ARTICLES OF CONFEDERATION

• The Second Continental Congress issued a set of laws called the Articles of Confederation in 1781

• Gave states one vote each in Congress regardless of population of state

• Split power between National Government and State

ACCOMPLISHMENTS OF ARTICLES OF CONFEDERATION

• America’s first Constitution • Established National

governments ability to wage war, sign treaties, coin money, run post office

• Satisfactory at the state level as states wrote new constitutions and passed laws.

• Effective in negotiating the Treaty of Paris (ending the Revolution)

ACCOMPLISHMENTS OF ARTICLES OF CONFEDERATION

• At first, there was controversy between large states and small states over land claims in the west. The solution? – Land Ordinance of 1785 – made

land parcels small & affordable

• Another notable accomplishment: – Northwest Ordinance of 1787 –

set requirement for states and also declared slavery illegal in the old Northwest Territory (first effort to prohibit slavery)

• *VERY EFFECTIVE DURING THE AMERICAN REVOLUTION WHEN THE STATES HAD A COMMON CAUSE. – IT MET THEIR NEEDS

• After the fighting ended, their common cause ended and Americans found that the AOC government was too weak to meet the growing needs of a new nation.

WEAKNESSES OF THE ARTICLE OF CONFEDERATION

• Central government was weak and unable to meet the needs of the nation. (States refused to acknowledge power of central government)

– REMEMBER: They just

fought against tyranny and one single ruler…They want the power to rest in the states, NOT in the central government!

Weaknesses

• No Standing Army

– Inability to deal with the threat of rebels/revolution.

• No Federal Taxation

– States did not pay debts to Congress

– The federal government had no money

• No Judicial System to resolve disputes

• No Single National Currency – States minted money

– No set exchange disrupted trade among the states

• No Executive Leadership – Failure of direct leadership resulted in uncertainty

– No one to act in the country’s interest

• Each state had Equal Vote in Congress – Smaller states with low populations had

disproportional power

– GA (23,375) v. MA (235,308)

– Complete inability to correct the failures under the articles

– Some states wouldn’t show up to vote

OTHER WEAKNESSES: ECONOMIC PROBLEMS

• After the revolution, trade with Britain was strained (they were our primary trading partner!).

• This led to a depression and Americans couldn’t pay their mortgages or STATE taxes.

SHAY’S REBELLION • An event that highlighted

the weakness of the Central (National) government was Shay’s Rebellion

• Farmers in western Massachusetts rose up in protest over increased taxes and to hopefully stop courts from foreclosing on their farms.

• Daniel Shay led 1,200 farmers toward the arsenal in Springfield

• The event caused alarm throughout the republic

Diplomatic Problems

Under the AOC, Americans were unable to force the British to live up to the provisions in the Treaty of Paris. (Example: Removal of British troops stationed at frontier forts on American soil

They also had a hard time convincing Britain to continue trading.

They could not convince Spain to give us access to New Orleans.

Diplomatic Problems Under the AOC, states attempted to negotiate with foreign

powers Separately.

They could not levy taxes (only request them), so they could not support an army to give the gov’t clout.

Some states (SC) feared that the power to control international trade might prompt the government to control the slave trade (they didn’t until 1808)
