The following information regarding the group known asThe Covenant, The Sword, The Arm of the Lord CSA!, has beendeveloped through information obtained from numerous newspaperarticles in community and law enforcement sources:
The CSA is a group of approximately 90 to 120 men, women,and children, with the majority being of teen to mid-20s in age.The CSA was founded in 1970 and settled on a farm in Elijah, Missouri.In 1976, the founder, Jim Ellison, a 41 year old, stocky, 5'10",white male, bought a secluded 220 acre farm from the CampusCrusade For Christ. The farm is now the group's settlement knownas Zarephath-Horeb, and is located on the Arkansas�Missouri borderapproximately seven miles southwest of Pontiac, Missouri, borderedby Bull Shoals Lake and private property owners in Missouri.

Members of the CSA are tied by a non-traditional religionwhich includes faith healing, speaking in tongues, and a prophecywhich says that society will soon collapse in turmoil, and thatthe United States will suffer a collapse of economy or nuclear war.As a result, there will be chaos, and the panicked masses willrove the country looting for food and protection. Those who arenot prepared will be a threat to those who have been preparing.The CSA will share what they have to the best of their ability.But, if people come to loot, the CSA will kill them. In preparationfor this, the group stockpiles food and weapons and trains themselvesin military and survival procedures. In addition to training them-selves, the group offers survival training to the public, eitheron the settlement or at various locations throughout the UnitedStates. The training includes instruction on organization,survival techniques, and para-military topics. Also taught arefirearms and marksmanship, repelling, foraging for food, erectionof such obstacles as punji sticks and barbed wire to detour _looters, urban warfare, military field craft, national forestsurvival, home defense, Christian martial arts, Christian militarytruths, nuclear survival and rotesting.
CSA members acknowledged loose ties to the Illinoisbased Christian Patriots Defense League CPDL!.
CSA members include communists, Jews, blacks, halfbreedMongoloid sinners, oriental, non-white, IRS, the Federal ReserveSystem, and the Trilateral Commission as their adversaries.

USA Hutchinson advised that in view of the facta major portion of the CSA camp was physically locatedwithin the Western District of Arkansas, he desired substan-tiation of the allegations prior to the time he wouldauthorize the application for a federal search warrant.
Subsequently, inquiries were received by the USA'sOffice, Ft. Smith, concerning a proposed search by federalauthorities of CSA properties. The news inquiries indicatedthat the basis for such inquiry originated upon informationissued by CSA personnel that a search was going to be con-ducted of CSA property by federal officials; that affidavitsfor search warrants had been prepared and were ready to bereviewed by Justice Department officials at Washington, D.C.,prior to formal application for search warrants. In June of 1982, the CSA Group was composed of betweenninety to one hundred twenty men,women and children. As ofApril, 1984, the group had been reduced to less than seventy.Local citizens, Pontiac, Missouri, and law enforcement officers,Ozark County, Missouri, contacted in July, 1984, stated thegroup is now composed of approximately sixty members.

The CSA is a paramilitary, survivalist, religiousorganization headquartered on approximately 200 acres of rugged,mountainous land in Marion County, Arkansas, and subscribes tothe "Identity" religion which professes belief that the whiterace is God's chosen people and that Jews, blacks and orientalsare inferior. Its leader is JAMES W. ELLISON, who refers tohimself and is referred to by his followers as "The King of theOzarks." ELLISON claims this title was bestowed upon him duringa prophetic revelation. ELLISON's mailing addresses are Route l,Box 128, Pontiac, Missouri, and Route 1, Box 15, Oakland, Arkansas.The CSA is known to stockpile large quantities of weapons, explo-sives, incendiary devices, and ammunition. CSA members have beeninvolved in violent confrontations with law enforcement authorities.The most widely publicized incident occurred on June 30, 198%,

The purpose ofa summary of the Hostagewith regard to a searchcompound in Mountain Home,
On 3/28/85, I was telephonically contacted byAssistant Special Agent in Charge ASAC! DANIEL E. KELLY,
A of the Little Rock Office. He advised me that the LittleRock Office, working with the Bureau of Alcohol, Tobaccoand Firearms ATF!, was planning to execute a search warrantfor the CSA compound in Mountain Home, Arkansas. He furtheradvised that an arrest warrant would be issued for JAMESELLISON, based upon violation of the Federal FirearmsAct/Conspiracy. ASAC KELLY indicated that the CSA compoundwas a heavily fortified position, consisting of approximately20 buildings in a remote area of Arkansas. This compoundwas occupied by as many as 100 individuals who were extremelywell armed with automatic weapons and in possession ofrockets, land mines and other explosive devices.

By 4:45 a.m., the entire perimeter had been estab-lished around the three compounds, and no compromises hadbeen effected on any of the elements. At approximately5:15 a.m., a two�person armed patrol was observed to comeout of the main compound and approach a sniper positionlocated to the northeast. This sniper position was advisedto hold its position, maintain its cover, identify themselvesa§~PBI and to instruct the two patrolling individuals togo back into the compound. When these individuals approached' ' oximately �U meters of the sniper position,wi iSA dentified himself as FBI and instructedthese two in ivi" s to go back into the compound. Sfter, at 5:35 a.m., an individual identified a�

He further advised that the plateau and valleycompounds were, to his knowledge, unoccupied. He furtheradvised that all individuals residing at those compoundshad been pulled into the main compound for their safety,inasmuch as they expected the FBI to come and execute asearch warrant. At that time, I instructed that the valleyand plateau compounds be cleared and secured by FBI SWATpersonnel. This was accomplished without incident in veryshort order.

It became necessary to establish hardlinecommunication between the main compound and the forwardcommand vehicle, which was then located at the valleyc m d ' d ' 'o poun main roa . It was impossible to use the FBI hostagenegotiation phone due to ' ' ' d range; therefore,HRT personnel provided t field telephonethat he could carry back in o e omp nd for negotiationpurposes.
It should be noted thatnvlas advised earlyon that the FBI had a warrant to searc the CSA compound,the valley compound and the plateau compound and an arrestwarrant for JAMES ELLISON. Furthermore, any other individu-als for whom warrants were outstanding would be arrested.Those individuals not arrested would be transported, atGovernment expense, to a hotel or other facility duringthe search of the compound and would be 0 o returnthereafter. It was also pointed out to that thearmed CSA patrol that approached the FBI position wasinstructed to return to the compound, and that was an' dicator that the FBI did not come there to harm anyone.�requested that JAMES ELLISON be allowed to come outan peak face to face with ASAC COULSON concerning thismatter. Telephonic contact was established between ASACCOULSON and ELLISON. During the course of the first dayof negotiation, two women and six children came out ofthe compound and were turned over to Little Rock agentsfor interview.
On 4/2l/85, acting under the authority of SAC,Little Rock, who had conferre ' C's Oklahoma Cityand Omaha, ASAC COULSON and SA at 9:11 a.m., metin a secure position on the road in ront of the CSA compoundwith JAMES ELLISON. Discussions were conducted regardingthe nature of the search and who would be charged as aresult of the se rch. ELLISON requested that he be allowedto talk with one pastor of the Elohim City,Oklahoma, compoun . It ecame apparent during the negotia-tion process that no progress could be made for the saferelease of individuals within the compound unless JAMESE SON had an opportunity to meet and confer withELLISON had indicated throughout the negotia!ions|

A decision wasreached to allow him, in fact, to go with ELLISON intothe compound to provide him with support and counsel. Hewas instructed to telephonically contact ASAC COULSON every30 minutes, which he in fact did. time, inasmuch as they had to be transported with theirbelongings while appropriate searches were also made. At1:30 p.m. on that date, the HRT instituted a clear andsearch for persons and booby traps of the CSA compound.At 3:24 p.m., this clear was completed, and an interiorperimeter was established by HRT personnel. This perimeterwas maintained until 8:30 p.m., when it was turned overto FBI SWAT elements. This perimeter was in support ofcombined FBI and ATF search teams, who instituted on theafternoon of 4/22/85 a detailed search of the entire CSAcompound.
At 8:00 a.m. on 4/23/85, the HRT took over theperimeter duties at the CSA compound, again in supportof FBI and ATF search teams. At 3:00 p.m. on that date,HRT personnel were relieved by Arkansas State Police offic-ers. Based upon the concurrence of SAC BLASINGAME andFBI Headquarters, the HRT was instructed to return to theWashington, D. C. WDC! area. One element of HRT operatorsreturned by U.S. Air Force USAF! transportation on 4/24/85,with the remaining elements returning on 4/25/85.

The CSA has been the subject of continuing investigationby the FBI and the Bureau of Alcohol, Tobacco and Firearms BATF! due to their propensity for violence, and their allegedmanufacture and possession of illegal firearms and explosives.Further, FBI investigation has revealed probable ties withother white supremacy groups, such as The Aryan Nations.
Information provi b Little Rock Division to SpecialAgentsgnd Criminal InvestigativeDivision regarding the CSA resu te in a request for Laboratoryassistance in the search of a heavily fortified compoundoccupied by this group in North�Centra s. This operationwas scheduled to begin on 4/17/85. SA dvised thatjurisdictional problems were anticipatedmsihce the operationwas to be a joint FBI-ATF effort, and as of 4/l6/85 a decisionhad not been made regarding which agency would take custodyof evidence seized in the search.

A planning conference held on 4/17/85revealed that the operation would involve the arrest of JamesEllison" leader of the CSA, and the execution of a searchwarrant on the property occupied by the group. This propertyactually consists of three separate locations which wereidentified as the Valley Compound, the Plateau Compound andthe Main Compound. It was anticipated that large quantitiesof firearms and explosives would be found at these locations.
