later, in his book Life in the Jungle*, Michael Heseltine wrote:

“I had found myself in in small plane, heading in that direction by way of the London’s East End. My indignation at what was happening on the South Bank was as nothing compared to my reaction to the immense WUDFWV� RI� GHUHOLFWLRQ� ,� QRZ� REVHUYHG�� � 7KH� URWWLQJ� GRFNV� �� ORQJ� VLQFH�abandoned for deep-water harbours able to take modern container ships downstream - the crumbling infrastructure that had once supported their thriving industry and vast expanses of polluted land left behind by PRGHUQ�WHFKQRORJ\�DQG�HQKDQFHG�HQYLURQPHQWDOLVP���7KH�SODFH�ZDV�D�tip: 6,000 acres of forgotten wasteland”

7KHUH� KDG� EHHQ� DWWHPSWV� E\� WKH� ORFDO� DXWKRULWLHV� WR� GHDO� ZLWK� WKLV��7KHVH�DUH�GHVFULEHG�LQ�DQ�/''&�PRQRJUDSK�³,QLWLDWLQJ�8UEDQ�&KDQJH´�SXEOLVKHG� LQ� ����� �� VHH� EHORZ�� 7KHVH� HIIRUWV�ZHUH� SHUFHLYHG� E\� WKH�Government to be much too slow and there was a need for resources on a scale which it would only make available through a focussed agency RI� LWV�RZQ��/''&�ZDV�ZKROO\�¿QDQFHG�E\�JUDQW�IURP�WKH�*RYHUQPHQW�and the income generated by the disposal of land for housing, industrial and commercial development.

It had powers to acquire land by agreement or compulsory purchase and, in the case of the large amount of land in the public sector, there were powers for it to be vested in the Corporation by the Secretary of 6WDWH��7KLV�HQVXUHG�D�VXSSO\�RI�ODQG�IRU�GHYHORSPHQW�

It took over from the London Boroughs their planning (but not their plan PDNLQJ�� SRZHUV��7KLV�ZDV� UHVSRQVH� WR� WKH�*RYHUQPHQW¶V� SHUFHSWLRQ�that the Boroughs had been too restrictive in exercising their develop-ment control and other powers because their plans for the area were outmoded and inappropriate.

It had powers, and the resources, to provide new (or refurbish the ex-isting) infrastructure.

Apart from planning all other public services (housing, education, health HWF�� UHPDLQHG� ¿UPO\� LQ� WKH� KDQGV� RI� WKH� %RURXJKV� DQG� RWKHU� SXEOLF�agencies although the Corporation could and did provide funds for their GHYHORSPHQW�DQG�LPSURYHPHQW��7KH�&RUSRUDWLRQ¶V�ODFN�RI�UHPLW�LQ�WKLV�respect was often misunderstood by those who felt the LDDC should do PRUH�WR�UHYLWDOLVH�WKHVH�VHUYLFHV�IRU�WKH�EHQH¿W�RI�ORFDO�SHRSOH�

)LJXUH� ��� VKRZV� WKH� KLVWRULF� GHYHORSPHQW� SODQV� IRU� WKH�area, this is comparable to the recent development plans DV�VKRZQ�LQ�¿JXUH�����7KH�DUHD�KDV�DOZD\V�EHHQ�VHHQ�DV�an investment zone and this proposal seems to tie this into the infrastructure of the area.

7KH�FRXQFLO�DOVR� UHOHDVHG�¿JXUH����DV�D� LPDJH�VKRZLQJ�WKH�VSUHDG�RI�GHYHORSPHQW�WKH\�KRSH�WR�EULQJ�WR�WKH�VLWH��The site is shown in red. The proximity of the site to other amenities and as a section of a wider development makes it extremely attractive to investors.

It is clear to say that the proposal is a delayed iteration of this proposed development and actually the scheme was GHVLJQHG�LQ�WKH�SDVW�EXW�EURXJKW�WR�IUXLWLRQ�LQ�WKH�SUHVHQW�

THE CURRENT COUNCIL OFFICES HAS A SET GRID, TO INCORPORATE A SENSE OF PLACE INTO THE DESIGN THIS HAS BEEN USED TO SET THE GRID PATTERN FOR THE PROPOSAL. THIS CREATES A DIRECT LINK TO THE COUNCIL OFFICES AND ALSO CREATES A VISUAL LINK THAT CAN BE READ THROUGHOUT THE BUILDING. IT ALSO ALLOWS TO SYNTHESIS BETWEEN THE COUNCIL OFFICES AND THE LANDSCAPE. AS CAN BE SEEN IN THE ROOF PLAN BOTH BUILDINGS ARE JOINED BY A BRIDGE SYSTEM.

THE FABRICATION OF THE ROOF SCAPE WILL ALSO BE BROKEN DOWN INTO PHASES. THE PILING OF EARTH AND BORING DOWN OF PILES FOR THE CONSTRUCTION OF THE COLUMN SYSTEM WILL BE THE FIRST POINT OF CALL. SECONDLY THE PRE-CAST CONCRETE MEMBERS WILL BE BROUGHT TO SITE AND ASSEMBLED. THIS WILL ALSO ALLOW FOR THE PILING OF THE EARTH PROCESS TO CONTINUE OVER THE ROOF STRUCTURE AND CREATE A SMOOTH LANDSCAPED EFFECT.

THE PRE-CAST CONCRETE SECTIONS ARE GOING TO BE ENGINEERED IN A WAY THAT INCLUDES ALLOCATIONS FOR SERVICES AND ROOF LIGHTS AND ALL OTHER AMENITIES FOR THE SITE. THE ‘CUT OUT’ SHAPE FOR THE ROOF LIGHTS WILL BE ALREADY ASSEMBLED ON SITE AND THE LIGHT FIXTURES WILL JUST NEED TO BE ADDED. THERE ARE A NUMBER OF PERSPEX SECTIONS THAT WILL BE USED TO TRANSPORT LIGHT INTO THE MUSEUM. THIS IS VITAL AS THE BUILDING WILL OTHERWISE BE EXTREMELY DARK AS IT DOES NOT HAVE FENESTRATION ON THE SOUTHERN AND NORTHERN ELEVATIONS. THE ROOF LIGHTS SERVE AS A WAY OF LIGHTING THE BUILDING DURING THE DAY.
