There will be total 13helipads constructed during the 12th

Five Year Plan, of which 01 inBaratang Island will be constructedduring the current year 2013-14.

Mr. Singh added that theBaratang helipad is expected tocome up by March, 2014.

The other places which areto have the helipad facilities are LongIsland, Strait Island, NarcondumIsland, Smith Island, InterviewIsland, Landfall Island, East Island,Hanspuri, Rutland, Afra Bay inGreat Nicobar, Makachua in LittleNicobar and Tillonchong Island.

The technical feasibilitystudy for construction of helipadsat these locations has already beendone by a special team comprisingof officials from DGCA, PawanHans, Civil Aviation, A & NCommand and APWD.

Besides, a civil air terminalwith facilities like parking bays forcivil aircrafts & helicopters, hangarand passenger waiting hall will beconstructed at the Air Force station

in Car Nicobar for facilitatingcivilian passenger movement.Similarly, civil air terminals at theNaval Air Station at Campbell bayand Shibpur will also beconstructed during the 12th FiveYear plan.

“The Administration alsoendeavours to improve the seaplaneservices by inducting a twin engineseaplane which will have moreseating capacity and endurance tooperate to far flung Islands in theNicobar District.

The tender for this hasalready been floated and expectedto be finalized by April, 2014. Thefloating jetties meant for seaplaneat Havelock, Hut Bay, Diglipur andNeil Island are being upgraded.Also new floating jetties will beconstructed in the Islands locatedin Nicobar District so that seaplaneservices could be introduced todestinations in Nicobar District atthe earliest.

A CRJ aircraft will also besoon operational between Port Blair& Car Nicobar as a DGCA team isvisiting Car Nicobar on 14 th

January, 2014 to conduct safetyaudit.

With all these facilitiescoming up shortly, will give a newdimension to civil aviation in A &N Islands,” he said.

EDITORIAL.....An undiplomatic affair

Khobragade episode snowballed becauseIndia-US relationship really decayed underUPA-II

How long will the DevyaniKhobragade episode trouble the India-USequation? From the trivial (restrictions onAmerican Embassy Club in New Delhi) tothe serious (cancellation of official visitsand disagreements on a negotiated settle-ment), the issue has snowballed. Even ifthe immediate matter is sorted out, a largerparalysis could well extend into the secondhalf of 2014.

Frankly, it is necessary to assesswhat went wrong in the past two or threeyears. The controversy surrounding thearrest in New York was, after all, a culmi-nation and a symptom of a problem thathad gone untreated for much of UPA-II.

There are lessons here for bothsides. In the aftermath of Khobragade's ar-rest and the counter-reaction in New Delhi,many American media commentators haveupbraided India for not behaving like a 'ma-ture democracy'. Strictly speaking, this isunfair.

If democracy entailspolicymaking that must be responsive topublic and electoral sensitivities, then theIndian government couldn't really have acteddifferently. This is not to suggest diplo-macy must be surrendered to street rheto-ric and visceral emotion. It is only to con-tend that as India's polity has become morefragmented and as electoral competition hasintensified, sources of foreign policymakingtoo have multiplied.

A variety of domestic constitu-encies — many of which only had a pe-ripheral foreign policy role 20 years ago —now influence the external affairs ministry(MEA). These range from a loud media,particularly news television, to middle-classopinion that can be overdone but is diffi-cult to entirely ignore. Finally, there are stategovernments and regional voting groupsthat come into play.

In the India of 20th century,MEA was autonomous of such civil so-ciety pressure. Today, it is not so. TheAustralians (after anti-student violencein Melbourne) and the Chinese (after anyborder incursion) have learnt this thehard way. Washington, DC considereditself largely immune to such factors.The December blow-up has proved oth-erwise.

A generation ago, a pragmaticAmerican politician famously said, "Allpolitics is local." It would be unreal toexpect 'local' issues will not affect howpoliti-cians in a democracy look at a dip-lomatic challenge. If domesticfactors can harm India-US ties, it is neces-sary to encourage countervailing domesticfactors that can remedy this damage. HereIndia needs to do some course correction.

If the US State Department eas-ily gave permission for an Indian diplomatto be taken into custody, it reflected a lackof urgency to the India relationship. It spokeof blurred communication channels, ofteninformal and going beyond the confines oftyped letters but meaning so much in dip-lomatic engagement.

Frankly, the embassies in Wash-ington, DC, and in New Delhi have hadbetter years than 2013. To be fair, thosewho serve in these embassies argue theyhave been constrained because there is noenthusiasm for the relationship in their re-spective national governments.

A critical drag has been India'slethargy in economic decision-making. Presi-dent Barack Obama took office in 2009 notas a grand strategist with any abiding inter-est in India but as a transactional presidentwho thought of jobs and economic benefit.To some degree, his goals were never goingto be compatible with India's. Neverthe-less the UPA government didn't help byputting economic reforms on the slowburner and downsizing GDP growth.

In turn, a sliding economy gaveIndia less space for strategic thinking and,for example, a maritime role in SoutheastAsia that may have brought it to WhiteHouse's attention.

Finally, cussed reversals in taxand trade policy caused a situation whereIndia was and is being (overstatedly) pillo-ried on its intellectual-pro-perty record evenby companies that had invested heavily here,and by a US IT industry that was once itsgreatest champion.

None of this led to the arrest ofDevyani Khobragade. All of it made it lesslikely that red flags would be raised whenpermission was sought for arrest. Indianeeds to ponder that.

NEW DELHI: India's mostwanted terrorist DawoodIbrahim is in Pakistan andjoint efforts with the USwere being made to nabhim, Union home ministerSushilkumar Shinde said onFriday.

"As per our infor-mation, Dawood is in Paki-stan. When I went toAmerica last year to discussinland security, I met the At-

torney General who looks afterthe FBI.

"I talked to him and wedecided that we will pass what-ever information we have onDawood amongst each other. Wedecided we will make joint ef-forts," Shinde said when askedabout the whereabouts ofDawood who is wanted in a num-ber of cases by Indian agenciesincluding the 1993 Mumbaiblasts.

The minister was ad-dressing his monthly press con-ference.

The home minister, onthe same question about Dawoodlast year, had said all such wantedelements will be brought back"one by one".

"All will come. Justwait," he had said.

Dawood, who heads avast and multifaceted illegal busi-ness, has emerged as India'smost wanted terrorist after the1993 Mumbai bombings, which

he allegedly organized and fi-nanced.

An Interpol red cor-ner notice is still pendingagainst him.

According to the US,Dawood maintains close linkswith terror outfit al-Qaida. Asa result, the US declared him a"global terrorist" and pursuedthe matter before the UnitedNations in an attempt to freezehis assets across the world andcrack down on his operations.

During the tenure ofShinde as home minister, se-curity agencies successfullybrought back several wantedterrorists including SayedZabiuddin Ansari alias AbuJundal, key plotter of Mumbaiattack terrorists FasihMahmood aka FasihMohammed, Abdul KarimTunda and YasinBhatkal.Shinde became thehome minister on July 31,2012.

The Port Blair Mu-nicipal Council is organizingthe Civic Reception in a verygrand and befitting mannerreflecting the true spirit of A& N Islands to honour the

President of India. During theCivic Reception , there willbe a15 minutes cultural eventin which more than 1000school children will be per-forming dances representingthe multi cultural environmentprevailing in A & N Islands.

The President of In-dia will also be addressing thegeneral public on the occa-sion. The District Administra-tion on behalf of the A & NAdministration extends awarm welcome to all the gen-eral public, Govt. officials,teachers, students and par-ents to come and witness andmake the event even more

colourful and successful. Allthe arrangements for com-fortable seating have beenmade including two giganticLED screens for live castingthe entire event in the stadium.

The fire displayworks by the Naval Ships onsea behind Rajiv Gandhi Wa-ter Sports Complex will be anadded attraction to the CivicReception. Diglipur TZ demandsPongal as Public Holiday

Diglipur, Jan 10: TheTamizhar Sangam, Diglipurhas requested the Lt. Gover-nor to declare Pongal as Pub-lic Holiday in Andaman andNicobar Islands.

In a letter addressedto the Lt. Governor the Presi-dent of Tamizhar Sangal

Digipur said that Id-ul-miladfalls on same day of 14thJanuary 2014 as Pongal /Makar Sankranti but holidaywas not declared for Pongal.

“Pongal and MakarSankranti are celebrated withmuch gaiety among Tamiliansand other South Indians alongwith other North Indians,” thePresident Tamizhar Sangam,Diglipur added.
