Methodology !  Online surveys were conducted with adult residents of the Capital

Region District, including Victoria, Saanich, Oak Bay, Central and Northern Saanich, Sidney, Langford, Colwood, View Royal, Esquimalt, the Highlands, Metchosin, Sooke, Juan de Fuca, Salt Spring and the Gulf Islands: !  A total of 501 surveys were completed April 11-19, 2019. !  Participants were contacted via a representative online panel reflective of

the regional population by age, gender and geographic location. !  The margin of error for a random representative sample of that size is

+/- 4.4% at a 95% confidence level (19 times out of 20).

Executive Summary: Widespread Support for Greater Access, Efficiency and Variety at Royal Theatre

!  Widespread support exists for RMTS actions taken to ensure the Royal Theatre adapts to the changing profile of residents of the region (89%), becomes more efficient by reducing the number of dark days (89%), and encourages more access for a wider range of audiences (85%).

!  People want to see more live music acts (77%) and a wider range of performances (74%) at the Royal Theatre, which RMTS is trying to achieve by adjusting access and pricing policies, a goal shared by most residents of the region. Nine in ten (91%) agree with the direction set by RMTS among those with an opinion on the matter.

!  Residents also overwhelmingly agree that the Royal Theatre is well managed and maintained (87% of those who expressed an opinion on the matter). Most residents want to see funding for the Royal Theatre rise with inflation (75%) and for all municipalities in the region to share the costs of running the Theatre, rather than have just three (Victoria, Saanich and Oak Bay) contribute funding to the RMTS (70%).

Usage of Theatres & Awareness of RMTS Issue

!  Top issues mentioned as important by residents of the Capital Region District include housing affordability (75%), homelessness (65%), traffic congestion (49%) and access to healthcare (44%). (see Figures 1-2) !  The Royal Theatre/RMTS issue was mentioned by 4% of residents; awareness of

the debate is highest in Oak Bay (11%) and Victoria (8%).

!  On a prompted basis, over half of residents of the region (53%) are familiar to some extent with the debate over access and pricing for the Royal Theatre. (See Figure 3) !  Awareness of the RMTS debate is higher in Oak Bay (70%), Victoria (63%) and

Saanich (56%) and lower in municipalities that do not have an ownership stake in the theatre (48%). (See Figure 4)

!  The venues used most often for entertainment events are Save On Foods Arena (75% ever used), The Royal Theatre (72%), McPherson Playhouse (69%) and the Victoria Conference Centre (57%). All other venues have ben visited by less than half of residents. (See Figure 5)

Widespread Support for RMTS Positions on Adaptation, Efficiency and Access

!  There is widespread agreement among citizens of the region with positions taken by the RMTS to improve access, ensure efficient use of the Royal Theatre and encourage diversity of acts/performers: !  Adaptation: Almost all residents (89%) agree with RMTS changes to

booking and pricing policies to encourage more and different types of acts to use the Royal Theatre, in order to reflect the changing demographics and interests of Greater Victoria residents. (See Figure 6)

!  Access: Nine in ten residents (89%) also agree with the RMTS changing rental rates to achieve greater access for a wider range of acts at the Royal Theatre. On a related note, two thirds of residents (65%) think that the Royal Theatre should not be reserved mainly for performances by the Symphony and Opera. (See Figure 7)

!  Efficiency: Almost nine in ten residents (85%) agree with the goal of encouraging more efficient use of the Royal Theatre and reducing the number of dark days by adjusting booking policies. Nine in ten people who expressed an opinion on the matter (90%) think there are currently too many dark days at the Royal Theatre. (See Figures 6- 7)

Variety of Performances Desired by Residents !  A majority of residents want to see more variety at the Royal Theatre

including more live music acts (77%), a wider choice of entertainment (74%) and Broadway productions (68%). (See Figure 8)

!  The most frequently mentioned act or type of performance residents want to see more are live musical acts such as popular bands and well known musicians (38%), followed by Broadway musicals (20%), comedy shows (8%), performance arts like Cirque de Soleil (6%), symphony/classical music (4%) and dance/ballet (4%). (See Figure 9)

Widespread Public Support Exists for RMTS Direction, Funding, Governance

!  Right Direction. Nine in ten residents who expressed an opinion on the matter (91%) think the RMTS is moving in the right direction with changes to booking and pricing policies, while only one in ten (11%) think the changes proposed by RMTS are going in the wrong direction. (see Figures 10-11) !  Support for RMTS positions is almost universal among residents of the ownership

municipalities: Oak Bay (95%) Saanich (94%) and Victoria (85%).

!  Funding. The current funding model is not supported by most residents, who want to see funding for the Royal Theatre rise with inflation (75%) and for that funding to be shared fairly among all municipalities within the Capital Region District (70%). (See Figure 12)

!  Governance is not viewed as a problem by residents of the region. When asked about how RMTS is managing and maintaining the theatres, about one third could not offer an opinion. Among those with an opinion, 87% believe the RMTS is well managed, and only one in seven residents (13%) disagreed.
