establishment of the ASEAN Free Trade Area (AFTA)

The culmination of 4 years of work by the ASEAN

Consultative Committee on Standards and Quality (ACCSQ) Cosmetic Product Working Group (CPWG), formed in 1998 in response to a request from the ASEAN Cosmetic Association (ACA) to harmonise regulations across the region to reduce technical barriers to trade.

OBJECTIVES One of its objective is to

enhance cooperation among the member states in ensuring the safety, quality, and claimed benefits of all cosmetic products marketed in ASEAN

To eliminate restrictions to trade of cosmetic products among Member states through harmonization of product registration approval and adoption of the ASEAN Cosmetic Directive

DEFINITION OF COSMETICDEFINITION OF COSMETICAny substance or preparation intended to be placed in contact with the external parts of the human body (epidermis, hair system, nails, lips and external genital organs) or with the teeth and the mucous membranes of the oral cavity with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance and/or correcting body odours and/or protecting them or keeping them in good condition.

Creams, emulsions, lotions, gels and oils for the skin (hands, face, feet, etc.).

Face masks (with the exception of chemical peeling products). Tinted bases (liquids. pastes, powders). Make-up powders, after-bath powders, hygienic powders, etc. Toilet soaps, deodorant soaps, etc. Perfumes, toilet waters and eau de Cologne. Bath and shower preparations (salts, foams, oils. gels, etc.). Depilatories. Deodorants and anti-perspirants.

SCOPE OF THE ACD

Cosmetic Ingredient Listings of the European Union including the latest amendments

Member States shall prohibit the marketing of cosmetic products containing prohibited ingredients under the ACD

printed or graphic matter on the immediate or outer packaging and any form of leaflets

ACD provides guidance for labeling requirements of cosmetic products, particularly the requirements for batch code and expiry date/manufacturing date be reflected on the labels

GOOD MANUFACTURING PRACTICE GOOD MANUFACTURING PRACTICE (GMP)(GMP)

Part of QA which ensures that products are CONSISTENTLY PRODUCED AND CONTROLLED to the quality standards appropriate to their intended use.

This should minimize the risk of cross contamination and product mix-up

Ensure products/materials are traceable to the original source.

In the manufacture of cosmetic products, overall control and monitoring is essential to ensure that the consumer receives products of high quality.

The quality of a product depends on the starting materials, production and quality control processes, building, equipment and personnel involved.

PRODUCT CLAIMSPRODUCT CLAIMSAs a general rule, cosmetic products

must only make cosmetic claimed benefits; and not medicinal or therapeutic claimed benefits.

Any cosmetic claimed made shall be aligned with what is accepted internationally and shall be justified either by technical data and/or cosmetic formulation or preparation itself

PRODUCT SAFETYPRODUCT SAFETY The purpose of this is to help the Cosmetic

Industry in assessing the safety of the product as well as the Regulators in auditing the data contained in the Product Information File (PIF). This serves to highlight some of the important considerations in the safety assessment of cosmetic product under the ASEAN Cosmetics Directive which requires an “assessment of the safety for human health of the finished product, its ingredients, its chemical structure and its level of exposure”. This safety assessment is to be performed by a qualified professional defined as the “Safety Assessor”.

A cosmetic product put on the market must not cause damage to the human health when applied under normal or reasonably foreseeable condition of use taking into account in particular of the product presentation, its labeling, instruction for its use and disposal warning statements as well as any other information provided by the manufacturer or his authorized agent or by any other person responsible for placing the product on the market.
