RPP2.3.2Conceptof3.8.Section3.8isintendedtoprotectandpreservetheintegrityoftheComprehensivePlan.ThissectionoftheCompactprovides:
Noprojecthavingasubstantialeffectonthewaterresourcesofthebasinshallhereafterbeundertakenbyanyperson,corporationorgovernmentalauthorityunlessitshallhavebeenfirstsubmittedtoandapprovedbytheCommission,subjecttotheprovisionsofSections3.3and3.5.
