SPECIFIACTION FOR ARCHIVE MEDIA ASSET MANAGEMENT SYSTEM

1 BACKGROUND:

CEC has acquired a Video Broadcast & Library Server, Make LEITCH NX4000TXS, with 2 IP/OP ports, 2 Unidirectional ports, FC 3.5 Terra Bytes HDD, RAID 5 array, having Ingest, Play out, etc., which is presently catering to the transmission needs of Vyas Channel, the 24 Hour Higher Education Satellite Channel being Broadcast from CEC.

2 SCOPE:

It is intended to use the above mentioned Server for Transmission Play out and add (i) Deep/Near Deep Archival Server to it, to add storage in modular growth form, in steps of 25TB at a time up to 100 TB to digitize 6000 Hours of video at 25Mbps.

The specification aims to Supply, Installation, Testing and Commissioning (SITC) of (i) Server for Archive Media Asset Management System and Storage for the central archive and proxy Archive along with software tools for ingesting, Playout, basic editing, scheduling, billing purposes and to integrate it with the existing Broadcast Server as described in section 1 above , in live production environment for CEC network (ii) Mirror Server of Low bit rate (upto 2Mbps) which is mirror of Deep/Near Deep Server in content, to cater to in-house use and for Internet/ Intranet over a number of streams on Multicast, Unicast and IPTV Transmission from CEC.

Besides requirements as mentioned in para 2, 4 and beyond 4, it is intended to add a number of Transmissions channels to Archival Server of CEC. Though at present CEC is transmitting one channel, however in near future it is likely to add thirteen more channels to make a bouquets of fourteen channels. Therefore the Tenderer should separately provide a quote for necessary equipments, Automation System and installation required for providing Play out for additional transmission Channels in a increment of one/five channels to fourteen channels with each channel having a server capacity to accommodate 100 hours of programmes required, at a bit rate of 12Mbps. Each server will draw the content for the transmissions from Archival Server in pull push/automated form. Each Channel will be having its separate Dynamic Logo generated and Character Generator with Scroll facility and channel Branding. The system should support MXF file format to support P2 & XDCAM formats. The server will also support multi channel Audio (6 channels & more) in the transmission.

To provide 2 years of warranty on equipment, installations, software etc., provided by the supplier and to quote for both a) annual comprehensive maintenance contract and b) non comprehensive maintenance contract to be effective after the warranty period is over.

It is intended that the Archival system proposed by the tenderer should integrate well with the present system as described in para 1 above should and manage the underlying technology and hardware, including VTRs, ingest servers, automated quality control, online storage, archive, post production and transmission. However, the existing system and Transmission Play out shall draw the database from the Central Storage offered by the tenderer.

This implementation will be deployed in the live CEC production environment

3. TURN-KEY IMPLEMENTATION:

The project, consist of supply, installation, testing, commissioning and integration with the existing Broadcast Server, which shall be implemented on turnkey basis.

It will be the responsibility of the Tenderer to ensure after-sale service and guarantee for the equipment supplied from various manufacturers.

The offers for SITC/ turnkey implementation of the system by a firm will only be considered, if the principal supplier of the Media Asset Management system becomes a co-partner and ensure post-commissioning services as per the Specifications raised in this Tender.

As part of installation and commissioning, the system should be fully configured and customized to the required workflow of CEC Archive.

In order to ensure proper operation of the system, the Technical, operational, Software and maintenance support should be provided by Principal supplier to CEC for a minimum Five year period from the date of commissioning of the system.

Tenderer / firm or the Principal Supplier should have a proven record and should have commissioned successfully such projects. They should enclose the list of such turnkey work done by them in the past, for the consideration of CEC.

CEC will provide appropriate accommodation for installation of equipment. The Tenderer or the Principal Supplier should specify in their tender the minimum space required by them to install the system.

CEC will provide the required Air conditioning for the facility.

CEC will provide Mains power supply at single point for the facility. Further, the distribution to various equipments is to be planned and executed by the Tenderer. The cost, capacity and type of all electrical items should include UPS backup for 30 mts. required for entire facility supplied by the supplier, be included in the tender.

The equipment should be from well-known internationally reputed manufacturers, who have proven records of offering high-class equipment and services.

The firm is required to quote for AMC for the system including Software support and up gradations along with the main quote separately, which will be effective after the expiry of warranty period of two years. AMC charges will be calculated for the purpose of the lowest Tenderer. However, it will be at the sole discretion of CEC to award AMC or not, after the expiry of warranty period. The cost of the software support during the warranty period should be including in the essential Bill of Material (BOM).

4. GENERAL FEATURES :

The objective of the project is to initiate the movement towards the tapeless workflow with this Archival System for CEC’s central archival and to provide programmes on internet cloud.

a) The Tenderer should supply Ingest system to first ingest the program content available on the Beta / U-Matic cassettes into the file based systems. The ingest stations will provide:

Motion adaptive de-interlacing Horizontal/Vertical filtering, Noise reduction control and Graphic Overlay

controls Noise Reduction (2D) Noise Reduction (motive adaptive 3D) Aspect ratio conversion, cropping, scaling, horizontal and vertical filtering Proc amp controls Automated quality control Gamma correction Graphic overlay Support for multiple Audio tracks and 5.1 Surround sound including

AC3/Dolby-D and Dolby-E Audio processing (7-band parametric EQ per channel, dynamic range

compression/expansion, base/treble)

b) The ingest operation will primarily transfer the tape based content stored on tapes, live sources etc., to the archival storage system, without loss of quality.

The initial requirement will be for a total of 4 workstations. Two channels will be used for Firewire ingest and two channels will ingest base-band video and audio signals. The base band ingest must support analog Composite, YUV or SDI inputs signal (PAL) with compressed output to DV25/50, DVCPRO-25/50, MPEG-2, AVC/H.264 and WM-9 at bitrates up to 50 Mbps. The ability to output to Interframe and Intraframe formats is required provided they are supported by the codec.

c) It is envisioned that the standard House or Mezzanine format will be MPEG-2 I-Frame @ 50 Mbps while the system will also generate a low resolution proxy (up to 2Mpbs) in either WM9/VC-1, H.264 or other popular formats. The Mezzanine format and proxy will be created in a single pass while ingesting content from tape. The browsed quality for the proxy should be frame accurate.

d) The tenderer should offer the playout of mezzanine file based content to SDI or analog PAL video signal and analog audio signal for QC, Playout or Print to Tape

e) The Tenderer should provide a Transcoding System that will create Multi-Format, Multi-bitrate file based outputs from a single source for multiple distribution channels (Broadcast, Web, Mobile) with various video sizes, frame rates, video quality and audio formats.

The Transcoding system should be faster than real-time and designed in such a way that the transcoded low resolution material should be available within half an hour of the ingested full resolution content in the peak load condition. The bidder should explain the requirement calculations undertaken to achieve this workflow.

f) The supplier should provide online storage for all ingested from live or tape sources or transcoded from file prior to it being transferred to Deep Archival Storage with storage up to 100 Terabytes, with a provision to provide quick expansion.

The supplier should provide cost effective Deep Archival complete Storage solution based on any one or mix of (i) Disk, (ii) Tape, (iii) HDD using SAN, (IV) IP-based clustered storage. The supplier may quote any of the format or all the four formats. However, CEC shall select any of the three solutions provided by the Tenderer.

g) The Archival/Deep Archival system provider should be able to work efficiently with a number of NLE systems of different make already available with the CEC, such as Final Cut Pro editing stations, Leitch Velocity and Leitch Q 5410DX Make.

h) The supplier should provide a customized computer software capable of utilizing an existing indexing methodology and Metadata available with the CEC, in a software called VILCIX, which is using MS Access having front end software in Visual Basics. The VILCIX software should be integrated with the standard metadata system to be provided with the system. The embedded metadata is to be utilized in Archival Server, Low bit rate Server (for use in house and providing Internet Services) as envisaged in the Tender. Further details on VILCIX software can be made available to the Tenderer on demand.

i) Ten (10) browsing & metadata creation terminals should be connected with this system. These terminals should be equipped in terms of 17” LCD/TFT Display, 100w Amplispeaker and headphones etc. to meet the functional requirement. It should be possible to connect laptops to the system. Out of 10 browsing terminals, four terminals should be laptop/portable terminals.

j) The server should support MXF file exchange formats for moving video and audio clips between compliant devices. The MXF format should contain both Structural Metadata and Descriptive Metadata.

k) The system internal Bus bandwidth of the server should be more than 2Gb/s.

l) The system should work under a powerful and comprehensive Media Asset Management (MAM). An industry standard Database engine should be part of the MAM. The MAM is the core of the system and should take care of

ingesting, metadata creation, browsing, search, tracking, Transcoding, frame accurate proxy generation, movement of the content and end to end content management functionality in the envisaged workflow. It should be able link tape based content, low resolution copy, metadata, full resolution file copy and different instances of the material. It should also be up gradable and to be integrated in future with data tape library or other near line storage system, a postproduction system, low resolution edit, DVD authoring system, Digital rights management, HSM etc. The core functions of MAM should be fully integrated ones, with minimum recourse to the third party solutions. The bidder should explain the workflow with the help of various MAM modules, in full detail.

m) The system should allow both importing of metadata from other systems and manual creation. The metadata insertion should be possible for the entire video or for any clip.

n) The firm should quote the DVD authoring software module.

o) The system should have easy provision to provide multiple play lists from the server and invoke any created play list for playback.

p) The offered system should be proven & standard application, which is in use by an international broadcaster. The firm should essentially enclose the international broadcasting user list in the tender.

q) The firm should supply UPS of suitable rating for the Servers, Storage and Ingest equipment for working time of 30 minutes. The firm should enclose the required load calculation details for substantiating the UPS rating. The Browsing workstations may offer individual UPS of suitably rating and internationally reputed make for each Browse workstations.

r) The firm should supply all the software in their original media and duly licensed in the name of CEC.

s) The indicative bill of material is enclosed in Annexure-I.

t) The indicative block schematic diagram for the Archive Media Management System is as per the Annexure-II.

5. Required System Features

6.1 Media Asset Management System

The remainder of this section (Section 6.1) outlines the requirements for the Media Asset Management System referenced in Section 5.

a) The MAM solution should provide integrated content management functionality for the processes as described in the general features.

b) The MAM solution should offer real time access to rich media content for multiple users with web enabled content database.

c) The MAM solution should provide open interfaces for system access and control for third party software.

d) The MAM solution should provide powerful metadata management capability for effective cataloguing and retrieval. It should support time coded metadata handling capability.

e) The MAM solution should have an integrated industry standard open database application as core module. The database should be configurable to support CEC’s multi genre and multi-layer data model. A sample of presently used data structure is available in the CD/DVD. However, user configurable database structure should be offered to meet more complex data structure. It should offer standard data management tool sets.

f) The MAM solution should also offer standard pre-configured internationally accepted data models.

g) The integrated functionality, power and its extensibility in terms of size of the system are the critical requirements of the MAM software. The MAM should also be expansible for use in other areas of broadcast workflow. The bidder should explain the complete utility of this software in detail.

h) The integrated Transcoding applications should support faster than real-time Transcoding to multiple formats including H.264/ WM9/ MPEG2/ MPEG4 etc. at variable bit rates. The Transcoding subsystem should include powerful & robust server for continuous operation.

i) The system should provide web-based interface with the Proxy server to the users with remote access capability. The software should also support multilingual capability.

j) The user should be able to create & modify metadata fields as per the requirements.

k) The low resolution copies should be frame accurate and provided at least at ten different places in CEC and user should be able to select clips for playback. The MAM should be able to link the metadata, low resolution copy, full resolution copy and full resolution file copy stored offline on a data tape media.

l) The MAM should envisage a powerful search engine that returns accurate results for user search with high speed. The search could be based on keywords, name of artists and metadata or unique ID.

m) The MAM should support file import form one defined area and export to another defined area by using (FTP) File Transfer Protocol.

n) The MAM should store the low resolution material and high resolution copies in the central storage area.

o) Ingest, metadata creation, SMPTE metadata supports, asset view, low res. Browse & playback, intelligent search including Boolean and refined search, asset instances supports are some of the important & essential functions. However, for the intended turnkey solution a comprehensive suite of all relevant software should be offered.

p) The MAM system shall update its database as soon as the notification for metadata updating is received from the ingest system.

q) The MAM should support creation of high resolution and low resolution copies. The low resolution copy should be accurately frame and Timecode

synchronized with the high resolution content. In addition, the system should provide the capability of creation of thumbnails and sub clips based on automatic scene detection.

r) The MAM should support tight integration with Final Cut Pro and QuickTime based systems. Metadata should be exchanged and shared between Final Cut Pro and the MAM and vice versa.

s) The required number of software licenses should be offered essentially.

t) The offered MAM software should works on a stable operating system platform like Windows, Linux, Mac OSX, etc. The offered MAM solution should provide cross platform support for both Windows and Mac clients.

u) The cost of additional licenses for Ingest, Browse/Catalogue users etc. should be quoted separately.

6.2 Ingest System

The remainder of this section (Section 6.2) outlines the requirements for the Media Ingest System.

The ingest system should be user friendly and offer the following features:

a) The offered ingest systems should be based on standard PC platform loaded with ingest software. All ingest functions should be via graphical user interface.

b) The ingest software should provide a seamless integration to the MAM software

c) The offered system should be capable of handing four (4) Ingest channels, two will be for Betacam format sources and the remaining two will be for content based on other formats. The two other ingest channels should use IEEE 1394 firewire protocol for ingestion.

The Betacam VCR will be provided by CEC.

d) Ingested video for both digital and analog sources will be archived in a digital file format. At a minimum the following output Codecs must be supported – DV25/50 DVCPRO25/50, MPEG-2, AVC/H.264, WM9/VC-1 up to 50 Mbps. Both I-Frame and GOP formats are required provided the codec offers native support.

MXF wrapping for MPEG-2 is required

e) The system must provide the ability to add new codec’s at any time

f) The system should also provide a Copy to Recorder (print to tape) for export of material back to recorder (if required).

g) The ingest VCR machines should be remotely controllable for the ingest operations for their individual workstations through GUI and relevant remote control cables.

h) Manual or semi-automatic ingest should be supported. Provision of QC should be available ingest system.

i) The ingest system should communicate with the media asset management server the details like start/status/end of ingest, retrieval and modification of metadata for all events being ingested.

j) The system should provide play out functionality for viewing the selected high resolution mezzanine material from storage.

k) Each ingest, terminal should preferably manage two ingest channels to facilitate simultaneously controlling of two ingest sources/channels by a single user.

6.3 Transcoding System

The remainder of this section (Section 6.3) outlines the requirements for the Transcoding System.

a) The Transcoding System should provide the ability to ingest the Mezzanine content from Storage and automatically Transcode this into low resolution formats including, but not limited to, AVC/H.264, WM9/VC-1 and MPEG 2 at variable resolutions and bit rates. Formats, bitrates and resolutions should be selectable by the user.

b) The system must provide the ability to add new codec’s at any time

c) The Transcoding system should be faster than real-time and designed in such a way that the complete Transcoded low-res material should be available within one hour of the ingested full resolution content in the peak load condition. The bidder should explain the calculations undertaken to achieve this workflow for justifying the number of Transcoders required. Each ingested program can be taken as 1-hour duration for calculation purpose.

d) While Transcoding, it should be possible to extract the embedded audio tracks into separate audio files of standard formats.

e) The Transcoders should not impose limit on the size of the video clips.

f) The facility to simultaneously extract keyframe images while Transcoding should be available on fixed intervals of the ingested clips.

g) The MAM software should facilitate advance queue system to ensure effective utilization of Transcoders.

6.4 Browsing, Search and Retrieval

The remainder of this section (Section 6.4) outlines the requirements for the Media Asset Management Browsing, Search and Retrieval functionality.

a) The Supplier should offer four (4) workstations based on standard PC platform with graphical user interface. This should facilitate various functions like low resolution browsing, searching and cataloguing of the contents being created or already existing in the On Line storage of the system. In case of the content backed up to the Offline storage, appropriate location link should be generated.

b) One (1) workstation must be a Laptop or Portable terminal.

c) The browser should invoke the proxy media player to view the low res. Content stored in H.264/WM9 format. The browsing software should provide all

the standard operational features of the media player like play, pause, stop, fast forward, skip to begin/end, skip to time-code, skip configurable (number of frames forward/backward), jog and shuttle.

d) It should be possible to resize the video display area, reconfigure the screen layout and the audio can be activated or deactivated by the user.

e) Each browsing workstation should be provided with LCD/TFT monitor and a high quality headphone to facilitate the user the listen to the audio of the ingested content. The browsing workstation should have at least 1 GB of high speed RAM & adequate local storage.

f) The browsing software loaded in all workstations should be an integral part of the MAM software and facilitate browsing, cataloguing, search & retrieval applications. The offered system should support up to concurrent 100 browse users.

g) This software should facilitate creating & editing the metadata for the ingested low resolution content. The metadata can be quite comprehensive and hence the software should permit the expansion of the data structure of the database. It should have the flexibility for the CEC users to define their own metadata fields in addition to the MAM’s standard metadata database.

h) It should also be possible to import metadata and store in the offered MAM’s database after adding newly created metadata to the imported metadata.

i) The MAM software should facilitate the browser to make rough cut defining mark in, mark out and capable of sequencing various clips from the ingested contents.

j) In addition to the above browse terminals, the firm should envisage an additional workstation for carrying out works like system administration, system configuration and quality check of the ingested contents.

6.5 Storage System

The remainder of this section (Section 6.5) outlines the requirements for the Storage Requirements and as indicated in section 5 (f) above.

a) The firm should offer on-line storage capacity of 25 TB of usable capacity after Raid configuration. The storage requirement for the system software, application software and other management software should be provided additionally.

b) The HDD drives should be of Enterprise class confirming to the latest HDD Specifications with Native Command Queuing (NCQ) feature. The HDD should have very high MTBF ratings.

c) The storage subsystem should have at least four 2 GB host side FC ports with native support for point-to-point, SAN fabric and FC-AL.

d) The storage subsystem should have Dual active-active RAID controller. It should have a minimum Controller cache of 512 MB per controller.

e) The storage system should have sustained read/write throughput of 150 MBps in the offered storage configuration. Industry/third party benchmarks in this regard should be provided in the literature.

f) The storage system should use hardware RAID controller and the controller failure must be transparent and automatic.

g) The offered RAID system should support RAID 0, 1, 3, 5, 10 across dedicated physical disk group and must be able to RAID across different capacity hard disk.

h) The storage system should be configured with 2 Global hot spare HDD for rebuilding during drive failures.

i) The storage system should have automatic drive failure detection and rebuilding feature.

j) All the replaceable components like Drives, Controller, Battery, Power Supply and fan should be hot swappable.

k) The online storage should be expandable to at least 25 TB in the same chassis.

6.6 Storage Management System

The remainder of this section (Section 6.6) outlines the requirements for the Storage Management Software Requirements.

a) It should support Dynamic Array Expansion where new hard disk capacity can be added to select individual RAID array.

b) It should support Dynamic Volume Expansion where capacity of individual selected LUN/volume in a RAID array can be expanded or increased.

c) It should support Dynamic RAID level migration, Dynamic Segment size changing of a logical drive and Dynamic Defragmentation without shutting down the system.

d) It should support Dynamic storage expansion to facilitate capacity growth.

6.7 Near Line Storage

The remainder of this section (Section 6.7) outlines the requirements for the Near Line Storage Requirements

a) The firm should offer a robust, reliable near line storage solution essentially with open standard data tape technology that can archive the data in small time window.

b) The storage should have high read/write reliability with high data throughput.

c) The firm should offer necessary cleaning cartridges and other accessories essentially required for the near line storage media.

d) Necessary tape management software and licenses for the same should be offered.

e) The offered near line storage should have at least a dual drive with minimum 16 cartridge slots. The sustained uncompressed data transfer rate should be 100 MBps or more. The supported native uncompressed cartridge of minimum capacity should be 400GB or more.

f) The offered storage solution should be capable of upgrading to next generation and should be backward compatible.

6.8 Hardware and Network

The remainder of this section (Section 6.8) outlines the Hardware and Network Requirements.

a) The server sizing should be done carefully to support peak load conditions and taking into account 50% increased system load. Server should no way become the performance bottleneck. The bidder should explain the server sizing calculation undertaken.

b) All servers, workstations, network components and storage system should be industry benchmarked and proven device reputed for robustness and reliability.

c) They should meet the latest hardware technology developments and meet high end system specifications, employing new generation technologies.

d) The memory, bus speed and I/O performance of the hardware should be adequately oversized to meet the increased needs in the short term and contribute towards performance improvements. This should be elaborated.

e) Although, no equipment level (Server, Switches, Storage array box) redundancies have been envisaged, the component or subsystem level redundancies are implied. (e.g. redundant power supply, fan, RAID controller in the storage array etc.)

f) All the necessary operating system and platform software with full licenses should be offered in original CD / DVD media to make the system complete in every respect.

g) If any other items are considered additional, the firm should offer under optional items.

h) The network architecture of the system should be Gigabit Ethernet based for Ingest & Browse terminals. The storage subsystems including on line storage array & data type drive should be interconnected with servers in a fiber channel network.

i) The network component should have adequate buffering on channels and should meet integrated highest quality & performance benchmark.

j) The fiber switch & necessary HBAs in the servers should be of internationally reputed make for reliable operation.

k) The RAID controller should have high cache memory (battery backed) for achieving rated sustained performance.

l) The firm should offer a 1200 x 1200 dpi Black & White laser printer similar to HP LaserJet 1320tn for printing Metadata information.

m) The maximum distance between the Browsing/Cataloging workstations to the MAM equipment may be taken as 50 meters. However, the firm has to quote cost for the networking interface cable/installation on per meter basis. The exact length of the requirement of the cable will be decided at the time of placing the order.

7 Technical Specifications

Hardware must be procured from internationally reputed manufactures with service and backup facilities throughout India.

7.2 Ingest and Browse Workstations

8 Accessories

All the software in full should be supplied in original licensed to Consortium for Educational Communication with full hard copy documentation.

9 Documentation

The equipment should be supplied along with the User guide & technical manuals for operation & maintenance. One copy of the above manuals should be supplied along with the tender for technical evaluation purposes. One set of the manuals against each equipment supplied should be enclosed along with the tender for technical evaluation. Offers without the manuals for evaluation are liable to be rejected. Cost if any, for Operation and maintenance manuals pertaining to all the equipment may be indicated separately. The exact quantity of operation and maintenance manuals shall be communicated at the time of placing the order to successful tenderer.

10 Training

The system envisaged is sophisticated and requires training for operation and maintenance. Three types of training is essential namely Introductory Training for the Senior officers of CEC for a duration of 2 days, Administration and system support training on System Architecture, System configuration, Maintenance & Hardware support to a core team of five members for a duration of 2 weeks and Operators Training to ten persons for a duration of 1 month at the installation site immediately after the commissioning of the system. Accordingly necessary resource person(s) is / are required to be deputed for imparting training as well as operational support for a period of one year. The complete cost towards this training and operational support should be quoted separately.

11 Spares

The firm should quote for all the essential spares that are required for the smooth functioning of the system for at least two years after the guarantee period is over.

12 Price

The Tenderer must quote separately item wise price of all the items that constitutes the system. Prices of all the optional items should also be quoted separately.

13 Guarantee

The System components including hardware & software should be guaranteed for two years of trouble free operation from the date of commissioning. Any failure within two years after the commissioning of system should be replenished free of cost. All the software up gradation during the guarantee period should be supplied free of charge.
