    Chapter 1 Purpose of City HRIDAY Plan 1.1 Introduction

    The National Heritage City Development and Augmentation Yojana (HRIDAY) Scheme was

    launched on January 21, 2015 with the aim of bringing together urban planning, economic

    growth and heritage conservation in an inclusive manner with the objective of restoring,

    reviving and strengthening the soul and heritage of the city.

    The Scheme supports development of core heritage infrastructure projects which shall include

    revitalization of urban infrastructure for areas around heritage assets identified / approved

    by the Ministry of Culture, Government of India and State Governments. These initiatives shall

    include development of water supply, sanitation, drainage, waste management, approach

    roads, footpaths, street lights, tourist conveniences, electricity wiring, landscaping and such

    citizen services.

    The HRIDAY Scheme focuses on development of civic infrastructure development projects

    around heritage sites, leading to revitalization of the City as a heritage and cultural

    destination. The Scheme differs from past Schemes as it aims at keeping heritage at the centre

    of urban development.

    With duration of 27 months and a total outlay of Rs. 500 Crores, the Scheme is set to be

    implemented in the following 12 identified Cities viz. Ajmer, Amaravati, Amritsar, Badami,

    Dwaraka, Gaya, Kanchipuram, Mathura, Puri, Varanasi, Velankanni and Warangal. The main

    purpose of the City HRIDAY Plan is to create a sustainable Civic Infrastructure Development

    Plan for areas around tangible heritage assets (identified / approved by the Ministry of

    Culture, Government of India and State Governments) by identifying gaps through

    infrastructure need assessment for physical infrastructure (water supply, sanitation, drainage,

    waste management, approach roads, footpaths, street lights, tourist conveniences, electricity

    wiring, landscaping etc.) as per locally applicable standards/norms/bye-laws

    1.2 Scheme Statement Preserve and revitalise soul of the heritage city to reflect the citys unique character by

    encouraging aesthetically appealing, accessible, informative & secured environment. To undertake

    strategic and planned development of heritage cities aiming at improvement in overall quality of

    life with specific focus on sanitation, security, tourism, heritage revitalization and livelihoods

    retaining the citys cultural identity.

    1.3 Scheme Objectives

    The main objective of HRIDAY is to preserve character of the soul of heritage city and

    facilitate inclusive heritage linked urban development by exploring various avenues including

    involving private sector. Specific objectives are:

    Planning, development and implementation of heritage sensitive infrastructure. Service delivery and infrastructure provisioning in historic city core areas. Preserve and revitalize heritage wherein tourists can connect directly with citys unique

    character.

    Develop & document a heritage asset inventory of cities Natural, Cultural, Living and Built Heritage as a basis for urban planning, growth & service provision & delivery.

    Implementation and enhancement of basic services delivery with focus on sanitation services like public conveniences, toilets, water taps, street lights with use of latest

    technologies in improving tourist facilities/amenities.

    Local capacity enhancement for inclusive heritage-based industry. Create effective linkages between tourism and cultural facilities and also the

    conservation of natural and built heritage.

    Urban heritage adaptive rehabilitation and maintenance, including appropriate technologies for historic buildings retrofitting.

    Establish and manage effective public private partnership for adaptive urban rehabilitation.

    Development and promotion of core tangible economic activities to enhance avenues of livelihoods amongst stakeholders. This would also include necessary skill

    development amongst them including making public spaces accessible and developing

    cultural spaces.

    Making cities informative with use of modern ICT tools and making cities secure with modern surveillance and security apparatus like CCTV etc.

    Increase accessibility i.e. physical access (roads as well as universal design) and intellectual access (i.e. digital heritage and GIS mapping of historical locations/ tourist

    maps and routes).

    1.4 HRIDAY in Velankanni Context Rationale of Selection

    Velankanni is a Small Town Settlement qualified under Special Category Town Panchayat on

    the Coast of Bay of Bengal and is a unique amalgamation of Religion, Faith, Heritage and

    Natural Beauty. Deep Historical Context and Rich Heritage Fabric blended with a peculiar

    Serene Ambiance and Unique Architecture makes Velankanni a priority Heritage Area/Town

    selected under HRIDAY Scheme.

    HRIDAY - Velankanni perspective

    Heritage Town of Velankanni with its spectacular display of Roman Gothic Architectural

    Tradition is not only a big Regional and National Attraction- though in a confined set of

    community and region at present, but it has also established and reinforced itself on a World

    Tourism & Heritage Map. Holy Town of Velankanni witnesses a huge footfall of Visitors mostly

    driven by Faith & Religion but also attracting a large number of Tourists due to Tangible and

    Intangible Assets it has to offer in terms of Scenic and Serene Ambiance, Unique Picturesque

    Location and Majestic Heritage Architecture.

    Its a unique phenomenon for any town which witnesses more Visitors than its Resident

    Population on a day to day basis not to speak of Special Occasions during the year when

    Tourist Population inflates multi-fold and this is the peculiar case of Velankanni. This huge

    recurring concentration of Visitors and influx of Tourists in a limited confined Heritage Area of

    Velankanni which itself is a small Town though offers unique livelihood opportunities to native

    population but at the same time posing several challenges at present specially in terms of

    Infrastructure Constraints and Heritage Conservation Issues and might aggravate in future if

    not addressed promptly and holistically in immediate future.

    Witnessing a continuous high footfall of Tourists is a positive indication for any town and points

    towards growth and prosperity of town but at the same time impact of such influx has to be

    managed in such a way that this whole process becomes, non-invasive, non-competing towards

    resources and non-threatening and seamlessly imbued altogether. Heritage Town of

    Velankanni though offers a tremendous Tourism Potential; special care needs to be taken to

    plan for a sustainable growth keeping its unique Heritage Assets in mind.

    Under the HRIDAY scheme the development challenge is multi-fold in case of Velankanni, it has

    to be driven and guided by the Vision to Sustain the Tourism Growth for years to come in such

    a manner that its Heritage Assets remain conserved, protected and attractive in future. For this

    purpose the state and pace of infrastructure development in Velankanni has to match the

    projected growth and special requirements of Tourists/ Visitors.

    Under the HRIDAY scheme Urban Planning, Economic Growth and Heritage Conservation will

    be addressed in an Inclusive manner with a focus to Restore, Revive and Strengthen the Soul

    and Heritage of the Velankanni with the focus on Core Heritage Infrastructure Projects

    including Revitalization of Urban Infrastructure especially for areas around identified Heritage

    Assets

    Unique Character of Velankanni will be Restored, Reinforced and Articulated by encouraging

    Aesthetically Appealing, Accessible, Informative and Secured Environment with the effective

    Urban Planning and Urban Design Measures further creating effective linkages between

    Tourism and Cultural Facilities.

    This City HRIDAY Plan (CHP) Report prepared under HRIDAY Scheme tries to study, analyse

    and capture the peculiar nuances the Holy Heritage Town of Velankanni, sympathetically

    apprising, assessing and quantifying its future development requirements and proposing

    holistic and inclusive intervention in form of an exhaustive project wish lists derived from

    rigorous analysis and continuous interaction with all the possible stakeholders, concerned

    personals, agencies, departments, individuals, groups and representatives at local, regional

    and policy level. The development project list has been curated and continuously refined

    through persistent stakeholder feedbacks while dovetailing of infrastructure gap and

    requirements, with special Heritage and Tourism requirement of Velankanni as a guiding

    principal.

    Coromandel Coast, in Tamil Nadu. It is home to a significant Roman Catholic shrine dedicated

    to God in the name of Our Lady of Good Health, Basilica of Our Lady of Good Health. The

    Town is known for its grand churches as old as 16th century and is

    pilgrimages in India. Velankanni has been declared a Holy city by the Pope of Vatican

    considering its importance.

    2.2 History Tradition recounts that Mother Mary appear

    her second appearance. This chapel became a holy place of veneration to Our Blesses mother

    and she was called henceforth, Mother of Good Health ("Arokkaiya Matha ").

    A few years later, it is believed that Mother rescued a few Portuguese merchant sailors from

    a violent storm, which wrecked their ship. When the merchants reached the shore of

    Velankanni they were taken by local fisherman to the thatched chapel. To give thanks and

    pay tribute to Our Lady, they built a small permanent chapel on their return trip. On

    subsequent visits they improved on it. The merchants dedicated the chapel to Our Lady on

    September 8th to celebrate the feast of her nativity and to mark the date of their safe

    landing to Velankanni.

    Historical Data of Velankanni Shrine:

    countless miracles, the magnificent architecture and beauty of the Shrine, were the

    motives for this Shrine to become a Basilica.

    2.5 Physiography and Climate The Climate throughout the year is moderate. The variation between maximum and minimum

    temperature is not much. The town gets rain mostly during North East Monsoon. This town has

    fairly healthy climate. The Maximum temperature normally occurs in the month of May while

    minimum temperature in winter occurs in December. The Maximum Rainfall occurs during the

    month of October to December.

    2.6 Physical & Geographical Information The Main Feature of the town is the Shrine Basilica of Lady of Health. It is fondly known as the

    Lourdes of the East because like Lourdes in France, millions of pilgrims visit the shrine

    throughout the year. Another attraction to the town is beach which also attracts tourist to visit

    2.7 Geomorphology and Soil Types The present geomorphic set up in the district is the result of action of the major rivers with their

    distinct tributaries, oscillations in the sea level, tidal effects of Bay of Bengal and forces of

    wind. The landforms are delineated under erosional and depositional regime. The depositional

    regime comprises of a coastal plain under marine influence, a flood plain of fluvial regime

    with an intermixing section of both fluvial and marine influence. The entire area is a pene

    plained terrain with a gentle slope towards east and southeast. The maximum elevation is

    about 21 m above mean sea level in the west.

    2.13 Costal Regulation Zone For regulation of developmental activities, the coastal stretches within 500m of HTL on the

    landward side are classified into four categories, viz..

    Areas that are ecologically sensitive and important, such as national parks/marine parks, sanctuaries, reserve forests, wild habitats, mangroves, corals/coral reefs, area

    outstanding natural beauty, historical and heritage areas, areas rich in genetic

    biodiversity, areas likely to be inundated due to rise in sea level consequent upon

    global warming and such areas as may be declared by the authorities.

    Areas between the Low Tide Line and High Tide Line

    CRZ-II

    The areas that have already been developed upto or close to the shore-line. For this purpose, "developed area" is referred to as that area within the municipal limits or in

    other legally designated urban areas which is already substantially built up and which

    has been provided with drainage and approach roads and other infrastructural

    facilities, such as water supply and sewerage mains.

    Buildings shall be permitted neither on the seaward side of the existing road (or roads proposed in the approved Coastal Zone Management Plan of the area) nor on

    seaward side of existing authorized structures. Buildings permitted on the landward

    side of the existing and proposed road/existing authorized structures shall be subject

    to the existing local Town and Country Planning Regulations including the existing

    norms of FSI/FAR.

    Reconstruction of the authorised buildings to be permitted subject to the existing FSI/FAR norms and without change in the existing use.

    The design and construction of buildings shall be consistent with the surrounding landscape and local architectural style.

    CRZ-III

    The area upto 200 metres from the HTL is to be earmarked as 'No Development Zone'. No construction shall be permitted within this zone except for repairs of existing

    authorised structures not exceeding existing FSI, existing plinth area and existing

    density. However, the following uses may be permissible in this zone-agriculture,

    horticulture, garden pastures, parks, play fields, forestry and salt manufacture from

    sea water.

    Development of vacant plots between 200 and 500 metres of High Tide Line in designated areas of CRZ-III with prior approval of Ministry of Environment and Forests

    (MEF) permitted for construction of hotels/beach resorts for temporary occupation of

    tourists/visitors subject to the conditions as stipulated in the guidelines at Annexure-II.

    Construction/reconstruction of dwelling units between 200 and 500 metres of the HTL permitted so long it is within the ambit of traditional rights and customary uses such as

    existing fishing villages. Building permission for such construction/reconstruction will be

    subject to the conditions that the total number of dwelling unit shall not be more than

    twice the number of existing units, total covered area on all floors shall not exceed 33

    percent of the plot size; the overall height of construction shall not exceed 9 metres

    and construction shall not be more than 2 floors (ground floor plus one floor).

    (Reconstruction/alterations of an existing authorised building permitted subject to (i) to (iii) above.

    The following activities have been declared prohibited under the CRZ notifications:

    i. Setting up of new industries and expansion of existing industries with some exception,

    ii. Manufacture or handling oil storage or disposal of hazardous substance, with some exception,

    iii. Setting up and expansion of fish processing units including warehousing except hatchery and natural fish drying in permitted areas

    iv. Land reclamation, bunding or disturbing the natural course of seawater with some exception,

    v. Setting up and expansion of units or mechanism for disposal of wastes and effluents with some exception,

    vi. Discharge of untreated waste and effluents from industries, cities or towns and other human settlements. The concerned authorities shall implement schemes for

    phasing out existing discharge of this nature, if any, within a time period not

    exceeding two years from the date of issue of this notification.

    vii. Dumping of city or town wastes including construction debris, industrial solid waste, fly schemes for phasing out any existing practice, if any, shall be phased out within

    a period of one year from date of commencement of this notification.

    viii. Port and harbour projects in high eroding stretches of the coast, except those projects classified as strategic and defence related in terms of EIA notification,

    2006 identified by MoEF based on scientific studies and in consultation with the

    State Government or the Union territory Administration.

    2.15.4 Solid Waste Management

    The Town Panchayat Administrative area is divided into 15 wards. There are 3503

    assessments with more than 150 lodges. The garbage from the town is collected through One

    Tractor, One Mini Lorry, One Dumper Placer Lorry and Two Auto. The strength of sanitary

    workers is about 15 Nos. and around 45 workers are engaged from Self Help Groups. These

    SHGs members collect the garbages door to door and segregation of organic and inorganic

    waste carried out in 13 Wards. Almost 70-80 % of collected waste are segregated and

    treated in two methods; Vermi-compost and biological compost. The remaining waste is

    dumped into the dumping site.
