M/s. UltraTech Cement limited (Unit: Bela Cement Works) has proposed a project of Bela Cement

Limestone Mine – 01 (BCLM – 01), (ML area 415.097 ha) with Proposed Limestone Production

Capacity of 1.5 Million TPA (ROM) and 2.575 Lakh Cu.M Overburden at Village- Devra, Tehsil-

ENVIRONMENTAL MANAGEMENT PLAN

A. Air Quality Management

Drilling

Drilling machines will be provided with wet drilling arrangements to prevent dust from

being air borne.

Blasting

Controlled Blasting will be adopted with the optimum use of explosive energy which will

help in reducing air pollution.

Water spray on blasted muck pile.

Transportation

Regular water spraying on the haul roads will be done.

Regular maintenance of HEMMs & transportation vehicles.

Water sprinkling during loading unloading at transfer points.

Greenbelt Development & Plantation

Green belt development & Plantation will be carried out in & around mining lease area as

per guidelines.

Periodic air quality monitoring will be carried out.

B. Water Quality Management

No waste water will be discharged outside ML Area.

Waste water from workshop will be treated using Oil – Water separator and treated

water will be used in equipment washing, dust suppression, etc.

Domestic wastewater generated from mines office will be disposed off in soak pit via

septic tank.

Garland drain having siltation pits will be provided at the toe of the dumps, to channelize

the runoff water from dumps into the water reservoir (i.e. mined out pits) & around the

active pits to restrict rainy water from entering in to the working pit.

Retaining walls having water holes will be provided along the toe of the dumps to avoid

the soil wash out & around the active pit to prevent fall of human/animal in to the

working pit.

Periodical monitoring of Ground water level & quality will be carried out regularly.

C. Noise Level Management

Controlled Blasting will be adopted. Blasting to be done during day hours only.

Use of sharp drill bits during drilling activities.

All mines employees will be provided with earplugs/earmuffs.

Proper maintenance, oiling and greasing of machines will be done to reduce generation

of noise at regular intervals.

Periodical monitoring of noise will be done.

Development of green belt &plantation around lease boundary, roads and other places

will be carried out.

D. Greenbelt/ Plantation

At conceptual stage total excavated area will be 300.214 ha, out of which 199.761ha will

be backfilled and reclaimed by plantation and rest 100.479 ha will be converted into water

reservoir.

Greenbelt will be developed on 7.5 m statutory barrier all along the lease boundary.

Plantation will be done on safety zone of roads, backfilled area etc.

Native species will be planted as per the advice of Forest Department, (M.P.)

2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

(i) IDENTIFICATION OF PROJECT AND PROJECT PROPONENT

IDENTIFICATION OF PROJECT

M/s UltraTech Cement limited (Unit: Bela Cement Works) has proposed a project of Bela Cement

Limestone Mine – 01 (BCLM – 01), (ML area 415.097 ha) with Proposed Limestone Production

Capacity of 1.5 Million TPA (ROM) and 2.575 Lakh Cu.M Overburden at Village- Devra, Tehsil-

Rampur Baghelan, and Village-Kothar, Tehsil- Amarpatan, District-Satna (Madhya Pradesh).

IDENTIFICATION OF PROJECT PROPONENT

• UTCL is the largest Cement producer in India with the production capacity of 93 Million TPA.

Its operations span across India, UAE, Bahrain, Bangladesh and Sri Lanka.

• It has 18 Integrated cement plants, 1 clinkerisation plant, 31 grinding units, one white cement

plant and 7 bulk terminals in India.

• The Premium Brands comprise of - UltraTech Cement, Birla Super, UltraTech Concrete, Birla

super ready mix concrete, Birla white & Birla wall care putty.

(ii) BRIEF DESCRIPTION OF THE NATURE OF PROJECT

M/s. UltraTech Cement limited (Unit: Bela Cement Works) has its existing Integrated Cement

Plant of 2.5 Million TPA Capacity located at Jaypee Puram, District- Rewa (Madhya Pradesh).

In order to meet the raw material requirement (limestone) for their existing Cement plant,

M/s UTCL has proposed a captive mine i.e. Bela Cement Limestone Mine – 01 (BCLM – 01), (ML

area 415.097 ha) with Proposed Limestone Production Capacity of 1.5 Million TPA (ROM) and

2.575 Lakh Cu.M Overburden at Village- Devra, Tehsil- Rampur Baghelan, and Village-Kothar,

Tehsil- Amarpatan, District-Satna (Madhya Pradesh).

Mining Lease Status

The Letter of Intent of Bela Cement Limestone Mine – 01 (BCLM – 01) (ML area 415.097 ha) at

village- Devra Tehsil- Rampur Baghelan and village- Kothar, Tehsil- Amarpatan, District - Satna

(Madhya Pradesh) was issued in the favor of M/s Jayprakash Associates Limited vide letter no

F - 3-25/2016/12-1 dated 28.12.2016 by Dept. of Mineral Resources, M.P. Government.

Mining Plan with Progressive Mine Closure Plan approved from IBM vide letter no

MP/Satna/Limestone/MPLN/G-16/16-17/744 dated 23.02.2017.

Mining lease was granted in favor of M/s Jaiprakash Associates Limited Vide order no. F-3-

25/2016/12/1 dated 13.04.2017.

In the meantime, Jaiprakash Associates Ltd (“JAL”) and Jaypee Cement Corporation Ltd.

(“JCCL”) Business was transferred to UltraTech Cement Ltd (UTCL) by National company Law

Tribunal Bench (NCLTB) at Mumbai on 15.02.2017 in case of UTCL and NCLTB at Allahabad on

02.03.2017 in case of Sellers.

Henceforth, the Jaypee Bela Plant and Mines of M/s Jaiprakash Associates Ltd and M/s Jaypee

cement Corporation Ltd. along with all the contracts, deeds, approvals, schemes etc have

been transferred to UltraTech Cement Ltd (Unit: Bela Cement Works).

An order regarding transfer of lease from M/s Jaiprakash Associates Ltd. to UltraTech Cement

Ltd. was issued dated 08.06.2017 by Dept. of Mineral Resources, M.P. Government.

Subsequently, a deed for transfer of mining lease has been registered dated 13.07.2017 from

State Govt in favor of M/s UltraTech Cement Ltd (Unit: Bela Cement Works) for Bela Cement

Limestone Mine – 01 (BCLM – 01), (ML area 415.097 ha) at Village- Devra, Tehsil- Rampur

Baghelan, and Village-Kothar, Tehsil- Amarpatan, District-Satna (Madhya Pradesh). The

relevant documents regarding the same are enclosed as Annexure II.

Screening category of Project

As per EIA Notification dated 14th September, 2006 as amended from time to time, the project

falls under Category “A”, Project or Activity 1(a) – 3.

(iii) NEED FOR THE PROJECT & ITS IMPORTANCE TO THE COUNTRY AND OR REGION

M/s. UltraTech Cement limited (Unit: Bela Cement Works) has its existing Integrated Cement Plant

of 2.5 Million TPA capacity located at Jaypee Puram, District- Rewa (Madhya Pradesh).Therefore,

in order to meet the raw material requirement (limestone) for their existing Cement plant M/s

UTCL has proposed a new project Bela Cement Limestone Mine – 01 (BCLM – 01), (ML area

415.097 ha) with Proposed Limestone Production Capacity of 1.5 Million TPA (ROM) and 2.575

Lakh Cu.M Overburden at Village- Devra, Tehsil- Rampur Baghelan, and Village-Kothar, Tehsil-

Amarpatan, District-Satna (Madhya Pradesh).

The proposed project will prove beneficial in terms of socio-economic development as it will

create employment opportunities to locals. Further, the average income level, which is the

indicator of socio – economic status of households is expected to increase, which will ultimately

result in better standard of living of the local people. With respect to the importance of the

project to the nation, it can be well said that in a developing nation like India, cement makes a

backbone for infrastructural development. Thus, keeping in mind this requirement, mining of

limestone is necessary for the nation’s growth.

(iv) DEMAND – SUPPLY GAP

Limestone produced from the limestone mine will meet the requirement/demand of limestone for

the Cement Plant of M/s UltraTech Cement Ltd. (Unit- Bela Cement Works)

(v) IMPORTS VS. INDIGENOUS PRODUCTION

Limestone produced from the Bela Cement Limestone Mine – 01 (BCLM – 01) will be used for

captive purpose in the existing Cement Plant of Bela Cement Works.

(vi) EXPORT POSSIBILITY

Limestone produced from Bela Cement Limestone Mine – 01 (BCLM – 01) will be used for captive

purpose in the Cement Plant of Bela Cement Works. There is no possibility of export of mineral

from the proposed mining project.

(vii) DOMESTIC/EXPORT MARKETS

Limestone produced from Bela Cement Limestone Mine – 01 (BCLM – 01) will be utilized for

captive use in the cement plant. Thus, there will be no other users for the limestone produced

from this mine.

(viii) EMPLOYMENT GENERATION (DIRECT AND INDIRECT) DUE TO THE PROJECT

The total manpower for this mining project will be 74 persons. Preference for employment will be

given to locals as per their eligibility & qualification. However, the project will also generate

indirect employment opportunities for the locals.

As this is a site specific mining project and the lease has been granted by State Govt after detailed

prospecting. No alternative sites are considered.

(v) Project Description with Process Detail

A. Local Geology

Bela Cement Limestone Mine – 01 (BCLM – 01) falls in Bhander series of Upper Vindhyan System.

The limestone deposit of area belongs to Nagod Limestone Formation

Rock types of the study area

The sequence of rock types found in the mining lease area is as follows:

Overburden soil

SirbuShale

Upper Magnesium Shale (Cap Rock)

Upper grey limestone

Middle Shale

Nodular Shale

Lower grey limestone

Cherly Limestone

Lower Magnesium Limestone.

On the basis of field observation made during course of geological traverses it can be inferred that:

The limestone band which occurs in area forms a part of slightly elevated land mass as UGL.

The UGL formation is mostly concealed beneath the soil and UMS formation.

The older rocks like shale etc are not exposed in area & are covered under thick overburden.

B. Details of Mining

The Method of Mining will be Open Cast Working with formation of benches by fully mechanized

means by deploying Heavy Earth Moving Machineries. The formations encountered in the area

comprise of soil, Upper Magnesium Shale (UMS), Upper grey Limestone (UGL), Middle Shale

(MSH), Nodular Shale (NDS), Lower grey Limestone (LGL), Cherty limestone (CHL) and Lower

Magnesium Limestone (MGL). Out of these formations, UGL formation has been considered

under the category of reserves at this stage. The overlying formations such as Soil & Upper

Magnesium Shale (UMS) have been treated under the category of overburden. It is planned to

operate each formation separately as an independent unit. The OB will be handled in the form of

Soil and UMS by developing two separate benches.

The OB soil cover is soft in nature and will be handled by Dozer but UMS is hard in nature so will

be handled separately by drilling and blasting. The limestone thickness at proposed pit location is

10 to 15.5 m which will be mined out by developing two benches.

During initial mine opening, mine development will be taken up and OB will be removed to expose

limestone formation. During five year of mining OB bench will be developed in OBS & UMS. The

OB removed from the area shall be put as temporary dump for first five years of mining.

The material will be loaded into dumpers with the help of Hydraulic Excavators and then will be

transported to Crusher (located at Cement plant), stockyard through well maintained haul roads.

This is a Limestone mining project hence no raw material will be required.

Limestone will be used in captive cement plant, so no marketing area of final product will be

required.

Excavated limestone will be transported to crusher (located at cement plant), stockyard

through well maintained haul roads by dumpers.

(vii) Resources Optimization/ Recycling and Reuse Envisaged in the Project, if any, should be briefly

Oil – Water separator will be provided at the workshop and treated water is being re-cycled

for equipment washing and dust suppression, etc.

Top soil will be utilized in land reclamation and for plantation purpose.

(viii) Availability of Water, Its Source, Energy /Power Requirement and Source

A. Water Requirement

The total water requirement will be 90 KLD. Out of which the drinking & sanitation water

requirement of 10 KLD will be met from ground water (borewells) and remaining requirement of

80 KLD from rain water stored in mine pit as and when developed.

B. Power Requirement

Total Power requirement for proposed limestone mining will be 180 KW which will be sourced

from Captive Power Plant & MPEB.

(ix) Quantity of Waste to Be Generated (Liquid and Solid) And Scheme for Their

Management/Disposal

A. Liquid

Domestic Waste water generated from mine office will be disposed off in soak pits via septic

tank.

Oil – Water separator will be provided at the workshop and treated water will be re-cycled for

equipment washing and dust suppression etc.

B. Solid

The proposed working area is covered by soil and hard overburden.

During first five years of mining operations the estimated quantities of generation of OBS

(Soil) and Hard OB (UMS) are 248000 m3 and 256500 m3 respectively.

Topsoil will be stacked separately and will be utilized for plantation.

Hard O.B. will be temporarily dumped at earmarked sites as per approved mining plan and will

be backfilled in the mined out area and reclaimed by plantation.

No external dumps are proposed in the area.

4.0 SITE ANALYSIS

(i) Connectivity

The site is well connected with nearest town/city Rewa. NH-75 is about ~0.5 km in SSW direction

from mine site. NH- 7 is about ~2.1 km in SE direction from mine site. Nearest Town/city is Rewa

about~10 km in ENE direction from mine site. Nearest railway station is Turki road at ~ 3.8 km in

NNW direction. The nearest airport is Allahabad at ~120 km in NE direction. The site is well

connected with the communication facilities such as telephone, telefax and internet.

(ii) Land Form, Land Use and Land Ownership

The total Mining lease area is 415.097 ha, out of which Government land is 14.204 ha and Private

Agricultural Land is 400.893 ha.

(iii) Topography& Drainage

The terrain is sloppy with some gentle undulations. In general area is flat topography and

elevation of the area varies from 310 to 328 MRL. The general RL of the area is 319 MSL.

The area is drained by seasonal & small streams located in the area. They are charged in rainy

season and flows towards downstream and meet Kariari Nadi and Bihara Nadi both flowing

towards North and ultimately meet River Tons.

(iv) Existing Land Use Pattern {Agriculture, Non-Agriculture, Forest, Water bodies (Including Area

Under CRZ)}, Shortest Distances From The Periphery Of The Project To Periphery Of The Forests,

National Park, Wild Life Sanctuary, Eco Sensitive Areas, Water Bodies (Distance From The HFL Of

The River), CRZ. In Case Of Notified Industrial Area, A Copy Of The Gazette Notification.

There is no National Park, Wild Life Sanctuaries, Biosphere Reserves, Tiger Reserves, and Wildlife

Corridors etc. within 10 km radius of the mining lease area.

starts from mid-June to mid-September. The dry wind blows NW & NE with high velocity at times.

Humidity varies from 30-70 %.

(viii) Social Infrastructure Available

Nearest town is at Rampur Baghelan. The area has good network of public roads. Telephone,

Electric connections, Medical facilities and Telegraph facilities are available in the area.

5.0 PLANNING BRIEF

(i) Planning Concept (Type of Industries, Facilities, and Transportation etc.) town and country

planning/development authority classification

This is a proposed limestone mining project. This is a captive mine of existing Bela Cement plant of

UTCL. Blasted limestone will be transported to crusher located at Cement plant by dumpers.

(ii) Population Projection

Temporary influx of people will be there as the managerial and supervisory staff will generally be

from outside the area.

(iii) Land Use Planning

The total Mining lease area is 415.097 ha, out of which 14.204 ha is Govt. land and 400.893 ha is

Pvt. Agricultural land. Proposed production of limestone will be in the granted mining lease area.

Land use planning for proposed project will be as per the approved mining plan.

(iv) Assessment of Infrastructure Demand (Physical & Social)

UTCL has assessed the demand of infrastructure (Physical & Social) in nearby area of the mine

site and same will be developed under ESC programmes including infrastructure development is

involved during commencement of mining.

(v) Amenities/Facilities

UTCL (Unit: BCW) will develop Amenities/Facilities in the nearby area of the proposed mine site as

per requirement of local people of the nearby area under ESC programmes.

6.0 PROPOSED INFRASTRUCTURE

(i) Industrial Area (Processing Area)

The proposed limestone mining project involves some of the essential mining establishment like

Mine office, workshop building, explosive magazine, rest shelters etc

(ii) Residential Area (Non- Processing Area)

The residential area is already provided in the plant.

(iii) Green Belt Development

At conceptual stage total excavated area will be 300.240 ha, out of which 199.761 ha will be

backfilled and reclaimed by plantation and rest 100.479 ha will be converted into water

reservoir.

Greenbelt will be developed on 7.5 m statutory barrier all along the lease boundary.

Plantation will be done on safety zone of roads, backfilled area etc.

Native species will be planted as per the advice of Forest Department, (M.P.)

(iv) Social Infrastructure

Proposed project will result in growth of the surrounding areas by increased indirect employment

opportunities in the region and also infrastructure development will enhance trade and

communication.

(v) Connectivity

(vii) Sewerage system

The domestic wastewater generated from mine office will be disposed off in soak pits viaseptic

tanks.

(viii) Industrial Waste Management

Oil – Water separator will be provided at the workshop and treated water will be re-cycled for

equipment washing and dust suppression etc. There is no discharge of waste water outside the

mine site.

(ix) Solid Waste Management

Wastes comprise of Topsoil, O.B. (hard and soft in nature). Topsoil will be stacked separately and

will be utilized for plantation. The O.B. will be dumped at earmarked sites as per approved mining

plan and will be backfilled at the end of life of mine.

(x) Power Requirement & Supply/Source

Total Power requirement for limestone mine will be 180 KW per day which will be sourced from

Captive Power Plant and MPEB.

7.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN

The total Mining lease area is 415.097 ha. No forest land is involved. This is a proposed mining
