INFORMATION OF THE GENERAL PUBLIC)
BACKWARD CLASSES, MOST BACKWARD CLASSES AND MINORITIES WELFARE DEPARTMENT
Introduction
As per 2011 Census, the total population of Tamil Nadu is 7,21,38,958.
Nearly 68 percent of the toal population of the State belongs to Backward
Classes, Most Backward Classes and Denotified Communities.
Several schemes for Backward Classes, Most Backward Classes, Denotified
Communities and Minorities to help them advance socially, economically and
educationally to be on par with other developed communities are implemented by
the State.
The details of the schemes for the development of Backward Classes, Most
Backward Classes, Denotified Communities and Minorities, the criteria to avail
the benefits, the officials to be approached are all given in this Citizen’s Charter
for Public Information.
Reservation
The Reservation plays a vital role in developing a socio-educational and
economic status of Backward Classes, Most Backward Classes, Denotified
Communities and Minorities. The reservation policy of the Government enables
for socially and educationaly Backward Classes to secure admission in
educational institutions and to get employement in the posts under the State
Government.

Educational Development
Education forms the basis for the economic progress of a society. The State
Government has made many schemes for the educational advancement of the
Backward Classes and Minroties. The reservation policy has passed the way for
them to join educational institutions. The scholarship scheme provides financial
Assistnace to poor students to get an education.
Scholarship Schemes
Pre-matric scholarship scheme
No fee (Tuition fee/ special fee/ examination fee) is collected from the
students studying in Tamil Medium in Government and Government Aided
Schools. The Government have completely waived the payment of tuition fee for
the students studying in English medium from standard 6th to 10th in
Government and Government aided schools.
Exam Fees Reimbursement:
The Examination Fee for the English Medium students studying in 10th
standard in Government and Government Aided Schools is reimbursed in full to
the Directorate of Government Examinations for BC, MBC & DNC students with
the following conditions.
Conditions
Backward Classes - parental annual income should not exceed
Rs. 2.00 lakh.
Most Backward Classes and Denotified Communities –No Condition.

Post-matric scholarship scheme (School students)
Under Post-matric scholarship scheme, examination fees for the Backward
Classes students studying in 11th and 12th standards in English medium in
Government and Government Aided schools are being reimbursed. This is subject
to the condition that their annual parental income should not exceed Rs.2 lakh.
For Most Backward Classes and Denotified Communities students examination
fee is reimbursed without any condition. The Government has waived the
payment of tuition fee and special fee to the students studying in Tamil and
English medium in Government and Government Aided schools. The examination
fee for 11th and 12th standard Tamil medium students has also been waived.
Post-matric scholarship scheme (College students)
Under Post matric scholarship scheme, scholarships are sanctioned to
Backward Classes, Most Backward Classes and Denotified Communities students
studying ITI, Diploma in Polytechnics, Post Graduate, Professional and Ph.D.
courses. Annual parental income should not exceed Rs.2 lakh to avail this
scholarship. Under the scheme, tuition fee and special fee are sanctioned as
fixed for the Government educational institutions. Examination fee is sanctioned
in full and book money as notified in the scholarship notification. Students
studying in the second shift in Government and Government aided colleges are
also sanctioned scholarship by applying the same conditions stipulated for
students studying in the morning shift. In addition to the scholarship amount,
boarding and lodging charges are sanctioned to students who are staying in
hostels attached to educational institutions, at the rate of Rs.175 per month for
Under Graduate courses, Rs. 350 per month for Professional courses and Rs. 225
per month for ITI / Diploma and Post Graduate courses for 10 months in a year.
FREE EDUCATION SCHEME
Degree courses
Under Free Education scholarship (Degree) scheme, students of Backward
Classes, Most Backward Classes and Denotified Communities studying in three
year Degree Courses in Government and Government Aided Arts and Science
colleges are sanctioned special fee and non-refundable compulsory fee as

prescribed by the Government (Tuition fee of students studying in three year
Degree Courses in Government and Government Aided Arts and Science colleges
has been waived). Book money is sanctioned as notified in the scholarship
notification and examination fee in full. This scholarship is sanctioned without
any condition. In addition to the scholarship amount, boarding and lodging
charges at the rate of Rs.175 per month for 10 months in a year are sanctioned to
students who are staying in hostels attached to educational institutions.
Diploma courses
Under Free Education scholarship (Diploma) scheme, students of
Backward Classes, Most Backward Classes and Denotified Communities studying
Diploma courses in Government and Government Aided Polytechnic Colleges are
sanctioned tuition fee, special fee and non-refundable compulsory fee as
prescribed by the Government. Book money is sanctioned as notified in the
scholarship notification and examination fee in full. This is subject to the
conditions that the annual parental income should not exceed Rs.2,00,000/- and
the beneficiary should be the first diploma holder/graduate in the family. In
addition to the scholarship amount, boarding and lodging charges at the rate of
Rs.225 per month for 10 months in a year are sanctioned to students who are
staying in hostels attached to educational institutions.
Professional courses
Under Free Education scholarship (Professional) scheme, students of
Backward Classes, Most Backward Classes and Denotified Communities selected
under Government quota through single window system and pursuing
Professional Courses in Government, Government aided and self financing
colleges, are sanctioned special fee and non-refundable compulsory fee as
prescribed by the Government. Book money is sanctioned as notified in
scholarship notification and examination fee in full. This is subject to the
conditions that the annual parental income should not exceed Rs. 2,00,000/-
and the beneficiary should be the first graduate in the family. In addition to the
scholarship amount, boarding and lodging charges at the rate of Rs. 350 per

month for 10 months in a year are sanctioned to students who are staying in
hostels attached to educational institutions.
Web enabled sanction of scholarship
Sanction and disbursement of scholarship to the college students of
Backward Classes, Most Backward Classes and Denotified Communities is
implemented through the web application www.escholarship.tn.gov.in. Scholarships
are directly credited into the students’ bank account through ECS by the
respective Heads of the Department adopting centralized payment system.
How to Apply for Post-Matric Scholarship for Colleges
BC, MBC & DNC College students can collect their BC, MBC & DNC
Scholarship application from their Institutions and submit the duly filled in
applications with the relevant documents to the Institutions. For any queries
contact District Backward Classes and Minorities Welfare Office situated in the
Campus of District Collectorate.
Scholarships to students studying in Central Government Institution like
IIT, IIM, IIIT, NIT and Central Universities
The Government of Tamil Nadu have issued orders for granting scholarship
for the year 2019-20 to native of Tamil Nadu students belonging to
BC/MBC/DNC communities who are pursuing UG/PG Courses in Government of
India instituitions like IIT, IIM, IIIT, NIT and Central Universities with the
following conditions.
Conditions:
1. The student should belong to Backward Classes, Most Backward Classes or Denotified Communities.
2. The student should be a native of Tamil Nadu.
3. The student should be pursuing UG/PG courses in IIT, IIM, IIIT, NIT and Central Universities.
4. The annual family income should not exceed Rs.2.00 Lakh. 5. The scholarship amount will be reimbursed to the student every year for
the entire duration of their UG/PG Courses.
6. The reimbursement will cover Tuition Fee, Special Fee, Exam Fee, other compulsory fees as prescribed by the Institution or Rs. 2.00 lakh per year whichever is lesser.
7. If more number of applications are received, eligible students will be shortlisted as per the marks secured by them in plus two public exam.

How to apply:
The eligible and willing students are requested to fill the applications forms
and submit the filled application to the institutions and send the filled
application with the concurrence of the Principal of the Institutions with all
enclosures to the under mentioned Directorate.

Students Hostels
In line with the efforts for achieving social justice hostels are run by this
Department. These Hostels target the students belonging to Economically Weaker
Sections of the BC, MBC, DNC and Minorities and provide free food and
accommodation, thereby, helping them to continue their education without any
hassle.
Eligibility criteria
School Hostel
1. Students studying in classes from 4th Standard to 12th standard. 2. Annual Parental income should not exceed Rs.1,00,000/-.
3. The student should be residing at a distance of more than 8 Kilometers from the educational institutions. (This condition is not applicable to Girl Students.)
College Hostel
1. Students studying in Diploma, U.G/ P.G. courses. 2. Annual Parental income should not exceed Rs.1,00,000/-.
3. The student should be residing at a distance of more than 8 Kilometers from the educational institutions. (This condition is not applicable to Girl Students)

Students seeking admission in BC/MBC/DNC Hostels can submit their
certificates of annual parental income and community after getting admission into the hostel. They need not submit the same along with application.
4% of seats are allotted in each hostel to accommodate differently abled
students.
5 additional seats have been sanctioned in all hostels, in addition to the sanctioned strength to accommodate the children of Sri Lankan Tamil refugees
who reside in camps.
Rescued bonded labour children are admitted in the hostels at any time
without any conditions till they complete their course.
In order to accommodate children of labourers originally from Tamil Nadu and currently working in plantations in Tamil Nadu - Kerala border adjacent to
Theni district have been exempted from producing community and income certificates. They are admitted into BC/MBC/DNC hostels situated in Theni
District based on self-declaration of their parents.

Eggs and Bananas
The hostels boarders are also served eggs along with the daily menu. 20 eggs at the rate of 5 eggs per week / per boarder are provided. Bananas are provided to boardsers who do not prefer eggs.

Evening Snacks
Boiled pulses (Sundal) and Sukkumalli Coffee or Palm Jaggery Tea are supplied.
Facilities available for hostel students
1. Two Tamil and one English newspapers are provided for each hostel.
2. Career guidance programmes are conducted to create awareness among the 10thstd, 12thstd and college hostel students about various job opportunities available.
3. Special guides are provided free of cost to the boarders studying in 10th and 12th standard to improve their performance in public examinations.
4. The boarders of hostels studying upto XII standard are supplied with all text books free of cost by the Department of School Education.
5. Four sets of uniforms are given to the hostel boarders studying from IV
to X standard, as per the colour and pattern adopted under Nutritious meal scheme from the year 2013-14.
6. Colour television, play materials, water purifier, book shelves, wet
grinder, steam based cooking boilers, mixer-grinder, napkin incinerator, fire extinguishers, idly steamer, library books and electric insect
destroyer are supplied to the hostels. In addition, inverter, reference books and two tier bunk cots are supplied to the college hostels.
7. Stainless steel plates and tumblers are provided to all hostel boarders.
Woolen sweaters are provided to the boarders of hostels located in hill stations. The following benefits are also given to the hostel boarders.
a) Mats are provided to school hostel boarders every year.
b) Jamakkalam are provided to first year college boarders every year. c) Bedsheets are provided once in two years for both school and
hostel boarders. 8. Three medical checkup camps are conducted for all hostel boarders and
Kallar Reclamation School students every year.
Kallar Reclamation Schools
295 Government Kallar Reclamation Schools are functioning under the
control of this Department in Madurai, Theni and Dindigul Districts for the
educational advancement of the Piramalai Kallar Community. The details of
Kallar Reclamation Schools and strength of students are as follows:

Details of 295 Government Kallar Reclamation schools are given in Appendix II (a)
Benefits available to the students of Kallar Reclamation Schools.
Students of Kallar Reclamation schools are given lap-top, special cash
incentive, school bag, geometry box, crayons, Atlas and footwear by the School
Education department as provided to the students studying in Government /
Government Aided schools.
Smart classroom facilities are provided in Kallar Reclamation High/Higher
secondary schools. Most Backward Classes and Denotified Communities girls
students of Kallar Reclamation Schools of rural areas are given incentive at the
rate of Rs.500/- per annum for students studying 3rd to 5th standard and
Rs.1000 per annum for students studying 6th standard.
Lower Kinder Garden English medium classes were started and functioning
in 15 Kallar Reclamation Primary Schools in Madurai, Theni and Dindigul
districts at the rate of 5 schools in each district. Similarly, English medium
classes were started and functioning from 6th standard in 15 Kallar Reclamation
Higher Secondary Schools. 1,318 students are studying in English medium
classes.

In order to encourage Headmasters / Teachers of Kallar Reclamation
schools prizes are awarded to them. Cash prize of Rs. 10,000/- and Certificate of
Appreciation is awarded to the Headmasters of Kallar reclamation high / higher

secondary schools who ensures pass percentage of 95% and above in 10th and
12th standard Public Examinations.
Cash prize of Rs.5,000/- is awarded to PG / B.T Teachers of Kallar
Reclamation Schools, who achieve 100% result in their subject in 10th and 12th
Standard Public Examinations.

Distribution of Free Bi-Cycles
Details of Distribution of Free Bi-Cycles
Bicycles are supplied to 11th standard students of Government,
Government aided and partially aided schools irrespective of income and
community.

Eligibility
1) Should be the Students (Boys & Girls) of +1 in Government, Government aided
and partially aided school (this concession is applicable to the Free bus pass
holders also.)
2) No other condition to avail this concession.
2) Students staying in the Hostels situated in the School premises are not eligible for getting free bi-cycles.

For the economic advancement of Backward Classes, Most Backward
Classes and Denotified Communities, iron boxes and motorised sewing machines
distributed free of cost by this Department. Loans are provided through
TABCEDCO and TAMCO for various income generating activities.

Beneficiary should belong to BC/MBC/DNCs and doing laundry work.
The annual income should not exceed Rs.72,000/-
Distribution of Free Motorised Sewing Machines
The beneficiary should belong to BC / MBC/ DNCs The annual family income should not exceed Rs.72,000/-
Should have tailoring knowledge.
Age : From 20 to 45 years
Distribution of Free House Site Pattas
People should not have own house or house site and should belong to BC,
MBC and DNC. Family annual income should not exceed Rs.72,000/-.
Denotified Communities Welfare Board
The registered members of the Denotified Communities Welfare Board are provided with various welfare assistances as provided to the members of the
Welfare Boards for un-organized labours functioning under the administrative control of Labour and Employment Department.

To implement various welfare schemes to the people belonging to Valayar,
Amblakarar (including Servai) communities, the Government issued orders to
established Valayar, Amblakarar (including Servai) Reclamation Board.

Tamil Nadu Narikoravar Welfare Board
The registered members of the Tamil Nadu Narikoravar Welfare Board are provided with various Welfare assistances as provided to the members of the
Welfare Boards for unorganized Labours functioning under administrative control of Labour and Employment Department and subsidy is also given for self
employment.

Tamil Nadu Vanniyakula Kshatriya Public Charitable Trusts & Endowment
Board
To identify and integrate various charitable trusts bequeathed by the
Vanniyar philanthropists and to find ways and means to fulfill the objectives of the trusts the Government had formed the Vanniyar Public Property Welfare Board in the year 2009.
To safeguard the properties of such trusts and endowments created by
persons or organizations of Vanniyakula Kshatriya Community an Act namely
“The Tamil Nadu Vanniyakula Kshatriya Public Charitable Trusts and Endowments (Protection and Maintenance) Act 2018” has been enacted. The Act came into force on 04.02.2019.
As per the provisions of the Act, the Government have established Tamil
Nadu Vanniyakula Kshatriya Public Charitable Trusts and Endowments Board with a Chairperson and 10 members. A Member-Secretary and two ex-officio
members also been appointed to the board. During the year 2020-2021 Rs.1 crore has been sanctioned to the board for administrative expenses. The
board has so far identified 97 trusts. Of this 36 trusts have been registered under the board. Action is being taken by the board to publish list of such properties in the Tamil Nadu Government Gazette as per section 5 of the act.

Thanthai Periyar Award for Social Justice
The Government is honouring those who made outstanding contribution for
social justice in Tamil Nadu with Thanthai Periyar Award for social justice every
year. The awardee is selected by the Hon’ble Chief Minister every year. The award
carries a gold medal of 1 sovereign and a cash prize of Rs.1 lakh.
For the year 2021-2022, in the Interim Budget, a sum of Rs.1.50 lakh has
been provided.

TAMIL NADU BACKWARD CLASSES COMMISSION
Introduction
The Tamil Nadu Backward Classes Commission has been constituted as a
permanent body pursuant to the directions of the Supreme Court of India in
Indra Sawhney case. The Commission is functioning from 15.3.1993 under the
Chairmanship of a retired Judge of High Court with members. The Commission
has been reconstituted for a term of 3 (three) years.
Functions of the Commission
The Terms of Reference issued to the Tamil Nadu Backward Classes Commission
are:-
(i) The Commission shall entertain, examine and recommend upon
requests for inclusion and complaints of over-inclusion and under-
inclusion in the lists of Backward Classes / Most Backward Classes.
(ii) Periodic revision of list of Backward Classes and Most Backward
Classes in this State as and when decided.
(iii) The Commission shall base its recommendations in the light of the
provision contained in Article 16(4) read with relevant provisions of
the Constitution of India and the various decisions of the Supreme
Court bearing on the subject.
(iv) The Commission shall make recommendations on improved
reservation for Christians, Muslims and other Minorities based on
their social and educational backwardness.
(v) The Commission shall examine and recommend upon the demand
made by various communities to provide for internal reservation
within the reservation provided for Most Backward Classes.
(vi) The Commission shall examine and make recommendations on any
other matter relating to Backward Classes that may be referred to it
by Government from time to time.

(vii) The Commission has been reconstituted under the chairmanship of
Justicie Thiru.M.Thanigachalam (Retd) with 6 members on 8.7.2020
for a term of 3 years.

Commission for Collection of Quantifiable Data for Castes Communities and
Tribes of Tamil Nadu
In order to collect Quantifiable data of Castes in Tamil Nadu, the
Government has constituted a Commission for Collection of Quantifiable data on
Castes Communities and Tribes of Tamil Nadu under the chairmanship of
Hon’ble Justice A.Kulasekaran (Rtd). The Commission is functioning from
21.12.2020 and the Commission has to submit its report within a period of 6
months.

CORPORATION
The Tamil Nadu Backward Classes Economic Development Corporation
sanctions loan assistance at lower rates of interest to individuals, Groups
belonging to Backward Classes, Most Backward Classes and Denotified
Communities for establishing viable trade or business for their economic
upliftment. The Corporation was established in the year 1982. It is a State
owned Company registered under the Companies Act, 1956. The Corporation
has an authorised share capital of Rs.30 crore and a paid up capital of Rs.12.27
crore. The Corporation has been acting as the State channelising agency of the
National Backward Classes Finance and Development Corporation and obtains
loan from the latter upon the Guarantee given by the Tamil Nadu Government
for funding various loan schemes.
Tamil Nadu Backward Classes Economic Development Corporation is
providing loan assistance under various loan schemes for the Socio – Economic
Development of Backward Classes / Most Backward Classes / Denotified
Communities.
Financial Assistance Activities
1) Small Trade / Business
2) Agriculture & Allied Activities 3) Transport sector
4) Handicrafts and Traditional Occupations (Artisan) 5) Self-employment for young Professionals.
Eligibility Criteria
i) Beneficiary should belong to Backward Classes, Most Backward Classes and Denotified Communities as in the State list or Central list.
ii) Annual family income shall not exceed Rs.3,00,000/-
iii) Beneficiary should be aged above 18 years and below 60 years. iv) Loan assistance will be sanctioned to only one person in a family.

b) Quotation from a leading company. c) Project Report (for big projects only) d) Ration card.
e) Driving license (for transport vehicle loans only) f) Documents for hypothecation / mortgage as required by the Bank.
Method of Loan Sanction ,
(1) The following institutions are authorised to act as Sub - Channelising
Agencies of this Corporation for the disbursement and recovery of loan.
i) Tamil Nadu Industrial Co-operative Bank.
ii) Tamil Nadu Handloom Development Corporation. iii) Central Co-operative Banks / PACB / UCB
iv) The Tamil Nadu Co-operative Milk Producers Federation Ltd.
(2) The Co-operative Banks, will process the loan applications received for
sanction of loan. After ensuring the viability of the scheme, eligibility and repaying capacity of the applicant, the applications will be placed before the
District Screening Committee headed by Joint Registrar of Co-perative Societies and the Committee will recommend for sanction of loan.

As per the terms and conditions the General Term Loan, the Tamil Nadu Milk Producers Union / Federation will select beneficiaries among the
member of their societies and recommend them for the purchase of a milch animal @ Rs.30,000/- under this scheme. Loan will be sanctioned to a beneficiary for purchase of two milch animals.

Repayment of Loan
The repayment of the loan amount will commence after 2 months moratorium period under all schemes. The loan amount should be repaid in
monthly / quarterly basis to the bank depending on the schemes, as mentioned in the sanction order.
Levy of Penal Interest
Penal interest is charged @ 5% per annum from the defaulters for the period in default.
Loan Sanction Card Maintenance
After sanction of loan, the beneficiaries will be issued ‘loan sanction card’
which should be produced at the Bank for making necessary entries, while repaying the dues in installments.
Loan cum Subsidy Irrigation Facility Scheme for Small and Marginal Farmers
The loan cum subsidy scheme for small and marginal farmers belonging to the Backward Classes / Most Backward Classes / Denotified Communities, for
the creation of new irrigation facility is being implemented through this Corporation from 2007-08 onwards. Under this scheme 50% Government subsidy subject to a loan assistance upto a maximum of Government subsidy
Rs.50,000/- of the loan amount is provided to each eligible beneficiary, for the creation of irrigation facility by erecting a new bore-well.

MINORITIES WELFARE
As a pioneer in safeguarding the interests of the minorities, this
Government to improve the social, educational and economic status of the
minorities, oversee the implementation of the new 15-point plan of the Prime
Minister of India to protect the constitutional and legal rights granted to the
minorities and to implement the recommendations of the People's Democratic
Advisory Council to implement the recommendations of the Tamil People's
Movement. The Minority Welfare Directorate has been set up by the Government
of India and has been functioning since 01.08.2007 with the officer in charge of
the Indian Civil Service as the Head of the Department.
State and District Administration
Workplaces have been created and implemented to enable the Minority
Welfare Directorate to implement Minority Welfare Schemes and to implement
welfare schemes in the districts in all District Collectorates.
Separate Reservation
After considering the recommendations obtained from Tamil Nadu
Backward Classes Commission on the various representations from the minority
communities to provide for separate reservation, the Government have enacted
the law providing 3.5% reservation to Backward Classes Muslims out of the 30%
reservation earmarked for BC. The law is being implemented since 15.09.2007.
The Government has ordered to follow the carry forward procedure in filling up of
posts earmarked for Backward Class Muslims in direct recruitments.
Scholarships
The details of Scholarship schemes implemented to the Minority students
belonging to Christian, Muslim, Sikh, Buddhist, Parsi and Jain Communities
studying in Government / Government Aided and in all Recognized Institutions
with the 100% financial assistance from Central Governments are as follows:-.

Criteria for availing Scholarship
The Government of India have fixed the target for Scholarship (Fresh) to the
religious minorities as per the census of Religious Minorities in the State. 1) Scholarship will be awarded to the students studying in Tamilnadu or
any other State in India but should be a native of Tamil Nadu
2) Students should have secured not less than 50% of marks in the
previous year final examination for submission of application under the respective scholarship scheme
3) Out of the total target, 30% of scholarship will be earmarked to the girl students under each scheme
4) Two children will only be awarded for scholarship in a family 5) No Scholarship is awarded to the student who is pursuing studies
through correspondence course
6) Students getting Scholarship under the scheme of Government of India
and have also even applied for scholarship in Backward Classes, Adi Dravidar Welfare, any other Department or Welfare Boards, they are entitled for scholarship only under any one of the schemes in anyone of
the Department/Boards
7) No student is eligible for Merit Cum Means Based Scholarship if they
have availed First Graduation Concession (Exempted for Tuition fee) in Professional/Technical courses.

The Government of India launched Prematric scholarship for Minorities students studying from 1st Standard to 10th Standard in 2008-09.

Postmatric Scholarship
The Government of India introduced the Postmatric Scholarship scheme
in 2007-08, for the students belonging to religious minorities pursuing from +1
level to Ph.D Courses including NCTV Technical courses in ITI and ITC at the +1
and +2 level, Diploma, Under Graduate and Post Graduate courses etc.
The Scholarship will be sanctioned to the students pursuing studies in
Standard XI, XII, Vocational for XI & XII Standard ITI/ITCs, NCVT Courses,
Polytechnic, Diploma in Teacher Training/Nursing, Under Graduate & Post
Graduate Degree courses, M.Phil., Research studies (Ph.D.), and the courses
which are not covered under Merit-cum-Means Scholarship under this Scheme.

Merit Cum Means Based Scholarship
The Government of India introduced the Merit Cum Means Based

The children of plantation workers working in the hill
plantations in the border region of Kerala, who are native to Tamil Nadu, are exempted from issuing caste and income
certificates and the language of self-assurance given by their parents is accepted in order to enroll them in hostels in Theni district.

i. Two Tamil Newspapers and one English Newspaper are supplied to every

all the textbooks free of cost by the Department of School Education. iv. Special guides are supplied to hostel boarders studying in 10th and 12th
standard to get high marks in Public Examination.

v. Four Sets of uniforms are supplied to the hotel boarders studying from standard IV to X.
vi. Career guidance programmes are conducted to hostel boarders. vii. Annually three medical check-up are conducted to hostel boarders. viii. Two-tier cots are provided to the inmates of college hostels functioning in
Government building. ix. Computer, water purifier, colour television, wet grinder, mixer grinder,
idly steamer, sports materials and library books, fire extinguisher are provided to hostel, napkin incinerators are also provided to girls hostels.
x. Bedsheets, mats and jamakkalam are provided to hostel boarders.
xi. Boiled eggs are provided at the rate of one per student per day for five days in a week. Bananas are given to the boarders who do not eat eggs.
xii. Mutton and chicken are provided on the first and third Wednesday and second and fourth Wednesday respectively in every month.
xiii. Spoken English and personality development training programme is
conducted for the hostel boarders studying in 11 and 12th standard.
Food Menu
The food charges to the school hostel boarders has been provided at the
rate of Rs.1000/- and for college Hostel boarders @ Rs.1100/- per month for 10
Months.
All Backward Classes, Most Backward Classes and Minority Welfare School
and college hostels are being provided with regular meals as prescribed by the
Government.
Muslim Women Aid Society
Muslim Women Aid society was formed in all the District Headquarters
of Tamil Nadu under the Societies Registration Act in the name District Muslim
Women Aid Society and the same is functioning, in each District headed by the
District Collector, as Ex-Officio President, The Project Officer, Women
Development (DRDA), as Ex-Officio vice President, District Backward Classes
and Minorities Welfare Officer as Convener/Ex-Officio- Treasurer, one Honorary
Secretary, two Honoary Joint Secretaries and three other members from
prominent and Local Muslim Persons nominated by the District Collector and
thereafter elected by the members in the General Body Meeting.

Matching Grant to a maximum of Rs.20 Lakh per year at the ratio of 1:2
Viz., Twice the amount of donation collected by the Muslim Women Aid Societies
to each society with effect from 01.04.2012 sanctioned by the Government.
The Main Objectives of the Society
Financial assistance is being provided through the financial resources of
these associations to help destitute elderly Muslim widows and Muslim women living in extreme poverty.
Need Based trainings like Tailoring, Embroidery, Foot wear manufacturing,
Handicrafts are provided to uplift the livelihood from the resource of financial assistance.
To help very poor Muslim Women to avail grants /concessions which are available in other State / Central Government schemes and thereby improve their livelihood.
To form Self help Groups, impart them training and extend Micro Finance loan to needy women beneficiaries for starting petty trades through Tamil Nadu Minorities Economic Development Corporation (TAMCO) schemes.
Assisting to Muslim Woman Members in Business Industry are education to enable them to excel in that field.
In the Muslim Woman Aid Society that Muslim Woman and Woman who are generally suffering are deserving, they should seek help for educational and economic development.
Christian Women Aid Society
Like Muslim Women Aid Society, in order to provide assistance to the poor
destitute and aged Christian Women, District Christian Woman Aid Societies
have been formed in all the District Head Quarters headed by the District
Collector as Ex-officio Chairman.
The Government sanction matching grant twice the amount of donation
collected by the societies, at the ratio of 1:2 up to the maximum of Rs.20 lakh per
annum to each society.
Ulema and Other Employees Welfare Board
Ulema and Other Employees Welfare Board was formed in the year 2009 and
functioning for the Social, Economical and Educational advancement to Ulemas:
The employees working in Mosque, Durgahs, Khabarasthan, Thaikkahs, Asharkhana ,Madharasas, Bash Imamgal, Teachers in Arabic School,
Mothinars, Bilals, Mujavar etc. are eligible for members to availing financial assistance
If the Member demise after that i) his- wife or her husband, ii) children,
iii) Widow daughter and his/her children become as legal heirs and are covered.

Family means, if the member is male, his wife, married or unmarried children, dependent parents, daughter-in-law (widow) with her
son/daughter are covered. If the member is female, her husband & children are covered under the criteria of the family.

Note: Members cannot avail the assistance in this welfare Board if they have

Subsidy for purchase of two-wheelers for ulemas serving in the waqf institution.
Purpose of the project
Under this scheme, 2214 Waqf Board members registered with the Waqf
Board in Tamil Nadu will be given a subsidy to provide New two- wheelers to
enable them to carry out their duties efficiently and smoothly. The Waqf
institution of Ulemas Employees, the New two-wheelers will be given with a
subsidy of Rs.25,000/- or 50% of the price of the vehicle. The beneficiary who has
obtained the vehicle under this scheme, is not entitled to sell or transfer the
vehicle to another person for at least 5 years.
Eligibility to benefits under this Scheme
A) The applicant should have worked for at least 5 years on the day of application in the waqf registered with the Tamil Nadu Waqf Board.
B) Must be from Tamil Nadu. C) Must be between 18 and 40 years of age.
D) Must have LLR certificate of driving a motor cycle at the time of application.
E) Educational qualification is 8th standard (Pass/Fail).
F) If more than one person in the registered Waqf Board applies for grant of assistance, the Bash Imam, Arabic teachers, the grant will be given to
one person only on the basis of senority.
Financial Assistance for Jerusalem Pilgrimage
The Government is implementing a scheme of providing financial assistance
to undertake Pilgrimage for Jerusalem for all denomination of Christians. There is
a provision for 600 Christians to undertake pilgrimage every year including 50
Nuns/Sisters permitted to undertake the Trip.
The Tour Itenary covers Bethelhem, Jerusalem, Nazareth, Jordon River,
Sea of Calilee & other Biblical places. It has been ordered to increase the financial

Conditions for applying
1. The applicant / applicants family should be Christian resident of
Tamilnadu. 2. Should have possessed the passport which at least have one year validity at
the time of application. 3. Should not have any encumbrance at the time of application. 4. Should have produced medical certificate for physical fitness for performing
pilgrimage to foreign country. 5. Should agree to pay the amount required for pilgrimage trip besides the
government financial assistance of Rs.20,000/-. 6. Should not apply again by those who have already performed pilgrimage
under this scheme.
7. A family comprising of 4 members inclusive of the applicant can undertake pilgrimage, in which 2 children who have completed 2 years of age may also be covered. Further preference will be given to the applicant having
attained age of 70 years and desires to take acompanion for his support with fulfill the condition stated above.
Financial Assistance for Repairs and Renovation of Churches
The Government have introduced a scheme of providing financial
assistance for Repairs and Renovation of Churches in Tamil Nadu during the year
2016-17.
Church should be registered and functioning in own building with minimum period of 10 years.
Financial assistance will be sanctioned considering the damages and ages of the churches. The Government provides financial assistance to a maximum of Rs.3.00 lakh.
No financial support is obtained from the Foreign Countries to this effect The damages will be assessed by the committee constituted by the District
Collector and shall recommend to the HOD for seeking financial assistance after scrutinizing the Plan Estimates, Approved Plan and Age of the church building etc.
The funds will be released in two instalment in the ratio of (75:25) to the bank account of the church on the basis of the recommendation of the
District Collector. From the financial year 2020-2021 the fund for this Renovation of the
churches has been increased from Rs.1.00 crore to 5.00 crore.

Rehabilitation Assistance
Financial assistance are provided to the victims of minority people who
have been affected due to communal riots and discharged prisoners for petty
offence for their rehabilitation.
The victims should have been affected by means of economically or
physically and unable to do any work physically or who have not involved in any major offences under IPC or should be the discharged prisoner for petty offence as first instance. A certificate to this effect is obtained from
the respective Probationary Officer.
If the applicant is physically affected he / she should produce a Medical Certificate from the Medical Officer of District General Hospital.
If the applicant is economically affected he / she should produce a proof of certificate from the Tahsildar (Revenue Department) for loss of his property.
Petty Offences/punishment should be taken into account as defined
under various sections of the IPC.
Income Ceiling: The applicant’s annual income should not exceed Rs. 40,000/- for Rural areas and Rs. 60,000/- for Urban areas.
Under this scheme, financial assistance of up to Rs. 10,000/- per person is provided to start a small business.
Kabarstan and Burial Ground
The Government have issued orders for Rs.1.00 crore for setting up to
Kabarstan and Burial Ground for Muslim and Christian respectively in
2020-21.
Pradhan Mantri Jan Vikas Karyakram: (Pmjvk)
The Prime Minister's Jan Vikas Program is aimed at uplifting the socio-
economic status of minorities in areas where minorities live in large numbers,
providing basic amenities to improve their quality of life and reducing inequality.
Under this project, projects will be implemented to create infrastructure facilities
in the fields of education, health and skills development. The project is being
implemented in areas identified by the Federal Ministry of Minority Welfare as
areas where minorities are over-represented according to the 2011 census.

TAMIL NADU STATE MINORITIES COMMISSION
The Tamil Nadu State Minorities Commission has been constituted and
functioning for safeguarding the right and interests of religious and linguistic
minorities of the State. The State Minorities Commission has been conferred with
statutory powers as per Tamil Nadu State Minorities Commission Act, 2010 (Act
21 of 2010) with effect from 01.08.2010.
The Commission is undertaking the functions like examination and
monitoring the working of various safeguards provided in the Constitutions of
India and the laws enacted by the State Government for the protection of
Minorities, making appropriate suggestions to the State Government regarding
proposed legislations and welfare schemes to be undertaken in respect of
Minorities and also making recommendations for ensuring, maintaining and
promoting communal harmony in the State.
Thiru S.Peter Alphonse has been nominated as the chairman of the
commission on 28.6.2021 and Dr.Masthan as vice chairman and 8 other
members have also been nominated to the commission.
The Following are the functions of the Commission
i. Implementation of the various safeguards provided in the
constitution of India and in the laws enacted by the State Legislature for the protection of Minorities.
ii. To make recommendation for the effective implementation of all the
safeguards provided for minorities in a proper manner.
iii. To undertake a review of the implementation of the policies taken by the Government and Welfare Schemes for the welfare of Minorities.
iv. To conduct studies, research and analysis on the question of removal
of discrimination against Minorities.
v. To suggest appropriate legal measures to be taken to protect the interest of minorities and Welfare measures to be implemented for their development to the State Government.
vi. To make recommendations on the methods for ensuring, maintaining and promoting communal harmony in the State

TAMIL NADU MINORITIES ECONOMIC DEVELOPMENT CORPORATION
The Tamil Nadu Minorities Economic Development Corporation (TAMCO)
was incorporated on 31.8.1999 as a Company under Companies Act, 1956 for the
benefit of Minorities viz. Muslims, Christians, Sikhs, Buddhists, Parsis and Jains
in Tamil Nadu. The Objective of TAMCO is to provide loans at low rate of interest
to Minorities for Self Employment and income generation activities.
Tamil Nadu Minorities Economic Development Corporation is acting as

Corporation (NMDFC), New Delhi. TAMCO is lending Term Loan, Virasat loan,

Skil Development Training (“Kaushal Se Kushalta”)
In order to encourage Minorities youth to get self and wage employment
Skill Development training is imparted. Beneficiary should belong to a minority
community between 18 to 55 years of age and whose parental annual income is
upto Rs.6 lakh.
Training Institutions should be empanelled by NSDC/related sector skill
council/State Skill Mission/Directorate of Technical Education. Training
institution is selected by National Minorities Development and Finance
Corporation and training given for a duration of 200 to 250 hours.

TAMIL NADU WAQB BOARD
The Waqf Act, 1954 implemented in the State of Tamil Nadu on
15.01.1955, and the Board was constituted on 18.01.1958. The Waqf Act, 1995
(Central Act 43 of 1995) has come into force on 01.01.1996. The Government
constitutes the Board once in 5 years. The Tamil Nadu Waqf Board having its
head office at Chennai is functioning with 11 zonal offices. The Board was
reconstituted with 12 members with effect from 19.09.2020. New members have
been appointed to the Board and Thiru M. Abdul Rahman has been elected as
Chairperson of the Board.
Establishment
The Chief Executive Officer is the Administrative head. For the efficient
administration throughout the State of Tamil Nadu, the office is having 11 zonal
offices at Chennai, Poonamallee, Vellore, Panrutti, Salem, Coimbatore,
Thanjavur, Trichy, Madurai, Ramanathapuram and Tirunelveli. Each zone is
headed by one Superintendent. There are also waqf Inspectors functioning in all
the 38 Districts.
Functions of the Board
The various functions of Waqf Board are listed below:
(i) To maintain a record containing information relating to the origin, income
object and beneficiaries of every Waqf.
(ii) To ensure that the income and other property of auqafs are applied to the
objects and for the purposes for which such auqafs were created or intended.
(iii) To give directions for the administration of the auqafs.
(iv) To settle schemes of management for auqafs.
(iv) To scrutinise and approve the Budgets submitted by Mutawallis and to arrange
for the auditing of account of the auqafs.
(v) To appoint and remove Mutawallis in accordance with the provisions of the
Waqf Act.To take measures for the recovery of the lost properties of auqafs.
(vi) To take measures for the recovery of the lost properties of auquafs.
(vii) To institute and defend suits and proceedings in a court of law relating
to auqafs and their properties.
(viii) To sanction lease of waqf properties according to the provisions of the
Waqf Act, 1995 as amended by Act 27/2013 and the rules.

(ix) To administer the Waqf fund.
(x) To call for such returns, statistics, accounts and other information from the
Mutawallis with respect to the Waqf properties as the Board may require
from time to time.
(xi) To inspect or cause inspection of Waqf properties, accounts, records or
deeds and documents relating thereto;
(xii) To investigate and determine the nature and extent of Waqf and Waqf
properties and to cause, whenever necessary, survey of Waqf properties.
(xiii) To do generally all such acts as may be necessary for the control,
maintenance and administration of auqafs.
Apart from this, the Board is implementing certain schemes with a grant
received from Government. Such as, carrying out repair and renovation work in
waqf institutions like Mosques and Dargahs and sanctioning pensions to ulemas.
As per the muslim women (protection of rights on Divorce) Act, 1986,
maintenance amount is paid to the divorced Muslim women by the board as per
the orders of the court. M.S.S waqf board college, Madurai is functioning under
the Superintendence of the Tamil Nadu Waqf Board.
There are 7452 Waqf Institutions under the supervisory control of
Tamil Nadu Waqf Board. Of which, 2814 are registered waqfs and 4638 are
unregistered waqfs.
Sanction of Administrative Grant by the Government
Since the contribution received from auqaf by the Tamil Nadu Waqf Board is
not sufficient for the day to day administration of the Waqf Board, the Tamil
Nadu Government was sanctioning Administrative Grant every year. The
Administrative Grant has been enhanced from Rs.2 Crores to Rs.2.5 Crores from
the year 2019-2020.
Survey of Waqf Properties
Under section 4 of the Waqf Act, 1995, the Government appointed the
Commissioner of Survey as Survey Commissioner of Waqfs for the purpose of
survey of the Waqfs existing in the State, District Revenue Officers were
appointed as Additional Survey Commissioner of Waqfs and Tahsildars in the
State have been designated as Assistant Commissioner of Waqfs.

District-wise particulars of Waqf properties have been extracted from the
original registers of the Tamil Nadu Waqf Board which were already prepared as
per the provisions of Waqf Act, 1954 have been handed over. As per the details
submitted, the Survey Commissioner of Waqfs have completed the survey of Waqf
properties relating to 27 districts and the survey of Waqf properties in the
remaining districts are under progress.
Tamil Nadu Waqf Tribunal
As per section 83 of the Waqf Act 1995, the State Government constituted a
Waqf Tribunal with a Chairman and two members at Chennai and Tamil Nadu
Waqf Tribunal (Conditions of Service and Procedure) Rules, 2016 have been
framed. The Government have accommodated the Tamil Nadu Waqf Tribunal in
the Annexe Building (measuring 5000 sqft) of the Tamil Nadu Slum Clearance
Board situated at No.5, Kamarajar Salai, Chennai -5. Accordingly the Tamil Nadu
Waqf Tribunal has commenced its judicial functions at Chennai on 06.08.2018.
Implementation of “The Muslim Women (Protection Of Rights On Divorce) Act, 1986
As per section 77 of the Waqf Act 1995 as amended, the Waqf board shall
pay Maintenance to Muslim Women as ordered by a court of competent
jurisdiction under the provisions of Muslim Women (Protection of Rights on
Divorce) Act, 1986 from the waqf fund.
Honorarium to Kazis
The Government has sanctioning a sum of Rs.20,000/- per month as
honorarium to the District Kazis in Tamil Nadu.
Retrieval of Waqf Properties from Encroachments
When the properties of waqfs, which are under the purview of Tamil Nadu
Waqf Board are encroached by individuals, action is taken for retrieval of such
waqf properties under section 54 of the Waqf Act, 1995 and Public Premises
(Eviction of Unauthorised Occupants) Act, 1975.
Further, Sub Registrar concerned are addressed under Section 22(A) of the
Registration Act, 1908 not to register waqf properties in favour of third parties
without obtaining No Objection Certificate from Tamil Nadu Waqf Board.

institutions and purchase of stationery Items under the scheme, central waqf
council has sanctioned a sum of Rs.1.02 lakh for the year 2019-2020 and Rs.86
lakh for the year 2020-2021. Appointment of staff, 100% of digitization of
documents relating to waqf properties and GIS mapping of 13000 waqf properties
have been completed under this scheme. The relevant information have been
uploaded in central waqf council web site: www.wamsi.nic.in.
National Waqf Development Corporation (NAWADCO).
The Ministry of Minority Affairs along with Central Waqf Council have set
up National Waqf Development Corporation for development of waqf properties.
Funds for development of waqf properties for commercial purposes will be
sanctioned by NAWADCO and the project will be implemented by NAWADCO and
the income will be shared with the waqf management as per the Memorandum of
Understanding entered by both the parties.

The Tamil Nadu State Haj Committee was constituted in 1958. After the
enactment of the Haj Committee Act, 2002, (Central Act No.35 of 2002), the State
Government is constituting the Tamil Nadu State Haj Committee to look after the

successful performance of Haj pilgrimage with the guidance of Haj Committee of
India and Ministry of Minority Affairs, New Delhi.
The Government in the year 2020 reconstituted the Tamil Nadu State Haj
Committee with 12 members including Secretary and Executive Officer as Ex-
officio Member for a period of three years.
Procedure for Application
Every year, before the commencement of Haj period, the Haj Committee of
India, Mumbai in consultation with Ministry of Minority Affairs, New Delhi,
finalize the various proposals relating to Hajj pilgrimage. Based on the
instructions of Haj Committee of India, Mumbai, a press release is issued every
year by the Tamil Nadu State Hajj Committee calling for applications for Haj
pilgrimage. The last date for submission of the filled in applications is also
notified by the Haj Committee of India. The Government of India allots pilgrims
quota for each State based on the Muslim population of each State. If the
number of applications received is more than the State quota, the Haj pilgrims
are selected through the drawl of lot in a transparent manner. Haj Application
Form can be submitted online at www.hajcommittee.gov.in or through android
mobile app “Haj Committee of India” (HCoI). Haj Application Form can also be
filled and submitted manually. For further details, intending haj applicants may

Functions of the Committee
(i) Calling for applications from the Haj pilgrims in Tamil Nadu intending to
perform Haj, as per the guidelines of Haj Committee of India. (ii) Selection of pilgrims with reference to the quota allotted to the State by
conducting qurrah (draw of lots), if necessary.

(iii) Issuing guidelines to the Haj pilgrims from time to time and furnishing clarifications on specific requests from them;
(iv) Deputing a member in the Building Selection Team to Saudi Arabia for selection of buildings for providing accommodation to the pilgrims at Makkah;
(v) Deputation of Khuddam-ul-Hujjaj (Haj Volunteers) to Saudi Arabia to look after the welfare of the Haj pilgrims from Tamil Nadu;
(vi) Publication and free supply of “Haj and Umrah” handbooks to Haj pilgrims, every year;
(vii) Making necessary arrangements for successful operation of chartered
flights direct from Chennai to Jeddah and Madinah to Chennai. (viii) Coordinating with the Haj Committee of India, Mumbai and the Ministry of
Minority Affairs, Government of India regarding the arrangements and representations from the Haj pilgrims and helping in redressal of their grievances;
(ix) Conducting Orientation Training programmes/Inoculation camps for the pilgrims in various Districts;
(x) Providing of transit accommodation at Chennai and transport of pilgrims
from accommodation centre to Airport with the help of voluntary organisations;
(xi) Coordinate with Airports Authority of India and Airlines. (xii) Arrangements for Customs and Immigration clearances.
Arrangements for Haj Pilgrimage
The Government of India distributes quota allotted for the country among
various States based on Muslim population as per 2011 census. The Tamil Nadu
State Haj Committee invites applications from the intending pilgrims. The
pilgrims are selected by holding district wise qurrah (draw of lots) as per the
quota allotted for Tamil Nadu.
Due to Covid pandemic, Government of India designated Cochin as the
embarkation point instead of Chennai.
The State Haj Committee carries out its functions as per the guidelines of
the Haj Committee of India. The finalisation of flight schedule, allotment of
accommodation etc., are being done by Haj Committee of India/Ministry of
Minority Affairs, Government of India.
Grants/Assistance from State Government
Administrative Grant
Tamil Nadu Government sanctions a sum of Rs.50 lakh to the Tamil Nadu
State Haj Committee as annual administrative grant. Tamil Nadu State Haj

Committee meets the administrative expenses like payment of salaries to staff,
settlement of charges like property tax, electricity charges, metro water and
sewerage charges, etc., from out of the annual grant sanctioned by the
Government of Tamil Nadu.
For the year 2021-2022, a sum of Rs.50 lakh has been allotted as
administrative grant.
State Government Haj Subsidy
The scheme of providing subsidy to the pilgrims of Tamil Nadu who are
performing Haj pilgrimage through Tamil Nadu State Haj Committee for the first
time is implemented by the Government. Annual subsidy for the scheme has
been increased from Rs.6 crore to Rs.10 crore. For the year 2019-2020, Haj
Subsidy is disbursed to 4397 Haj pilgrims. Due to Global outbreak of Covid 19,
Saudi Arabia has cancelled Haj pilgrimage for Haj 2020 and Haj 2021.
Sanction of Grant for Deputation of Hajj Volunteers and Member in Building
Selection Team
The Government sanctions grants to the Tamil Nadu State Haj Committee
to meet expenses on deputation of Haj volunteers to Saudi Arabia to assist the
pilgrims and also for deputation of member in Building Selection Team to Saudi
Arabia for selection of buildings. A sum of Rs.10.29 lakh has been provided for
the year 2021-2022 for this purpose.
Other Grants
The Government reimburses expenditure towards T.A./D.A. bills of
members of Tamil Nadu State Haj Committee for their visits to attend the
meetings of the Committee. The Government also reimburses expenditure
T.A./D.A. bills of Haj Committee officials who are participating in All India Haj
Conference and Haj related meetings conducted by Haj Committee of India,
Ministry of Minority Affairs and Ministry of Civil Aviation. Further, the
Government sanctions grants as non-recurring expenditure towards purchase of
computer or other equipments for the smooth functioning of the Tamil Nadu
State Haj Committee.
