felonies in Alfalfa County Oct. 22-25.On Oct. 22 Latisha Marlene Fitzwa-

ter, 20, Kiowa, Kan., was charged with possession of a controlled dangerous substance. On Oct. 14 at 12:16 p.m. OHP Trooper J. R. Robertson stopped a vehi-cle that was driving over the center line. He reported seeing a man reaching over the driver from the back seat. According to documents on file, Fitzwater was the driver and the trooper noted that her pu-pils were dilated. In her purse he found several items including a digital scale and a zip lock bag with a crystal-like sub-stance. Fitzwater said the substance was methamphetamine. Fitzwater has also been charged with driving while under the influence of intoxicating substances and unlawful possession of parapherna-lia, both misdemeanors.

On Oct. 24 Amy Lynn Webb, 33, of

Hopeton, was charged with uttering a forged instrument. On Oct. 17, Carol Jackson of the Farmers Exchange of Gol-try contacted the Alfalfa County Sheriff’s Office about a check written to them for $73.00. She said a woman driving a Lin-coln Town Car with a broken tail light and a bungee cord holding down the trunk had bought gas and wrote the check. She later called Hopeton State Bank and learned that the checking account of Es-tel Haltom, Dorothy Richardson House-hold, was closed and both people were deceased. Sheriff Charles Tucker later talked to Woods County Deputy Ethan McOsker and learned he had arrested Amy Webb driving a car of the same de-scription with the same license number.

On Oct. 25 Vincent Derrick Lowden, 23, Arkansas City, Kan., was charged with driving while under the influence of intoxicating substances. On Oct. 24 about 8:30 a.m. Alfalfa County Deputy Blake Trekell had to leave the roadway after meeting a vehicle that was left of center. He stopped the vehicle driven by Lowden and described the driver as being disori-ented and having a strong odor of mari-juana. When questioned, Lowden said he had smoked some of “the fake stuff” on his way. Trekell found one empty and one partially full package of a synthetic drug, two pipes and a can that had been used for smoking. Trekell found Lowden had previous offenses relating to drug charges in Kansas.

Chesapeake Energy and Oklahoma Blood Institute (OBI) are partnering for a blood drive Thursday, November 1, to help save the lives of those in area hospi-tals. The drive will occur from 8 a.m. to 2 p.m. at 32744 State Highway 45, Way-noka.

One blood donation can save as many as three lives. Yet, it typically takes only an hour to give blood. This brief act of community service can make a major, life-saving difference.

People 16 years and older are usu-ally able to give. During November, each blood donor receives the choice of an OSU or OU Bedlam blood donor T-shirt

and a chance to win a pair of tickets to the 2012 Bedlam football game.

If donors prefer, they can forgo the T-shirts to support the Global Blood Fund. Oklahoma Blood Institute will redirect funds for the shirts to this charity assist-ing blood centers in developing countries.

Donors with Oklahoma Blood Insti-tute provide every drop of blood needed by patients in more than 140 Oklahoma medical facilities. This includes all hospi-tals in metro Oklahoma City.

Appointments are not required, but can be made by calling Oklahoma Blood Institute at 877-340-8777 or visiting obi.org.

FFA members attended the 85th Na-tional FFA Convention in Indianapolis, Indiana. The members attending were Jillian Whipple, Kaylee Tyson, Hannah Darr, and Layne Meriwether. The theme for national convention was “Grow.”

From the entire nation, four FFA members were chosen to compete for a national title in the Proficiency Area of Beef Production Entrepreneurship. Oklahoma was represented by Wayno-

ka’s Layne Meriwether. He placed 2nd in the nation.

A highlight of the convention in-cluded listening to the keynote speaker, Olympian and cancer survivor Scott Hamilton. He shared his inspirational life story of overcoming many obstacles and having a positive attitude.

They also attended workshops and listened to other speakers, gaining knowledge and new ideas. Members are excited to share and implement the new ideas to help their local chapter “Grow!

ting business today, October 31st. We really hate that, be-cause we’ve got eleven years of his-tory with them and they treat us excel-lently. However, the firm from which they buy their server space recently dou-bled their price, and it is not practical to

stay in business. (That is a puzzlement to me, because costs per gigabyte of storage are going down every month. The boss at MyWebPal thinks they sim-ply don’t want their business anymore.)

The newspaper web-hosting busi-ness pretty well got set in stone about a dozen years ago. Web Service vendors would show up at the state press asso-ciation conventions and tout the advan-tages of utilizing their service. So, most everybody made their vendor selection back then.

Now we don’t see those vendors any more since selections were made a long time ago, and no one wants to change providers because it is too big

Changes for AlvaReviewCourier.coma hassle.

We have been very satisfied with MyWebPal, and have been one of their highest volume customers as far as web traffic. The boss of the firm, Jim Myles, says the Alva newspaper has provided them with some of their best ideas, such as immediate email reports to an advertiser when someone clicks on a banner button. That way the advertiser knows someone is actually looking at their ad page or web site.

We have contracted with another firm to host our web site: TownNews.com. It is a huge outfit serving over 1500 newspapers. I think MyWebPal probably had a dozen newspapers they served from their Moberly, Missouri location. I have discovered the new provider, while very customer oriented, is going to take a long time to get us up and going on their servers. You might think of the turning radius of a row boat compared to that of a battleship.

Well, we have enormous daily traf-fic and don’t want to lose that momen-tum. So we (mainly Paula Oakes) have configured a web site that is somewhat similar in appearance to our current one. All the banner buttons work as usual, along with the large Medical

Guide. Our Voped video library of lo-cal videos will still be at the top and is in place and working. Most of the fea-tures in our left menu are working.

What won’t be working for awhile is “reader comments.” We may place a “blog” on the site where comments can be made, but they won’t be underneath each story.

Also, uploading news and sports stories will be considerably more dif-ficult for our staff for awhile. Although we have one feature that is better than on our old site. There is a live stream-ing portion that we can easily post pho-tos and text from our smart phones. I experimented Friday night by taking a picture of the scoreboard at Rangerfield field. Whatever you type in the subject line of the email becomes the headline. Then you can write your text in the message area.

Hit send, and a few minutes later the photo, headline and text is auto-matically on our web site. I think this means we’ll have considerably more short updates during the day.

I understand that most of the News-gram readers seeing this could care less about who provides the inner-workings of the newspaper web site. However, there will be a lot of unexpected prob-lems for awhile, and we ask you to bear with us as we solve them.

Our previous provider, MyWebPal, provided exemplary service and rarely did a problem exist for more than a few minutes. We are not nearly as smart as they are, and I fear our problems may occasionally take days to remedy. So please be patient.

So we ask for your patience as we do our baby steps at getting back to where we are today.

ceremony for a new Kiowa District Hos-pital, the hospital board held their regular October meeting in the evening.

All board members attended, includ-ing President Zack Odell, Robert Arm-bruster, Dan Lukins, Robert Stark and Lori Schrock. Also seated at the table was CEO Aldeen “Van” Vandeveer, CFO Janell Goodno, Coordinator of Develop-ment and PR Director Brenna May, Hos-pital DON Tammy Blake, Manor DON Nicole Tronsgard and assistant DON Jan Smith.

The meeting opened with Todd Cun-ningham of MW Builders, who is con-structing the new hospital. He said they take periodic snapshots to see where they and the design are, relevant to the budget.

“It’s an opportunity to make correc-tions,” Cunningham said.

He said the most recent snapshot shows costs are up about $300,000. “We need to correct the design. It’s up to us to get the cost back down,” Cunning-ham said. So far they’ve generated about $265,000 in savings, he said.

The builder listed some reasons costs increased, such as needing eight inches of concrete to bear the weight of the struc-ture, which is more than first thought; in-creased costs of bringing utilities to the site; etc.

Cunningham listed some of the major items they’ve already changed to offset costs, such as: reduce size of mezzanine; go to a single-pitch roof; flooring finish alternatives; different light fixtures; use aluminum instead of cooper; and more.

Cunningham estimates that in six weeks they’ll have 100 percent com-pleted drawings. Within four weeks after that, the builder expects to have bids in hand.

Coordination of equipment place-ment must be determined soon so electri-cal outlets are precisely located. One of the biggest equipment placement issues is the CT machine so the room can be properly shielded during construction.

Discussion of access to city water lines and an electrical transformer en-sued between the board and architect Tod Ford. Discussing the electrical trans-former from AEC needed to carry the load, board wondered if they can go with a 1500 amp instead of a 2500 amp in a

cost saving effort. Hospital and Manor Statistics and

Financials CFO Goodno presented monthly fi-

nancial and statistics for the hospital and manor. With the federally-mandated con-version to Electronic Health Records to Nextgen this summer came many prob-lems with financial issues.

Vandeveer told the Newsgram that although the hospital has completed the “meaningful use phase” of the records conversion, which involves a Medicare audit, they’ve not yet seen any govern-ment financial reimbursement for the over half-million dollar cost that came from hospital accounts. The CEO said he anticipates a 45-50 percent reimburse-ment.

During the conversion, the ability of the hospital’s business office to submit Medicare claims was totally interrupted, Van said. So the financial records for August and September have very little Medicare reimbursement.

Also, as accounting was able to start generating financial reports after the con-version, monthly amounts were unevenly recorded. For instance, August financials showed the hospital in the black $190,489 and in September in the red $226,738.

For August the manor showed a loss of $13,010. September financials showed a loss of $54,091 for the manor.

Vandeveer said tax money comes to the hospital district at the end of the year. He said with tax revenue, Medicare reimbursement and the government re-imbursement for the Electronic Medical Records, the hospital is actually in good shape.

Until that money comes in, the board approved a cost containment plan for both the hospital and manor to slow down spending. That decision was made

at a special phone board meeting Sep-tember 26.

Goodno said, “September started out extremely slow,” but picked up some lat-er in the month. She described September as “the slowest month of the year so far.” However, she said, “October has been busy.”

The manor patient census was 24 in September. Tronsgard told the board they have the possibility of three new resi-dents.

More Board ReportsDON Tammy Blake said nurses un-

derwent several trainings and they’ve introduced Intermediate Swingbed at the hospital.

Brenna May thanked everyone for their flexibility earlier in the day when the groundbreaking ceremony for the new hospital had to be moved indoors at the last minute due to high winds.

May said the hospital foundation received additional donations totaling $33,500 at the groundbreaking. This puts the foundation’s donations well over the half million dollar mark, she said.

Vandeveer said the hospital received Shell’s donation of $15,000 to purchase emergency room equipment.

A new dietary manager for the manor was hired and will start working No-vember 1, Vandeveer said. She is Molly Layne who attended culinary training in Houston, he said.

Following an executive session, the board approved the monthly Risk Man-agement/Quality Assurance report.

Obituaries

DEANA MISETTE ‘MITSY’ DARRDeana Misette Darr, “Mitsy” 55, of

Tucson, Arizona, passed away on Tues-day morning, Octo-ber 16, 2012 in Scott-sdale, Arizona. Mitsy was born on May 13, 1957 in Liberal, Kansas to Robert D. White and Cosette White Abbott.

Mitsy grew up in Liberal, Kansas, and

graduated from Liberal High School, where she was a cheerleader and well known for her singing, lyric and instru-mental collaboration ability. She attend-ed Kansas State University and majored in music. She was active in her church and sang for many events. She married Terry R. Darr in 1977 and continued to actively pursue her passion of music. She performed with many well-known country bands and artists. Mitsy and Terry had three daughters, and Mitsy shifted her focus to them while they were young. She taught Sunday school for special needs children and helped

care for her brother with special needs. She was also a successful business woman. She opened and co-owned a modeling and talent promotion compa-ny. She teamed up with her husband and his construction business to do interior, architectural and home design. Together they built many beautiful custom homes throughout the Tucson foothills.

Mitsy is survived by her husband, Terry R. Darr; her daughter, Tera Frank and husband, Nicholas; daughter, Tiffi-ni Sheldon and husband, Robert and daughter, Talhia Darr; grandchildren, Lucas Frank, Presley Frank, Vivianne Sheldon and Arlo Sheldon; parents, Robert D. White and Cosette White Ab-bott; siblings, Mike White and family, Tricia McKee and family and Kali Smith and family. Mitsy is predeceased by her little brother, David Bradley White and little sister, Barbara Jean White as well as maternal and paternal grandparents.

Viewing was on Saturday, October 20, 2012 at East Lawn Palms Mortu-ary. Service was on Sunday, October 21, 2012 at 4:00 p.m. at The Journey, Tuc-son, AZ 85718. Services was also held in Liberal, Kansas on Wednesday, October 24, 2012 at Central Christian Church.

Nelson will be 2 p.m. Wednesday, Oc-tober 31, 2012, at the Alva First United Methodist Church with Pastor Terry Martindale officiat-ing. Interment will be in the Alva Mu-nicipal Cemetery under the direction of Marshall Funeral

Ruby Candace Nelson, 101, wife of the late Anthon Nelson, passed on peacefully from this life on October 27, 2012, in Onancock, Virginia. Born July 24, 1911, in Edith, Colorado, she was the youngest of five children born to the late Gasham and Jettie (Arrowsmith) Hart. Ruby was preceded by all her siblings, Roland and Ted Hart, Thelma Hart McKinley, and Jessie Hart Bridges.

Ruby’s early childhood was lived in Hart’s Canyon, New Mexico, a remote area along the Chama River. Ruby has documented her life there as well as her subsequent youth in Montana, and her early married life in Oklahoma in a series of short stories, fascinating mem-oirs of an era long past.

Ruby graduated from high school and college (then called Normal School), in Alva, Oklahoma, with a life-time teacher certificate.

She taught school for two years, married Anthon in 1932, and devoted herself to the rugged career of the hard-working farm wife. She was always ac-tive in the Methodist Church, and par-ticipated in numerous civic and cultural organizations.

She enjoyed sewing clothes for her family and friends. She grew and put up fruits and vegetables from her garden, and she was famous for her homemade bread, but most especially for her cinna-mon rolls, which she baked weekly and shared with one and all for 80+ years. She loved family get togethers, and her birthday party celebrations most of all. She was hard-working and an early ris-er, but oh how she loved her naps!

Burial will follow at Good Hope Cemetery south of Helena, with arrange-ments by Lanman Funeral Home, Inc. of Helena. Viewing will be Wednesday at the funeral home in Helena from 10 a.m. until 8 p.m. with the family present from 6 p.m. until 8 p.m. Condolences may be given online at www.lanmanmemorials.com.

Judy was born on November 21, 1947 in Anthony, Kansas, and passed from this life on October 28, 2012 in Helena. Judy met Larry McConkey and his son in 1966, and she and Larry were married on June 28, 1969.

Judy is survived by one son, one brother, one sister, one brother-in-law, one aunt, one uncle, one niece, a host of cousins, many friends and her dog.

Nelson of Phoenix, Arizona; and daugh-ter, Toni Nelson, of Onancock, Virginia, (formerly of Manasquan, New Jersey), with whom she lived in recent years, though she never lost her love and long-ing for the wheat fields and plains of Oklahoma and farm life.

She was predeceased by one son, John Douglas Nelson.

District voters will go to the polls for a special election that calls for approval of $1,275,000 bonds for a building project.

That was decided when the Burling-ton Board of Education held a special meeting Monday night. Members pres-ent were Terry Graham, Roger Allen, Aaron Smith, Beth Guffy and Allison

Armbruster. Others present were Su-perintendent Glen Elliott, Minutes Clerk Jan Hill, and Matthew Reichert of Ste-phen H. McDonald & Associates, Inc.

After discussion, the board approved employment of Stephen H. McDonald & Associates, Inc. as Financial Consultant to the school district.

The Board then approved resolu-tions authorizing the calling and hold-

ing of a special election to be held in the school district on January 8, 2013. The election is to authorize issuance of gen-eral obligation bonds in the amount of $1,275,000.00. The money will be used to build a new band room; to add a shop to the new agriculture education class-room; and to build a new ‘teacherage’ (a superintendent’s house). The previous superintendent’s house is not livable.
