What is the Census?Required by the U.S. Constitution once every 10 yearsA count of everyone residing in the U.S. including people of all ages, races, ethnic groups, both citizens and non-citizens. 2010 Census Questionnaire asks seven simple questions and takes minutes to complete and returnInformation shared is confidentialNEXT WEEK, California households will receive questionnaires through the mailThe Census Bureau also goes out and knocks on residents doors to ensure all people are counted.4

2010 Census will use the Short Form Questionnaire only:

Be Counted sites are sites that have been determined as drop box for census forms.

If the census form is not received by mid-April, the address is put on the list for follow up. An enumerator will make 6 attempts to contact an address.

Coverage follow-up (CFU) Effort to collect key missing information (e.g. households with more than 6 residents), to clarify information (e.g.) people indicating they might have included or omitted certain household residents by mistake; people who indicate a second home), and to ensure that HTC household s are accurately counted. (This is conducted by phone and some personal visits).

Redistricting Deadline for delivering detailed data to states for redistricting.

Best Practices

Increase the number of Californians counted in Census 2010.Establish the infrastructure for a multi-lingual, culturally appropriate statewide outreach program.Hold regional stakeholder convenings/trainings throughout the state to create coordinated outreach strategies to avoid duplication

Leverage existing State Agency and Department outreach toolsWork with the U.S. Census Bureau to ensure Californians are accurately countedIdentify and engage key partners including: volunteer networks, non-profit partners, community-based and faith-based organizations, foundations, labor unions, the media, corporations and trade associations10PowerMoney

Whats at stake?The Census is about Power and Money. Power is about the number of congressional seats that we have in congress. It is about how federal, state and local districts will be redrawn and reapportioned after the 2010 Census count is final. It will decide in some cases who gets elected and who gets represented.

Money is about how much of our taxpaying dollars we get back. It is about how $435 Billion is distributed to the states every year. It is about providing medical care, building roads and where businesses are built. Numbers are what the government uses to make decisions. And if we dont have the numbers we dont get the money.

112000 Census found 33.9 million people in CaliforniaSize, density and diversity Census 2010 challenges38,000,000 PopulationWhile CA has 12% of the Nations population, it has nearly 22% of the Nations population living in HTC census tracts.10 out of the 50 Hardest to Count (HTC) counties in the nationLos Angeles Unified School District has identified 92 specific languages spoken among students. 224 languages in Los Angeles County.
