POSITION TITLE/EMPLOYEE NAME:Assistant Director of Database Services – Sandra Gayman

REPORTING RELATIONSHIP: Director Information & Technology Services

POSITION SUMMARY:Responsible for managing all database and data dictionaries of the enterprise, troubleshooting, and system management within technical services. Database management includes configuration, security, disaster recovery, resource monitoring and reporting, troubleshooting, service pack up-grades and the development of specialized programs. Database Administrator will help plan, create and oversee UniData and SQL-Server, for the District document management system and support ancillary SQL and Access databases. Must have strong SQL query and script writing experience. Will work with several database query applications: Query Builder, Safari, File Magic, Crystal Reports and Access. The Database Administrator serves as a futurist within IT, keeping the enterprise on the “cutting edge” of current database technology.

MINIMUM QUALIFICATIONS:Associates degree with major in computer science, management information systems, or 3 years of related work experience that would provide knowledge of the database management area. Experience in microcomputers, hands-on experience with database administration using IBM-UniData, SQL-Server and MS-Access. Knowledge of the administrative information system Datatel preferred. With multiple databases, administration requires: excellent organizational and prioritization abilities; good documentation skills; problem solving and communications skills; attention to detail; patience, for working through repetitive tasks; good concentration and a willingness to learn.

TYPICAL DUTIES AND RESPONSIBILITIES:1. Develops District database and administrative procedures consistent with district

goals and objectives to ensure that the needs of internal and external customers are met.

2. Maintains constant comparison and evaluation of new technology for possible integration into the District system.

3. Identifies and analyzes District needs to provide long range planning and will present this information in an ongoing basis to the Director of Computing and Telecommunications. This information will be used as part of the scheduling and budgeting process.

4. Serves as administrator for District databases and will maintain and will keep up to date database documentation.

5. Performs ongoing database software updates and upgrades to District database servers.

6. Will be responsible for providing supervision of outside vendors, on database projects, on a district wide basis.

7. Provides technical assistance to campus based users for special projects and problems involving local database projects.

8. Provides training for and works closely with District users in developing and writing queries for use in gathering information useful for District administrative personnel and state and federal reporting.

9. Assists in administering District document management systems.

10. Will be responsible for an ongoing back-up/disaster recovery strategy for all EICCD databases.

11. Will maintain all necessary and required records for all EICCD databases, budget records, database software inventory, and maintenance of database software licensing.

12. Will be responsible for any database software bid specifications for EICCD purchasing agent.

POSITION TITLE/EMPLOYEE NAME:Assistant Director of Microcomputer Support - Lynn Summers

REPORTING RELATIONSHIP:Director Information & Technology Services

POSITION SUMMARY:Is the District expert in microcomputers and will determine specifications for all District microcomputers. Establishes the proper configuration of the operating system software and for the software used to attach to the network and to the Internet. Configures the software images to be installed on all District microcomputers. Is the District representative to the preferred microcomputer vendor. Will be the point of contact for all District microcomputer support personnel for assistance and training in all District hardware and software applications. Works closely with the Help Desk Supervisor to ensure user hardware and software needs are satisfied. Supervises personnel responsible for setup and maintenance of microcomputers in the District staff offices, the Urban campus student labs, Business & Industry Center, Business & Industry student computer labs, Career Assistance Center, Kahl building staff offices and student computer labs and other District locations when required.

MINIMUM QUALIFICATIONS:Associates Degree with a major in computer science, management information systems or related work experience that would provide knowledge of the microcomputer area. Experience in advanced microcomputer hardware and software maintenance and repair required. Must have a proficient working knowledge of microcomputer networks, configuration, and support equipment. Have a demonstrated ability to be highly effective in cross-functional teams. Must communicate well with students, faculty and staff.

TYPICAL DUTIES AND RESPONSIBILITIES:1. Determines the technical standards for machine and software set-up in all District

credit/noncredit student labs and faculty/staff workstations. Keeps current with all hardware and software utilized by EICCD faculty, staff and lab workstations. Using imaging software, designs the software images loaded on all District.

2. Is the point of contact with the preferred microcomputer vendor. Works with faculty and staff, prior to purchase, on microcomputer requirements for appropriateness and efficiency. After determining the machine’s use, will provide machine specifications and the latest price quotes. Campus based microcomputer support specialists will use

the District Coordinator for Microcomputer Support as the final authority for microcomputer specifications and the latest price quotes. The District Microcomputer Support Specialist will, at least once a month, provide the campus Microcomputer Support Specialists with the base faculty, staff and lab machines specifications and price quotes.

3. Provides District wide technical assistance to faculty, staff and campus based Microcomputer Support Specialists for special projects and hardware/software required for new and different applications.

4. Will maintain an ongoing dialogue with the Director of Computing and Telecommunications, supplying input from both users and from campus-based microcomputer support specialists. This information will be used for budgeting, long term planning, to set policy, evaluate software and set guidelines for network use.

5. Will maintain a small number of workstations on a test network for continual testing and evaluation of new and proposed hardware and software. Will work closely with the Assistant Directors of Servers, Networking, Administrative Services and Internet Support to ensure all new hardware and software is compatible with the EICCD networked environment.

6. Supervises technical personnel supporting microcomputers in student labs at the Urban Center campus, Business & Industry Center and the Kahl Building. Is the technical resource for the campus based Microcomputer Support Specialists when they have special needs or questions about software and the images loaded on lab machines at their sites

7. Supervises personnel installing and or upgrading microcomputer hardware and software in the District staff offices, the Urban Center student computer labs, Business & Industry Center, Kahl Building staff offices, Kahl Building student computer labs.

8. Assists, when requested, campus Microcomputer Support Specialists with hardware/software issues at all other District student computer labs or faculty/staff office.

9. Provides instruction on District computer systems and administrative procedures, basic microcomputer/network operations and EICCD microcomputer/network standards.

10. Supervises and trains work-study students working in student microcomputer labs located in the Kahl Building and the Urban Center. Work-study students will be trained in basic microcomputer/network operation set-up and trouble-shooting.

11. Will meet monthly with all District microcomputer support personnel to ensure new information/training is being communicated and allow campus based personnel to inform District staff of problems and concerns.

REPORTING RELATIONSHIP:Director Information & Technology Services

POSITION SUMMARY:Is the District expert in computer networking and telecommunications and is responsible for managing all technical aspects of the District’s networks. Will determine all specifications and establishes proper configuration of all computer network-related hardware and software.Will determine all specifications and establishes proper configuration of all telephone-related hardware and software. Is the District representative to the preferred network service vendor and the preferred telephone service vendor. Is continually evaluating state of the market technology and District direction to ensure the District’s network and telecommunications technology resources are being implemented and utilized in the most efficient manner possible.

MINIMUM QUALIFICATIONS:Associate degree with major in computer science, management information systems, or related work experience that would provide knowledge of the computer network and the telecommunications area. Experience in a microcomputer and LAN/WAN/WLAN environment, performing activities such as diagnostics; maintenance and repair; and installation and configuration of networking equipment required. Knowledge and experience with telephone systems required. Have a demonstrated ability to be highly effective in cross-functional teams. Must have ability to communicate well, work with students, faculty, and staff. Equivalent work experience may be substituted for associate’s degree training.

TYPICAL DUTIES AND RESPONSIBILITIES:1. Coordinates and guides operations of networking and telecommunications services to

7. Coordinates District wide network/telephone moves, adds and changes of drops, installation of new cable and fiber runs, and cross-connecting at the patch panels.

8. Sets security, power, environment and room requirements for District network/telecommunications equipment rooms. Then ensures equipment rooms and UPS systems retain these standards.

9. Installs, maintains and administers the District’s firewalls, Internet filter and VPN.

10. Monitors and tracks network traffic to provide information used to optimize District resources, bandwidth and network security.

11. Works closely with the Assistant Directors of Servers, Microcomputers to ensure consistency and proper configuration of all systems. These Directors will operate a test network for continual testing and evaluation of existing, new, and proposed configurations, hardware and software.

12. Provides District wide technical assistance to faculty, staff and campus based technology support specialists for projects involving computer networking and telecommunications.

13. Provides budget information for projected network and telecommunications equipment as requested.

14. Will maintain all necessary and required records, to include all system as built drawings, budget records, hardware and software inventory for network and telecommunications equipment.

15. Will develop any network and telecommunications area bid specifications for the EICCD purchasing agent.

16. Explains system changes to all personnel impacted and provides information on correct procedures of network/telecommunications operation, new equipment, and new procedures.

17. Will work closely with the District Assistant Directors of Microcomputers and Servers, to operate a test network for continual testing and evaluation of new and

18. Will maintain an ongoing dialogue with the Director of Computing and Telecommunications, supply input from experience gathered from users, outside vendors and District professional staff. REPORTING RELATIONSHIP: Director of Information and Technology Services

POSITION SUMMARY:Responsible for managing all technical aspects of the District’s network servers. Functions as the system administrator for the EICCD Datatel administrative information system; serves as the administrator of EICCD databases. Administers District network server software, including installation, configuration, disaster recovery and service pack up-grades. Serves as manager for the District document management system and support databases. Serves as the District specialist for server software such as Microsoft 2000 server, Windows 2003 server, Windows Exchange server and SQL server. Coordinates and approves instructional servers attached to the EICCD network.

MINIMUM QUALIFICATIONS:Associate Degree with major in computer science, management information systems, or related work experience that would provide knowledge of the network server area. Compaq ASE and MCSE certification preferred. Experience in microcomputers, Windows 2000 server, Windows 2003 server, Microsoft SQL server, Windows Exchange server, networked printers, and LAN/WAN environments. Experience with the administrative information system Datatel preferred. Performing activities such as diagnostics, maintenance and repair, and installation and configuration of server equipment required. Must have ability to communicate well, work with students, faculty, and staff. Equivalent work experience may be substituted for associate degree.

9. Will be responsible for pushing policies, software up-grades and anti-virus software to all EICCD administrative and, as required, lab workstations.

10. Serves as administrator of the District administrative information system and SQL server for the District centralized database. Will maintain and keep current these systems with the necessary up-grades.

REPORTING RELATIONSHIP: Director of Information and Technology Services

POSITION SUMMARY:Is the District expert in Internet services and will determine specifications for all District Internet applications. Is responsible for managing all technical aspects of EICCD Internet devices located outside of and including the firewall. Establishes and implements standards for the proper configuration for District Web/Internet servers and serves as administrator for these servers. Will be the technical point of contact for all District personnel for assistance and training for Web/Internet related applications. Serves as administrator for the District WebCT server. Is responsible for the District Web servers, firewalls, Internet filter and telephone concentrator.

MINIMUM QUALIFICATIONS:Associate degree with a major in computer science, management information systems or comparable work experience. Prefer 4 years of professional experience in a networked environment, including strong prior experience in technical Web development. Must be familiar with current Internet technologies including networking technologies, TCP/IP, UNIX, NT server, Web server operation, firewalls and Internet filters. Experience with WebCT is very highly desired. Must possess demonstrated public relations skills and the ability to communicate well in written and verbal modes with internal and external customers. Have excellent interpersonal and communications skills and the ability to be highly effective in cross-functional teams.

TYPICAL DUTIES AND RESPONSIBILITIES:1. Supports the implementation, operation, administration and maintenance of the

District Internet Infrastructure (Firewalls, Proxy servers, E-Commerce, Intrusion Detection systems, Internet filter, Web servers, E-mail servers, etc.).

2. Develop, implement and maintain procedures to evaluate and generate reports on the District’s Internet usage. This information will be used to set policy, predict future equipment and bandwidth needs, evaluate software and set guidelines for Internet use.

3. Assists in the determination of actions to be taken to secure the District’s Internet to internal network systems connection and monitors enforcement of security standards and procedures.

4. Monitors the District firewalls and Internet server’s components and provides input into the performance and capacity planning for effective operation of the Internet connection.

5. Provides assistance in Internet related issues to internal customers.

6. Serves as District administrator for WebCT and will communicate all updates and upgrades to all affected EICCD faculty and staff.

7. Will work closely with other District technical managers to ensure coordination and timely implementation of new technical platforms to be used within the EICCD networked environment.

8. Will maintain an ongoing dialogue with the Director of Computing and Telecommunications supply input from experience gathered by working directly with users, Internet reports and the other District technology managers. This information will be used to set policy, evaluate software and set guidelines for Internet utilization.

9. Seeks out opportunities to improve the District’s Internet performance, reduce the cost of operations and increase capacity by maintaining constant comparison and evaluation of new technology for possible integration to the District system.

10. Establishes and maintains systems documentation for hardware, software and procedures, as required.

11. Will develop Internet area bid specifications for EICCD purchasing agent.

POSITION TITLE/EMPLOYEE NAME:Associate Director of GATC – Tina Berg-Boldt

Reporting Relationship: Executive Director of Economic Development/Director of GATC

Position Summary: Under the direction of the director, the lead trainer is responsible for the day-to-day coordination of pre-press training in addition to fulfilling his/her duties as a trainer. This will include but not be limited to scheduling of pre-press trainers, evaluation of training provided, conduct performance evaluation of staff, motivation of staff and preparation of reports. The person in the position will assist the director in developing marketing plans and implementing these plans. They will assist in the development of new business strategies and insure that the program of work is successfully completed. The person occupying the position will coordinate training with the lead trainer in press and bindery to assure that customers perceive a seamless flow of training delivery by GATC. The person will continue to carry on an appropriate training schedule of his/her own.

Minimum Qualifications: Must have a strong background in all aspects of the graphic arts industry with an understanding of future technological advances. Must have supervisory or management experience. Excellent communications skills are required.

Typical Duties and Responsibilities:1. Is responsible for the day-to-day operation of the GATC.

2. Supervises and evaluates the work of the press and prepress staff and provides assistance to the GATC executive director in the supervision and evaluation of other GATC personnel.

3. Participate in the hiring and recruitment of GATC staff and develop ways for them to develop professionally.

4. Advises the executive director of potential new GATC services and business strategies that should be explored.

5. Seeks new marketing opportunities and advises the executive director on how best to exploit those marketing opportunities.

6. Works to insure the annual goals and objectives of GATC are met.

7. Provides good judgment of current and future graphic arts practices for consideration by the GATC organization.

8. Develops and delivers training programs specific to prepress, process improvement and any other area of expertise s/he possesses.

POSITION SUMMARY:Provides leadership in the overall development of a district-wide strategic plan for information technology, technology services and review of district computing strategies and policies. Responsible for expanding the scope of developing technologies to benefit the district community.

MINIMUM QUALIFICATIONS:Bachelor’s degree required; Masters’ degree preferred. A minimum of 5 years experience working in a supervisory, administrative, or leadership capacity in IT services. The ideal candidate will have a record of effective planning in IT including a demonstrated ability to manage and supervise complex IT operations. In addition the candidate should have sound decision making skills and the ability to articulate those decisions. Excellent interpersonal, oral/written communication and presentation skills are expected, as well as a willingness to support concepts of continuous quality improvement.

TYPICAL DUTIES AND RESPONSIBILITIES:1. Provide leadership, direction, and assistance in the formulation and development of

long-range plans related to the utilization of information technology to advance the education, student learning, and business goals of the District.

2. Identify changes and trends in computer and systems technology, interpret and communicate their meaning and implications to the Vice Chancellor for Technology and through out the district.

3. Lead and coordinate the development of integrated, strategic information technology plans and policies.

4. Lead, guide, and oversee overall business and budgetary planning for IT, bringing current knowledge and future vision of technology, systems, and infrastructure related to the organization’s competitive position.

5. Determine long-term organization-wide information, telecommunication and convergence of technology needs and develop overall implementation and evaluation strategies as well as systems development.

6. Assure integrity of organization data, proprietary information, and related intellectual property through information security and access management.

7. Provide leadership that will help to ensure the most efficient use of information and learning technology among all units of the District.

8. Serve with the Vice Chancellor for Technology as the senior IT liaison with external organizations and agencies.

9. Provide leadership and support for the EICC Technology Council regarding IT issues, strategy, and policy.

10. Serve on committees where appropriate.

11. Leads the planning and development of District-wide strategies for generating resources and/or revenues for information technology.

POSITION SUMMARY:The person will provide leadership and management to the strategic planning, development, implementation, staffing and quality assurance of EICCD’s online instruction and web-based academic support services for distance learning students.  Working closely with a variety of district and campus-based faculty and staff, the Dean will facilitate the development and refinement of guidelines and policies related to online learning course development and teaching.  The person will serve as EICCD’s formal liaison to the Iowa Community College Online Consortium and will manage EICCD’s participation in this consortium.  The Dean will serve as Chair of the district’s Distance Learning and Online Academic Support Leadership Team which will include representation from a wide variety of district stakeholders.

QUALIFICATIONS:Master’s degree required, Doctorate preferred, with formal coursework or training in online course development, online teaching, and/or instructional design. Demonstrated ability to lead cross-functional teams to results. Strong communication skills. Demonstrated expertise in the development, instruction, learning outcomes and student satisfaction of online courses and services. Administrative and budget experience. Strong organizational and management skills. College-level teaching experience.

TYPICAL DUTIES AND RESPONSIBILITIES: 1. Serve as EICCD’s liaison to the Iowa Community College Online Consortium,

representing the interests of the district to that leadership group and communicating that group’s policies and decisions back to EICCD’s Cabinet, Instruction Council, and Deans.

5. Provide regular reports on enrollment, retention, success, learning outcomes, and satisfaction of EICCD students enrolled in distance learning formats and guide the process of continuous improvement of online/distance learning based on those reports.

6. Working closely with Instruction Council, faculty groups, and Instructional Technology, anticipate changes in technology that could impact our district’s instruction and oversee strategic improvements and changes in instruction and service that will meet our students’, faculty, and staff needs in the future.

7. Working with the Director of Human Resource Development, faculty trainers, IT personnel, and Deans, oversee the development, promotion, and record-keeping for the training of faculty in distance education course development, instruction, and learning outcomes assessment and assist the EICCD Professional Development Center Team with offering faculty and staff training related to online instruction and services online.

8. Working with the Instruction Council, facilitate an efficient system for faculty and academic administration to have input and provide feedback during the development process for online/distance learning courses.  

9. Lead the formulation of quality guidelines and policies related to distance learning in the district.

10. Working with the EICCD Marketing Department, develop and implement strategies to market the district’s online courses.

MINIMUM QUALIFICATIONS:The person filling this position must have a strong background in the graphic arts industry, specifically in the electronic pre-press arena, with an emphasis on the emerging digital imaging technologies. Hands-on working competency with current desktop publishing software packages is a must, and an understanding of the technological advances and the impact they will have in the future. Must be able to communicate effectively with all sizes of graphic arts companies and their personnel.

Prior education/training experience is a plus. Recent relevant industry experience required. The person will also be required to market the Center’s services.

Extensive regional travel is required from a base in Clinton, Iowa.

Reporting Relationship: Associate Director of GATC

Position Summary: Under the direction of the associate director, the trainer is responsible for the sales, development, scheduling and delivery of press and bindery training. He/she will be very familiar with other deliverable programs of GATC so that those can also be sold to companies. The person, as a member of the GATC team, will assist in developing marketing plans and implementing these plans. He/she will as a team member of GATC, assist in the development of new business strategies and insure that their responsibilities within the program of work is successfully completed. The person occupying the position will coordinate training with other team members to assure that customers perceive a seamless flow of training delivery by GATC.

Minimum Qualifications: Must have a strong background in all aspects of the graphic arts industry with an emphasis on press and bindery and an understanding of future technological advances. Sales experience is required. Excellent communications skills are required.

Typical Duties and Responsibilities:1. Provides assessment of current practices of graphic arts firms in the area of press and

bindery and makes recommendations for improvements.

2. Develop and deliver general and customized training programs specific to the press and bindery area of graphic arts and any other area of expertise he/she may possess.

3. Develop curriculum for press and bindery training programs.

4. As a GATC team member, coordinates press and bindery training with the other team members.

5. Insures that sales calls are made and sales are closed to support the position of press and bindery trainer.

7. Works to implement the annual program of work of GATC and insures his/her individual goals and objectives are met.
