The migration plan should include users with migration issues, so that they can still contribute to the creation of the Open future and have the tools to overcome their remaining perceived interoperability issues.

LibreOffice on every machine (even those that retain a copy MSOffice) means that all users will be able to use LibreOffice to open non-standard and legacy Microsoft files, and have access to unique features like saving PDF files with embedded ODF editable text.

Deploying LibreOffice doesn’t have to exclude Microsoft Office. LibreOffice is inclusive and it embraces all, while making sure that Open Standards can become the future standards.
