VSNL introduced internet in India via dialup in 6 cities on Aug 14,1995.

India’s first cyber café called ‘Cybercafe’ launched in a Mumbai in 1996.

40 million net users by 2005. (4% of total estimated net users in the world)

200,000 cyber cafes in country by 2005.

Higher percentage of Medium users.

One third of Young men and Working women are heavy users.

Need to stay in touch with friends and loved ones and proliferation of social networking attribute to the increased heaviness of usage.

Other reason could be increased availability of better modes of communication.

Total in internet subscribers in India are 19.67 million out of which Broadband subscribers are 11.89 million.

8409 Cyber Cafes at the end of March, 2011 as compared to 8792 at the end of December 2010 registering a decline of 4.36% during the quarter.

The usage of Cyber Café for Internet access has reduced in 2011 and home, as an access point, has grown by a large percentage.

Youngsters in India continue to drive Internet Usage in India. Internet usage by School Going Kids has seen a substantial rise.

More than 75% of Internet usage is still driven by youngsters that include Young men, School and College going students.

Because of e-learning services and educational information available on the Internet.

REGISTRATION- All cyber cafes shall be registered with a unique

registration number with an agency called as registration agency as notified by the Appropriate Government in this regard.

IDENTIFICATION OF THE USER- Cyber café shall not allow any user to use its

computer resource without the identity of the user being established.

Document may include : Identity card issued by any School or College; Photo Credit Card or debit card issued by a Bank

or Post Office; or

Passport; or Voter Identity Card; or Permanent Account Number (PAN) card issued by

Income-Tax Authority; or Photo Identity Card issued by the employer or any

Government Agency; Driving License issued by the Appropriate

Government; or Unique Identification (UID) Number. Shall keep a record of the user identification

document by either storing a photocopy or a scanned copy of the document. Such record shall be securely maintained for a period of at least one year.

Shall record and maintain the required information of each user as well as accompanying person, if any, in the log register for a minimum period of one year.

LOG REGISTER-

Cyber Cafe shall prepare a monthly report of the log register showing date- wise details on the usage of the computer resource and submit a hard and soft copy of the same to the person or agency as directed by the registration agency by the 5th day of next month.

Cyber Cafe Owner needs to log-

Logs of network devices such as router, switches, systems etc. installed at cyber café.

Logs of firewall or Intrusion Prevention/Detection systems, if installed.

Physical Layout of Cyber Cafe-

Partitions of Cubicles inside the Cyber Café should not exceed four and half feet in height from the floor level. The screen of all computers shall face the common open space of the Cyber Café.

Pornography / illegal Content Access-

All the computers in the cyber cafe may be equipped with the commercially available safety or filtering software so as to avoid as far as possible, access to the websites relating to pornography including child pornography or obscene information.

Cyber Cafe shall take sufficient precautions to ensure that their computer resource are not utilized for any illegal activity.

Cyber Cafe shall display a board, clearly visible to the users, prohibiting them from viewing pornographic sites as well as copying or downloading information which is prohibited under the law.

• Cyber café is no more a profitable business venture and hence the need for side business.

• Regulations not strictly followed. (Not all cyber cafés block sites, ID card not always asked from permanent customers.)
