Introduction The support system for disabled children and young people and
those with Special Educational Needs is changing.
These changes will happen because of the Children and Families Bill, which is
currently working its way through the Houses of Parliament. The Bill is
expected to come into effect in September 2014, once it has received Royal
Assent and becomes an Act of Parliament.
Here in Bromley, we have been part of the Governments ‘Pathfinder Project’
which means we have been testing how these changes will work.
The Bill requires us to tell everyone involved in the care and support of disabled
children and young people, those with Special Educational Needs, and their
families about what help is available in the Borough. This is called our ‘Local
Offer’, or ‘The Bromley Local Offer’.

The Children and Families Bill says that every local council in
England must write down what help there is in their area for
children and young people with Special Educational Needs or
who have a disability. This is for everyone to read, and is called
the Local Offer.
The Bromley Local Offer includes information on the services and support that
the we expect to be available locally for children and young people, and also
includes the support available outside of the area for children and young
people for whom we are responsible.
The Bromley Local Offer covers:
Education services, including those used by children and young people from
Bromley who are studying somewhere else
Social care services, including Short Breaks
Health services
The arrangements for children and young people to receive travel support
to Early Years settings, school and colleges
Preparing for Adulthood, for those young people aged 14-25
Sources of information, advice and support for families

We are currently working on The Bromley Local Offer. We
thought the best place to find this information all in one place
would be on the Bromley MyLife website.
We are currently enhancing the website by incorporating services for children
and young people with Special Educational Needs and disability and their
families. The Bromley Local Offer will be available at; however, please be
patient as we have previously said, The Bromley Local Offer is still being
developed and agreed:

We is working with Bromley Parent Voice and young people to make it as easy
as possible for you to find what you are looking for and to make sure our
information is accurate, family friendly and up to date.
We must publish The Bromley Local Offer by 23 December 2013.
Until then, we will be working with all partners to get all the information on to
the Bromley MyLife website.
Where can I find The Bromley Local Offer? Purpose and support available The purpose of The Bromley Local Offer is to allow parents and
young people to see more what services are available locally
and how to access them.
We have divided services into three categories. These categories aim to explain
services and support available and the “offer” and priorities for those with the
greatest needs.
Universal Services
These are services that any child, with or without a disability, can access
Targeted Services
These are services commissioned or provided by us to provide early
intervention and support for disabled children, young people and their
families
Specialist Services
These are services and support provided to disabled children, young people
and their families with the highest level of need

In partnership with Bromley Parent Voice we have agreed three
Principles for The Bromley Local Offer.
The Bromley Local Offer should be:

up to date information which is easily accessible to parents and carers, and
young people that is clear, concise and trustworthy, and which provides
clarity and confidence
engaging:
parents and carers, and young people will be involved in developing and
reviewing The Bromley Local Offer
comprehensive:
information will cover services and support available in Education, Health
and Social Care that provides support to parents and carers, disabled
children and young people and those with Special Educational Needs. It will
also include a clear explanation of thresholds for accessing specialist services
and support

Bromley Parent Voice is a forum that aims to be a voice to
inform service providers of the needs of children and young
people with a disability or additional need and their families in
the London Borough of Bromley.
The Forum believes that by working co-operatively with local service providers
parents can contribute to improvements in the services delivered for children
and young people with a disability or additional need.
Parent and carers can get involved at different levels. You can:
Discuss issues with other parents
Find out more about what is going on locally, regionally and nationally
Help plan services including developing The Bromley Local Offer
Become actively involved in the shaping of local and national priorities
Work in partnership with local service providers in Education, Health, Social
Care, and the voluntary and community sector
Attend training and workshops to support and empower parents around
topics that are important to them

The Young Advisers are a group of 15 young people with
disabilities who make sure that the voice of young people is
heard.

Following a referral and assessment those pre-school children
with severe and/or complex Special Educational Needs and/or
disabilities and their families, can access a range of early years
services, depending on their age and nature of their needs.
Support can include a keyworker who for those with the more complex needs,
who will coordinate the assessment process and provide specialist information
and family support.
Some children with more complex needs may benefit from a special plan called
an Education, Health and Care (EHC) Plan.
Individual specialist services/support provided for pre-school aged children
from birth with complex needs include:
Multi-agency classroom based assessment provision at the Phoenix Centre,
including specialist teaching
Home visiting education service, known as Portage
Assessment, intervention and transition support for children within
mainstream, private, voluntary or independent Early Years settings or
maintained nurseries including, for some, additional support to enable a
child with severe or complex needs to use the service
Early Support intensive keyworking for families whose children have the
most severe and complex multi-agency needs
Support from the Educational Psychology Team
Sensory support from the Specialist Vision and Hearing Impairment Team
Specialist Speech, Language and Communication Groups

Mainstream Schools
Funding for low level Special Educational Needs is delegated into school
budgets - for schools which are Academies this came into effect from
September 2013.
All mainstream schools will be expected to provide the first £6,000 funding
for additional Special Educational Needs support, and if the support required
is above £6,000, this can be requested from the Council.
Education Health and Care Plans, will replace high needs Special Educational
Needs Statements from September 2014, and will be necessary for Special
School Specialist Provision placements.
Bromley schools will be publishing their offer for those pupils with Special
Educational Needs on their own websites during Autumn 2013. This will
include the curriculum, teaching and pastoral support and resources
provided.

Those pupils with the highest level of assessed need may be
eligible for a new type of statutory assessment, that looks at the
child or young person’s Special Educational Needs, together
with their health and social care needs. This is called an
‘Education, Health and Care plan’, or a ‘EHC plan’ for short.
EHC plans are integrated support plans for children and young people with
complex Special Educational Needs and disabilities. They are focused on
achieving outcomes and on helping children and young people make a smooth
transition to school, through school and into adulthood. They will be produced
in partnership with parents, children and young people and services working
across education, health and care specialist.
An EHC plan will be provided instead of the ‘Statement’ of Special
Educational Needs or the ‘Learning Difficulty Assessment’ which children
and young people get now.
An EHC plan can last until the young person is 25 if necessary; however, for
most young people it will finish earlier than that, such as when the young
person leaves school or college.
An EHC plan can be requested in mainstream settings where the child’s
needs necessitate a very high level of support.
They will be required for all special school placements.

The Bromley Clinical Commissioning Group (CCG) is responsible
for the commissioning - the planning and buying - of healthcare
services for children and young people who live in Bromley.
Bromley Clinical Commissioning Group oversees the coordination of various
health services and support for children and young people with special needs
and disabilities. This can include speech and language therapy, occupational
therapy, physiotherapy, specialist nursing support, community nursing, etc.
Other health services such as school nursing, health visitors, specialist wheel
chairs are can be provided through the Council or the National Health Service.
The aim is to improve health and wellbeing, to reduce health inequalities, and
ensure everyone has equal access to healthcare services.

Universal
Children and young people access many services within their
own community and these are the first place to look in order to
have an enjoyable short break.
Mainstream and universal services offer opportunities and activities which are
available to all children and young people and their families, such as Children
and Family Centres, after school clubs, leisure centres, holiday facilities, activity
clubs, scouts and guides.

Targeted Self-Access Services
Targeted universal services provide support in a dedicated way
to families with disabled children.
This can include specialist support services such as local parent/carer groups
and forums, Parent Partnership, Early Support services, Carers Bromley,
Bromley Mencap and Bromley Mencap Childminding Network, Special Needs
Scout Group, CASPA, Contact-a-Family, hospices, and other provider led Short
Break opportunities.
These are services that families can access directly. No social work intervention
is needed.
Specialist Services
Specialist services provide a more intensive level of assessment,
intervention and support to disabled children and their families
with social care needs.
To be eligible for specialist services, the child's disability must have a substantial
and long-term adverse impact on their ability to carry out typical day-to-day
activities.
A social work assessment is required which will help determine the Short Break
or social care package required, and this will be determined by the level of need
of each individual child or family.
These services are commissioned by the Council and currently include Bromley
Mencap Childminding, Saturday and holiday group schemes, family based or
residential overnight breaks.

Choosing the best childcare options for your child can be a
daunting experience, especially for children with additional
needs and/or disabilities.
There is no right or wrong option as childcare has to fit your family and evolve

private, independent and voluntary organisations.

We want to enable young people aged 14 and above with
Special Educational Needs and disabilities to live, learn and
work within their local community, achieve sustained
progression, resulting in better life outcomes.
Education, Health and Care Plans
Bromley are developing Education, Health and Care Plans that raise aspirations,
focus on sustainable outcomes and progress young people towards their long
term goals across four key pathways:

To enable us and our partners to achieve our vision to enable more young
people to live, learn and work within their own community, there are a number
of developments in the borough, which include:
New facilities for students with Special Educational Needs and disabilities at
Bromley College
Bromley Special Schools are developing their curriculum to focus more on
longer term goals and life outcomes.
Colleges and schools are working much more closely to enable smoother
transition from school to college
Working to ensure that young people and their families are adequately
informed and prepared of the changes in services as they become adults
