    The system is user friendly, It is not difficult for DDP staffs to use functions in web. The web gis application is very helpful for the decision-maker to know the overview of plan, good insect or pest in the field. The report is flexibility based on the administrative area. It would be great for local council leaders who have quickly visual real-time information to make decisions.

  • Conclusion It is difficult to apply the project to many districts at the same time because it is complex problem. Our purpose will design one by one; and improve slowly after testing carefully. The 2nd phase is designed to add more types of pest (Scirpophaga incertulas) and disease (Rice blast disease and leaf whitening) for PPD in Quang Ninh province. The remote sensing images will be used in a larger area.

  • Conclusion If other districts would like to use this system, it could save more time and money to build it up, only transferring fund would be spent.

    Good afternoon everybody. I am very honor to join the WITFOR workshop today. My name s Huong, from CWRS-WRI. I will present one of Geographic Information System applications for rice pests managing and forecasting system. This is a project that we did with PPD, which we just tried 2 types of pets and 2 types of diseases. After it s successfully finished, we have additional fund from M Science and Technology for 2nd phase which we will apply for larger area and add more type of pests and diseases. Allover, we aimed to bridge the gaps of PPD requirements in different districts and feasibility to transfer in to module in software

    in order to improve the practical matter of the project; and can be able to bridge the gaps of VDP requirements and feasibility to transfer in to module in software/*My presentation is divided into 4 main parts: To start, I will briefly introduce the finished gis projects for last several years. One of the new product/software will be emphasized and show more in details in the next parts. Its name/title has been viewed as the tile of this ppt. The project has been implemented in 4 different districts. Haiphong is one which is used for whole district. A feed back from HaiPhong PPD about the software is also added at the end for judging and further improvement as well **The first project, we would like to mention, is The management system of Hydraulic works.

    It s a client-server spatial application which in the user side, they can update, edit both spatial and attribute data using the client software. Thematic map also can built automatically if it s needed, based on different types of hydraulic works. In addition, the system is designed to connect to remote database from any available server.

    Moreover, the software is not only focus on hydraulic works management but also add other relevant information system such as: waterlogged and drought, land use, irrigation and harvest (cultivation and crop status)*The 2nd interesting project is related to the management system of bird flue H5N1. Again, it s client-server app to manage bird flu information. Its outputs are the thematic map which forecast the spreading trend of BF.

    It s knowledge-based system using the Spatially Logical relation: especially: 3 levels: innitial level: check the availablity of the direct conditions: animals, market (seson)

    neighborhood and chain spreading; direct movement of animals;

    Market exchange: Restaurant, hotel, market: gene, (Cycle ); cultivation area,

    5th polynomial expansion)*The 3rd one is, the one we would like to focus on, an gis web-based application which is a rice pest forecasting service. I will go to details in next slides for further understanding. It s cooperated with PPD, HN. The 2nd proposal is belong to KC08, funded by Vnese Gov and will last for 4 years, *In order to know deeply about the software, I would like to go more details about the software: Functions, procedures and techniques of the software*There are 3 main functions:

    Realtime: it s updated online by local council pp. It s designed several form for the report and make the data visually by the thematic map.

    All related information ab pest will be module in the software Diseases, fertilise, pesticide,.. These data is divided into spatial and investigative data. It s necessary info to support the decision marking to make plan/proposal of where and when to use the pesticide/insecticide?. *Data mining is listed as the 2nd function. Regards to the atribute data: Report of pest-related information such as status of seeding area, pest or chemicals spraying area. And about the spatial data: These data is used to make thematic maps, especially the rice development period map/

    18 periods of Rice development: seeding, 3 leaves, 5 leaves , branding, *The 3rd function, main output of the software. 2 method of forecast are using: short time and long time forecast. The forecasting funtion is devided to 2 modules: *I just quickly show the procedure of building the pest information system, before and after using the software. Datastream transfering data

    All sub-department send the inventory data in separately different districts to the PPD after they update the data from local council. In addition, the PPD send back the decision making paper. It actually takes for a while, it usually take long time to know the how to act in the comparison to the development of the pest.

    The disadvantage of this procedure is: distributed, separated, independent system: At a certain time, the data are not synchronized, and low interactive . Meaning: the higher level have no information of indirect level. *Using the Decentralized, and hierarchies web-gis software which helps all users updated data : real-time and online.

    It s opening system, meaning data/category is added by local council: the number of parameters is decided by users; The type of report also designed by Staff in PPD.

    The local council using the web-based application to upload/edit the data into the system. After that
