What Your Teachers Know That You Need To Know Too) Things That Already Happened Even a blind squirrel finds a nut every once in a while. PA 173 Educator Evals Critical Shortage Critical shortage list is back. Districts can hire retirees under 3 circumstances: In disciplines with an MDE identified critical shortage As substitute teachers (in any subject or grade) As instructional coaches or school improvement facilitators Retirees employed under this law can earn up to one third of their final avg. comp. w/o pension implications. Districts must pay UAAL for each critical shortage person (approx. 19.6% of salary). SB 571 Election Gag Order The Gag Order is now in place We are less than 60 days out from the March election For districts with spring ballot issues, this is a 911 Coalition working to fix the issue Schools, municipalities, etc. coordinating efforts 2 paths for a fix Trailer Bill Court Action Things That Might Happen File these under Worry About Later. Balanced Calendar/Prohibited Subjects Rep. Garcia (HB ) HB 5193: Codify existing MDE year-round- school regulations HB 5194: Add calendar and schedule to prohibited subjects of bargaining. Implications include: vacations, PD days, structure of schedule (block, trimester, etc.) Has a chance. Professional Development Perception: DPPD is too often an afterthought and not a priority, leading to low quality DPPD. Concept: establish minimum requirements for DPPD to push districts to prioritize it. Whats in the bills: MDE to develop standards for DPPD PD must be aligned to teacher needs or SIP Portion must be imbedded throughout the school year (?) Admin cert renewal PD must be aligned to admins needs Will definitely move out of the House Ed Committee Seclusion/Restraint Lt. Gov. Calley is spearheading this effort. Goal is to limit the use of seclusion and restraint. Sticking points: Types of spaces can you use for seclusion Types of restraints that are allowed to use. Largely mirrors the MDE model policy. Most of the things the law prohibits are already prohibited elsewhere, but not everything. No bills. EARLY in the process. Postsecondary Credit in HS The Problems: Transfer policies arent consistent; different rules for credit earned during HS. No consistent policy around AP or IB. Our Ask: Treat credit earned during HS the same as credit earned afterward 3 or better on an AP exam or a 4 or better on an IB exam = credit toward a degree Other Legislative Issues Teacher/Administrator Preparation Reform Academically Failing Schools Hearings Detroit Schools Bills Teacher Strike (Sick Out) Bills Student Privacy Bills School Speed Limits Things That Wont Happen At least, not until lame duck. All bets are off in lame duck. The Detroit Public Schools $515 million debt April - Can't make payroll Debt payments to equal 97% of payroll costs Budget Timeline State of the State Jan 20 Govs Executive Budget Rec Feb 10 House and Senate Recs Pretty clear picture by March 24 Final Budget Best guess is June 2 Educator Evaluations Holy It PASSED!!! 25% MEANS 25% (or or 0.25) Measuring Growth Growth not measured using state data must use MULTIPLE MEASURES. Must be rigorous and comparable across schools within the district. Must use 3 YEARS of student growth data where available. Measuring Growth Growth data may include the following: State assessments; Student Learning Objectives (SLOs); Nationally normed or locally developed assessments aligned to state standards; Research-based growth measures; Other rigorous assessments that are comparable across the district; or IEP goals (where applicable). Professional Practice For : Mid-year reviews for first year probationary and all teachers rated less than effective in previous eval At least 2 classroom observations unless HE for 2 consecutive years Biennial evaluations allowed for teachers with 3 consecutive HE ratings 3 ineffective ratings = dismissal New Requirements will come online in 25% STILL Means 25% Measuring Growth The student growth and assessment data to be used for the school administrator annual evaluation are the aggregate student growth and assessment data that are used in teacher annual year-end evaluations in each school in which the school administrator works as an administrator Admin Professional Practice Requirements in current law all remain in place Must include: quality of teacher evaluations; SIP progress; student attendance; parent, student, and teacher feedback Improvement plan for less than effective admins Biennial eval allowed with 3 consecutive HE ratings 3 ineffective ratings = dismissal New Requirements will come online in Bob Kefgen Assistant Director for Government Relations Wendy Zdeb-Roper Executive Director Questions?
