Message from the Board Chair

The Annapolis Valley Regional School Board believes in “Working Together for Students.” AVRSB Board members and staff are committed to working with you to provide a positive and safe school environment where students are successful.

“Working together” is the reason behind this guide. We hope the information provided here will help you take an active role in your child’s education. I encourage you to take part in events at your school, talk to your child’s teacher, and get involved in your school’s Parent/Guardian School Organization, School Advisory Council, or Home and School Association.

Registering for school

Registration for Grade Primary at AVRSB schools takes place from January to May of each year. Each school also organizes orientation days for children entering Grade Primary and their families. To register, contact your local school.

If you are new to the region, contact the school serving your new address at any time during the school year to register your children. During the summer, school offices open five business days before the first day of school.

How to find your school

To find out which school catchment area serves your home address, please contact the Transportation Department at (902) 538-4641.

Your School Board 2013-2014

To register for Grade Primary, a child must reach her/his fifth (5th)

birthday on orbefore December

31 of the year they enter school.

Student Transfers

If you wish to send your child to a school other than the one serving your home address, AVRSB has a process to apply for student transfer. A transfer request is not automatically approved—it will be considered according to certain guidelines. If your request is approved, you are responsible for arranging transportation to and from school.

To start the process, contact your local school. Guidelines for student transfer and the “Request for Student Transfer” application form are available from your local school, and at www.avrsb.ca/content/forms-and-documents.

For information on school bus routes, bus stops and schedules, contact the AVRSB Transportation Department at (902) 538-4641. You can also contact the office at your child’s school for this information during the school year.

Storm Days and Weather Information

The decision to cancel or change bus transportation and/or school schedules is taken very seriously, and we appreciate that changes like these have an impact on your family.

Safety is always our first priority.

Any cancellations or changes due to road or weather conditions are announced in several ways:

- Radio (AVR network, Magic 94.9 FM, K-Rock 89.3 FM and CBC Radio 1 in Halifax)- Television (ATV News/Breakfast Television)- Websites (www.avrsb.ca and radio station websites-- http://avrnetwork.com, www.magic949.ca, www.cbc.ca/stormcentre/)

Decisions to cancel or change bus transportation and/or school schedules before the start of the school day are announced shortly after 6:00 a.m.

Parent/Guardian Concerns

If you have a concern about something at your child’s school, we want to work with you to have it resolved. We will make every effort to address your concern in a timely manner.

The first step is to contact your child’s teacher or the staff member involved. Most concerns can be resolved at this level. If you feel more action is needed, the next step is to speak to your child’s principal.

If the concern can’t be resolved at the school level, please contact the Supervisor of School Support Services at (902) 538-4745. If a resolution still can’t be reached, then please contact the Director of Programs and Services by calling (902) 538-4617. The last step in this process is to contact the Office of the Superintendent of Schools at (902) 538-4615.

Inservice Days/Early Dismissals

During the school year, teachers take part in some inservice, administrative and professional development days. These sessions help teachers improve the skills they use in the classroom. Sometimes, this means your child won’t attend school on a particular day, or your child may be dismissed early. Schools have built extra time into the school day to offset early dismissals, so students don’t miss instructional time.

Your child’s school will notify you in advance about inservice days, holidays and other special events. Check your school’s monthly newsletter or website for information.

French Immersion

AVRSB offers a regional French Immersion program. Students from any part of the region may apply to join the program. Contact any of the schools listed here for more information or to enroll in an immersion program.

If your child attends an immersion program outside of your community school, you are responsible for transportation to and from school.

Student Services/Special Needs

In AVRSB, we believe in inclusive education. This means providing not only the school programs and courses that meet Nova Scotia Department of Education Public School Program requirements, but also offering a range of specialized programs, services and supports to meet the needs of all students.

If you feel your child may benefit from extra support to succeed, please speak with your child’s teacher or principal.

Race Relations, Cross Cultural Understanding and Human Rights (RCH)

We all have a responsibility to treat each other equitably and with respect. We believe it’s important for students to develop an understanding and appreciation of diversity, and to help make our schools welcoming places for students of all backgrounds, cultures, races, religions, genders and sexual orientations.

The Student Support Worker Program and Native Student Advisor Program are in place to provide support for students of African or Aboriginal descent and their families. They help create a more positive schooling experience which encourages students to remain in school and achieve success.

We encourage students to self-identify their background, however this is voluntary. Self-identification helps us determine the best ways to direct resources and programming, and allows us to offer appropriate scholarships, equity programs/initiatives, and events geared towards specific populations.

Health Promoting Schools

One of AVRSB’s goals is to promote healthy and safe schools and work sites. The Annapolis Valley Health Promoting Schools Project has had a focus on supporting a healthy school environment by “making the healthy choice the easy choice” for students when it comes to physical activity and healthy eating. Recently, together with our partners in Health, we have expanded that focus under the title of “Healthy School Communities” to mental wellness and a more broad approach to supporting healthy activities in schools. Our schools involve students in education and events that support healthy choices. Examples include breakfast programs, access to good nutrition throughout the day, increased fruit and vegetable offerings on school menus, daily physical activity (including more before- and after-school activity options), non-traditional physical activities, mental wellness initiatives, and more.

iNSchool/PowerSchool

iNSchool is a province-wide program aimed at maximizing a central information system to support student achievement.

PowerSchool is part of iNSchool, a system our province has selected to manage student information. PowerSchool allows teachers and school administrators to manage student attendance, schedules, achievement and behaviour. This system includes an updated report card format that provides parents/guardians and students with a clear and accurate picture of the student’s progress and enables all schools in Nova Scotia to report on student achievement in a consistent way.

TieNet is the newest addition to the iNSchool system, providing a management system for students supported through Student Services. TieNet streamlines the provincial program planning process and organizes associated data so staff stays informed and students can get the support they need. The system allows staff across the AVRSB to collaborate and build documented supports to meet individual needs, and provides feedback to assess how the student is meeting their goals.

Freedom of Information and Protection of Privacy

All school boards in Nova Scotia are subject to the Freedom of Information and Protection of Privacy (FOIPOP) Act. The FOIPOP Act promotes openness and accountability in public organizations, and also sets out important rules for protecting the privacy of personal information about individuals. School boards also follow the Nova Scotia Student Records Policy.

Your School Board 2013-2014

What Does an Elected School Board Do?School Board members are elected to serve students. Their role is to make decisions in the best interests of all students and schools in the region, while making sure that resources are used efficiently and economically. The Board is responsible for planning, setting policies, representing the public, and system evaluation.

The Board is made up of 15 members. Thirteen are elected from each electoral district in the region, usually during municipal elections. Two members represent the entire region: one African Nova Scotian representative elected by eligible voters across the region, and one Mi’kmaq representative appointed by the Minister of Education.

The Superintendent of Schools reports to the elected Board. The Superintendent is responsible for day-to-day operations of school board offices and public schools in the region, as well as supervision of all school board employees.

Our Goals and PrioritiesEvery year, school boards in Nova Scotia submit a business plan to the Department of Education, outlining the school board’s finances and operations, and its goals and priorities for the year. For 2013-2014, AVRSB is continuing to focus on three goals, with specific priorities for each:

Enhance Race Relations, Cross Cultural

Understanding and Human Rights

- Target up to 1FTE to provide additional allocation where re-quired to enable high schools to offer ACS 11, MS 10 and ACL 12.

- Ensure that administrators, board members and employees engage in professional develop-ment/training to increase their awareness of and commitment to RCH.

Promote Safe and Healthy Schools and Worksites

- Establish a new SchoolsPlus site in West Hants

- Collaborate with partners, strengthening support for issues of mental health and wellness.

Board and Committee Meetings

Regular Board MeetingsThe full Board meets on the first Wednesday of every month during the school year at 7:00 p.m. in the Board Room on the second floor of AVRSB’s regional office (121 Orchard Street, Berwick). In July and August, meetings are held only if required. If a special meeting is scheduled or if a meeting is happening at a different location, this will be announced at www.avrsb.ca. A public forum takes place at the end of each regular Board meeting.

Annual Board MeetingThe Board holds its Annual Board Meeting in November. At the Annual Board Meeting, board members elect a Chair, Vice Chair and third member of the Board executive. A nominating committee is also formed to recommend a new slate of Board members for standing and other committees. The Board presents its Annual Performance Report and reviews the appointment of a solicitor and auditor for the Board.

Every regular Board meeting ends with a public forum where any individual is welcome to speak. You or your group can also send written correspondence for Board or Committee consideration.

A person or group can arrange to appear before the Board or a Committee of the Board to express opinions or concerns, or to make proposals on any issues within the scope of the Board or Committee in question. Here’s how to do it:

- Contact the Board Secretary at (902) 538-4675 or [email protected] at least seven days before the meeting at which you want to appear. Provide written notice of your intent to appear, and the reasons for your presentation. The Board Chair will determine which meeting is appropriate for your presentation, and the Board Secretary will confirm the time and date with you.

- Almost any topic can be addressed at a public board meeting, except for labour negotiations, legal matters, personnel matters and discipline issues. Contact AVRSB’s Regional Office at (902) 538-4600 or 1-800-850-3887 to be directed to the correct department for these topics.

- If presenting as a group, you can appoint up to two spokespeople. The spokespeople can present for a combined total of 10 minutes. After your presentation, Board members may ask questions for clarification.

- Once you or your group have made a presentation, you must wait six months before making another presentation on a similar topic to the Board. If the topic is urgent, the Board may amend this rule.

- Generally, a decision on the topic of your presentation is not made at the same meeting. You or your group will be notified later if any decision has been made related to your presentation.

Get Involved!

As part of AVRSB’s vision of “Working Together for Students,” we encourage you to get involved in your child’s education.

Volunteering in Schools

Most schools have volunteer programs, and welcome the contributions of volunteers. To volunteer, contact your school principal. The principal will let you know what volunteer opportunities are available, as well as the responsibilities and expectations involved.

If you are volunteering in a role where you will have access to students, a screening process is required to ensure student safety. Two security checks are necessary: a Child Abuse Registry Check and a Police Records Check. A Child Abuse Registry form is available at www.avrsb.ca/content/forms-and-documents, and the AVRSB Human Resources (HR) department can provide a letter to present to the RCMP for your Police Records Check.

School Advisory Councils, Parent/Guardian School Organizations and Home and School Associations These groups help connect parents/guardians and school community members with their school, and provide valuable input to the school. Most School Advisory Councils, Parent/ Guardian-Teacher or Parent/Guardian-Teacher-Student Associations and Home and School Associations meet monthly. Contact your school to find out more about its parent/guardian school organization.

School Advisory Councils (SACs) are volunteer organizations whose duties and authorities are embedded in the Nova Scotia Education Act. SACs are composed of parents/guardians, staff, community members and, where appropriate, students. Their purpose is to provide advice to principals and the school board in the best interest of students.

Home and School Associations promote communication and collaboration between parents/guardians, teachers and school administrators on issues affecting the school and education. The Nova Scotia Federation of Home and School Associations represents Home and School Associations in the province, and many AVRSB schools are members. For more information, visit www.nsfhsa.org.

Parent/Guardian-Teacher and Parent//Guardian-Teacher Student Associations exist to support schools, encourage community involvement, communicate with teachers, and organize family events.
