Climate Smart Brownfield’s three prong approach to climate mitigation, adaptation and resiliency is being implemented along the redevelopment continuum. Speakers will take us through an exercise evaluating alternative remediation strategies and share practical applications and policy changes necessary for leaders on these issues. NYC OER will share results of its Sustainability and Climate Change Resilience Survey, which collected data from 20 commercial, residential and industrial sites in order to assess opportunities for green remediation techniques, flood mitigation, and energy efficiency. The keys to climate adaptation will be discussed through a look at Kingston, NY’s waterfront adaptation plan and the innovative approach taking place in their community.

This panel was supported by the New York State Pollution Prevention Institute Community Grants program.

From the Downtown Revitalization Initiative to Brownfield Opportunity Areas, New York’s newly enacted 2017-18 fiscal plan offers significant resources for urban and rural neighborhoods across the state. The Honorable Rossana Rosado kicks off our discussion of available programs designed to help rebuild downtowns, empower residents and plan across sectors for a just and equitable future. Environmental justice leader Eddie Bautista, New York State Assemblyman and former Cohoes Mayor John McDonald, and Albany-based strategist Jeff Jones discuss current and new opportunities.

At the same time, NYC launched a website to help community-based organizations navigate the development process. OER Director Dan Walsh will discuss the features of these platforms and the opportunities for other communities in New York State to utilize them.

Since its inception in 1995, EPA's Brownfields Program has grown into a proven, results-oriented program that has changed the way contaminated property is perceived, addressed, and managed. EPA's Brownfields Program is designed to empower states, communities, and other stakeholders in economic redevelopment to work together in a timely manner to prevent, assess, safely clean up, and sustainably reuse brownfields.

A brownfield is a property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. EPA's Brownfield Program continues to look to the future by expanding the types of properties it addresses, forming new partnerships, and undertaking new initiatives to help revitalize communities.

Assessment GrantsFunding to inventory, characterize, assess, and conduct planning and community involvement related to brownfields. An eligible entity may apply for up to $200,000 to assess a site contaminated by hazardous substances, pollutants, or petroleum, and for up to $300,000 for hazardous and petroleum, where the amount of hazardous substances or petroleum does not exceed $200,000 for any individual type of funding. Three or more eligible entities may apply together as a coalition for up to $600,000 to assess a minimum of five sites.

Cleanup Grants Funding to carry out cleanup activities at brownfields. An eligible entity may apply for up to $200,000 per site, which may be used to address sites contaminated by petroleum and hazardous substances, pollutants, or other contaminants.

Revolving Loan Fund (RLF) Grants Funding to establish revolving loan funds to make loans and sub-grants to clean up brownfields. An eligible entity may apply for up to $1 Million. The fund “revolves” by lending to public and private borrowers.

Brownfields Area-Wide Planning Grants Brownfields Area-Wide Planning is an EPA grant program which provides funding to recipients to conduct research, technical assistance and training that will result in an area-wide plan Implementation strategy for key brownfield sites, which will help inform the assessment, cleanup and reuse of brownfields properties and promote area-wide revitalization. Funding is directed to specific areas, such as a neighborhood, downtown district, local commercial corridor, or city block, affected by a single large or multiple brownfield sites.

Environmental Workforce Development and Job Training Grants Annual Environmental Workforce Development and Job Training grants allow nonprofit and other organizations to recruit, train, and place predominantly low-income and minority, unemployed and under-employed people living in areas affected by solid and hazardous waste. Residents learn the skills needed to secure full-time, sustainable employment in the environmental field, including assessment and cleanup.

Matthew L. Ossenfort was elected Montgomery County’s first Executive in November 2013. He is the youngest sitting county executive in New York State and currently in his fourth year of his first term. In 2015 Matthew was appointed by Governor Andrew M. Cuomo to the State Workforce Investment Board. Repurposing Beech-Nut

Exit 29 Site (Former Beech-Nut Site) 68 Church Street, Canajoharie, NY

The Exit 29 Site (Former Beech-Nut Site) was a factory site from the 1890’s until 2011 when the Beech-Nut facility relocated. In 2013 the property was purchased by a developer who began a partial demolition of the site, creating a release of friable asbestos. This developer also accumulated an outstanding tax bill of over a million dollars. At 26.9 acres, this large Brownfield site is over half the size of the 50 acre downtown Village footprint. In February 2016, the Montgomery County Executive deemed that rehabilitation of the former factory site was a top priority for his administration. Since then, environmental studies have been performed and funds have been secured to move the site towards successful redevelopment.

Roth Steel Renewal

Former Roth Steel Site, 800 Hiawatha Boulevard, Syracuse NY

Roth Steel Corporation operated in Syracuse, New York from 1950 until 2014, when the company went bankrupt and abandoned all ties to Syracuse. To prevent another scrap metal yard from inhabiting this lakefront property, the Onondaga County Industrial Development Agency (OCIDA) purchased the 24-acre industrial district in 2015 to begin the redevelopment process. The site was entered into the NYS Department of Environmental Conservation’s Brownfield Cleanup Program in 2016, and OCIDA continues to work with Spectra Engineering to complete assessment and cleanup tasks under NYSDEC guidance. The major contaminants of concern on the site are PCBS, VOCs, SVOCS, metals, glycols, cadmium, and lead. Once a cleanup investigation is complete, OCIDA will engage the public and business sector to determine the best use for this parcel. OCIDA’s goal is to transform this property into a public asset that improves both the surrounding community and the local economy, while also becoming an ecological benefit to this restored water body. Revitalizing shoreline property is the next step in the renewal of Onondaga Lake and its surrounding communities!

Rethink Woodhaven

Floyd Ave., Rome, NY

This property is comprised of two former housing developments that have been vacant for nearly twenty years. The Woodhaven Housing Development, former Griffiss Air Force Base housing, has stood as a daily reminder of what the community lost when the base closed. These houses, exposed to the elements for two decades and contaminated with asbestos, will soon be demolished. The former Wright Park Manor parcel, former public housing, was condemned and demolished in the late 1990s. Both properties create an immense opportunity not only from a development standpoint, but also have the potential to shift the outlook of the entire city. Like many rust belt cities, Rome is steadily emerging from a period of great decline, but Romans still see these sites as a manifestation of past loss. As economic growth is accelerating locally with the established Cyber Security field and the emerging Unmanned Ariel Vehicle (UAV) field, ‘Rethinking Woodhaven’ can rethink our relationship to the city we call home.
