Five years ago, businesses in Camden Town

overwhelmingly voted (84%!) YES to make Camden

Town a better place to work and visit. This enabled

Camden Town Unlimited to set up a Business

Improvement District, securing a mandate and funding

to deliver our business plan.

In 2011, Camden Town Unlimited’s first five year

term comes to an end. Here is the timetable for

our ‘renewal ballot’:

OCTOBER 2010

The BID Proposal is distributed to eligible businesses.

We aim to visit all our member businesses ahead of the

ballot to hear about the issues you face and explain our

plans for the future. But if you wish to speak to one of

our team members in the meantime, please get

in touch.

FEBRUARY 1ST 2011

Eligible businesses will receive a ballot paper inviting

them to vote by post for or against the continuation

of Camden Town Unlimited. Ballot papers must be

returned by 28th February 2010.

APRIL 2011

If the result is positive, Camden Town Unlimited will

continue to work on behalf of you, its members.

IMPROVING THE COMMERCIAL VIABILITY OF CAMDEN TOWNWhat happens right outside your door has a huge

impact on your business. What happens if the shop

next door suddenly goes out of business, creating an

eyesore? What happens if a prospective new client

feels uncomfortable coming to your office for that

pitch? What happens if a tube closure programme

threatens footfall?

This is where Camden Town Unlimited steps in.

Whether it is ensuring the streets remain clean and

safe, creating interesting, vibrant activity in vacant

units, or ensuring infrastructure projects do not

negatively impact access, Camden Town Unlimited is

making your location work just as hard as you do

for your business.

IMPROVING BUSINESS, NOT SWEEPING THE STREETWe believe BID’s occupy a crucial place in service

delivery for business. Designed to give the private

sector a stake in the ongoing development and

management of their environment, we are entirely

independent and solely responsible to you, our

business membership. All our funding is 100%

ringfenced to be spent in Camden Town and

although we work closely with public services to

ensure they deliver a business ready solution, we

don’t duplicate Council services. For example, we

do not subsidise any Council services such as street

cleaning or warden patrols.

What we do is monitor existing service delivery to

ensure you get value for money and deliver new

and innovative projects, often leveraging significant

investment from public sector partners that both

reduce costs and improve the perception of the area.

At a time of ever increasing public sector cut backs

we believe it is vital that the business interests of

Camden Town are defended and represented. Local,

Regional and National authorities are increasingly

looking to business to fill the void in their own

funding. Without a business voice forcing its way

into these debates Camden Town risks losing out

to other better represented areas of London and

the region.

In the following pages we outline what we want

to achieve in the next five years and how we plan

to achieve it. The projects have been determined

following an extensive consultation process with our

business members - thank you for all your input.

Whilst our first five years was all about getting the basics right, investing heavily in improving the quality of

the Town Centre and redressing the negative aspects of crime and anti-social behaviour, CTU 2011 - 2016 will

seek to build on our successes whilst adding specialist projects designed to make Camden Town the most

competitive and attractive place to do business in London. We commit to do this in a number of ways:

WORKING WITH THE REST OF LONDONLondon is the leading world city and one of the best

places to do business. Yet premium quality brings

premium prices. Camden Town is on the edges of

central London but offers unrivalled access, with

three tube stations, 12 bus routes and national and

international rail connections within 10 minutes walk.

We want our businesses to enjoy a central London

service at fringe prices. That’s why we:

• Will work to extend and enhance transport schemes,

such as the Barclays cycle hire scheme and Legible

London to Camden Town, and will improve the tube,

road and pedestrian experience

• Will work closely with the developers at Kings Cross

and Euston to ensure the value and prestige of these

schemes positively impact on the perception and

competitive advantage of Camden Town

• Will continue to promote Camden’s Creative

Quarter, our proposal to recognise Camden Town

as one of London’s most important business district,

particularly in the creative and knowledge economies

private sector to bring London and the country out of

CUTTING CRIMEOur core priority remains cutting crime, and

our consultation revealed that this is still your top

issue. When Camden Town Unlimited was first

incorporated, crime, and particularly drug crime,

was endemic. In partnership with the Met Police

and London Borough of Camden, we have made

significant improvements, with overall crime statistics

falling 27% between 2006 - 2011.

A major factor in this success was the additional

28 uniformed officers Camden Town Unlimited,

in partnership with London Borough of Camden

and the Police,

secured for the

area, as a result of our own pilot on-street team.

We will lobby to ensure this team stays in place

as long as is necessary to make sure the on-street

criminal behaviour does not return to our streets.

As a demonstration of our combined commitment

towards this goal, London Borough of Camden has

agreed to ringfence this provision for the next

financial year following pressure from CTU.

We will also continue to develop our on-street

communications network, linking retailers and

businesses directly with CCTV, the Police and

wardens, improving dialogue between these

stakeholders.

We achieved major results in our first five

years initiating, designing and implementing

Camden Town First.

With one project completed and another due to

break ground early next year, we have achieved a

significant upgrade of the public realm. However, we

believe the job is only half done and the focus of

this next five years will be delivering the schemes

at Cobden Junction and High Street South. These

schemes will improve the southern gateway to the

Town Centre, enhancing the crucial pedestrian

link route to Kings Cross and central London and

providing the building blocks for the regeneration

south of Camden Town tube.

MONITORING STREET CLEANSINGIn the last BID term, we arranged the removal of

over 4000 items of graffiti and worked with London

Borough of Camden to ensure all BID streets were

cleaned on at least a daily basis.

We will continue to work with the Council to

monitor delivery of vital street cleansing/graffiti

removal operations, and will deliver our own

recycling/waste collection services to reduce amount

of time rubbish is left on street.

JOINT PROCUREMENTWe aim to provide a toolkit of procurement

packages, which you can opt in and out of, which

reduce core business cost through bulk purchasing

and independent brokerage. Some of the joint

procurement services we will provide include:

We will continue to add services as requested.

FREE RECYCLINGHaving secured significant funding from European

funding streams, Camden Town Unlimited will

develop a free, or heavily discounted, recycling

service for all business members. This is designed to

provide a more environmentally friendly service (one

geographically based collection service will reduce

carbon emissions associated with transport) increase

the numbers of business recycling and reduce costs

to participating members.

DOWN As an elected, representative company, one of our biggest assets is you. Together we represent a powerful

business lobby and collectively CTU businesses are estimated to turn over more than £1 billion per annum.

There is significant scope for achieving efficiencies across business through specialist brokerage schemes and

high level advocacy on regulatory affairs. We will introduce the following programmes:

We want to make the regulatory environment here

in Camden Town the most supportive in London.

Whether it is representing individual members,

proposing joined up district wide development

policies or advocating changes to the way the public

services engages with businesses, Camden Town

Unlimited will work with our key stakeholders to

ensure business gets a gold standard, business facing

service in Camden Town.

REPRESENTING YOUR BUSINESSIn our first five years, we responded to 59 planning

applications, 22 licensing applications and 15

major consultations on behalf of our businesses,

including documents such as the Mayor’s Economic

Development Strategy, Local Development

Framework and London’s Tourism Strategy.

These planning documents have a major effect on

investment and practices on your business, but are

lengthy, onerous and sometimes difficult to identify.

We also led a campaign to reduce tube closures

related to their upgrade programme, managing to

reduce the closure programme from 33 weekend

closures to just 12.

We will continue to monitor the emergence of these

consultations, notify member businesses affected and

represent your interests.

Camden Town is one of London’s marketing success

stories. It’s famous canal side location, vibrant

independent retailers and legendary nightlife means

it is world renowned as one of London’s most

distinctive locations (Visit London research 2010).

It is not just an international draw – these world class

visitor attractions include Camden Lock and Stables

Markets, Roundhouse and the Jewish Museum which,

together with our night time venues, have deep

roots in the community and could only really be in

Camden Town.

We want to sustain and enhance our position as both

one of London’s most popular overseas destination

and a vital, uniquely London experience. We will

make sure both our venues and Camden Town as a

whole continue to be promoted, both by ourselves

and through partners, and clearly accessible through

schemes such as Legible London.

Camden’s premier Olympic visitor destination

• Work with the many regional festivals occurring

However, we also want to enhance the surrounding

offer to make sure Camden Town remains a vital

part of London’s wider cultural life. We want a

compelling High Street that thrives with creativity

and offers a unique, high quality urban experience.

We want to attract the next generation of top

fashion designers, artists and music promoters, as well

as anchor brands not present, to reinvigorate and

increase the value of our offer. That’s why we will:

• Develop and expand our pop up shop scheme to

bring dead spaces back to life

• Identify links with top design, fashion and

entrepreneurship institutions

• Identify a longer term strategy to support top new

retailers into prime locations along the High Street

We can only do this if the conditions are right. We

need a well connected, joined up signage scheme

from the West End and transport hubs. We

need transport options, open tube stations, high

quality public realm and a safe and secure trading

environment. These elements remain at the core

of our operations and fundamental to the success

of this district. However, we feel with the right

partnerships in place, we can do more to develop a

truly thrilling high street environment.

As we saw in the first term, the success of the

BID was in its ability to react quickly to changing

conditions to overcome the most serious blights to

the Town Centre. This budget is prepared at a time

where public funding is under heavy pressure with

serious cuts and difficult decisions ahead. Ensuring

our business environment remains safe and clean

and fully functional remains our top priority. This

is at the heart of what we do and in these times of

reduced public spending will require greater advocacy

and management.

We know it will require substantial public sector

financial contributions to deliver our ambitious

public realm strategy. We will also need to secure

match funding with other partners to achieve it, and

will be subject to other funding timescales. Therefore,

we will maintain flexibility within the phasing of this

budget to make sure we deliver the optimum return

for your money. We will continue to use the Board

and members expertise to determine how best to

spend our budget year on year.

We also have a long term ambition to make the

BID a profit making organisation, re-investing surplus

back into Camden Town. We will explore proposals

in the next BID term to realise this ambition.

WE WILL RECEIVE AROUND £3.5 MILLION BETWEEN 2011 – 2016. WE WILL INVEST IT IN THE FOLLOWING PROPORTIONS:

WHAT IS A BID?Camden Town Unlimited, a Business Improvement

District, is an independent, business led company

that seeks to improve Camden Town as a place

to work, live, visit and do business in. We want to

increase the commercial performance of Camden

Town for your customers, your clients and your

bottom line.

While business rates are taken by Central

Government most of this is distributed elsewhere

in the country, the money raised through your BID

levy represents only 1% of the Rateable Value and is

100% ringfenced for Camden Town. This money can

not be spent subsidising existing services but must

be additional to those provided by the local authority

and other statutory bodies –you will not be paying

for Council services.

A BID term can last for a maximum of five years,

after which it can only remain in existence if it is

approved by the Members at a renewal ballot. That

is why we are asking you to vote YES now.

HOW IS IT MANAGED?Camden Town Unlimited, an LLP set up to manage

the BID term 2006 – 2011 are proposing this BID

renewal. The company is managed by our Board

– BID members and local business leaders from

all member sectors. The BID is delivered by a

small executive team, who manage the day to day

operations and strategic direction of the BID.

FAIR AND TRANSPARENTAll BID members are eligible for a seat on the

Board, and elections are held ahead of our AGM

every year, where 33% of the seats are automatically

available. If you would like more information, please

HOW DOES THE BALLOT WORK?Only businesses in the BID area with a rateable value

on their premises of more than £60,000 (2010 rating

list) are eligible to vote. You can check your rateable

value at www.voa.gov.uk In the autumn we will be in

contact with all members, asking them to nominate

a voter on behalf of your organisation, and they will

receive a voting pack in February 2011 explaining the

voting process.

The ballot will be performed by an independent

authority (the London Borough of Camden Balloting

team), to ensure the results are not prejudiced.

HOW MUCH WILL WE PAY?If the ballot is successful, every eligible business will

pay an annual levy of 1% of rateable value (2010 list)

Five years ago, businesses in Camden Town

overwhelmingly voted (84%!) YES to make Camden

Town a better place to work and visit. This enabled

Camden Town Unlimited to set up a Business

Improvement District, securing a mandate and funding

to deliver our business plan.

In 2011, Camden Town Unlimited’s first five year

term comes to an end. Here is the timetable for

our ‘renewal ballot’:

OCTOBER 2010

The BID Proposal is distributed to eligible businesses.

We aim to visit all our member businesses ahead of the

ballot to hear about the issues you face and explain our

plans for the future. But if you wish to speak to one of

our team members in the meantime, please get

in touch.

FEBRUARY 1ST 2011

Eligible businesses will receive a ballot paper inviting

them to vote by post for or against the continuation

of Camden Town Unlimited. Ballot papers must be

returned by 28th February 2010.

APRIL 2011

If the result is positive, Camden Town Unlimited will

continue to work on behalf of you, its members.
