Hydroelectric Generation Facility Project 2020WPI01-B2
(Documents) and modifies the
original Documents dated December 2020. Prospective Bidders must
acknowledge receipt of
this Addendum in the space provided within the Documents.
Failure to do so may subject the
Prospective Bidders to disqualification. This Addendum consists
of twenty-four (24) pages
with three (3) attachments.

Remove the Davis-Bacon Act Wage Determinations “General Decision
Number:
WY20200023 08/14/2020” in its entirety and replace with the
updated Davis-Bacon

CLARIFICATION TO QUESTIONS AND ADDITIONAL INFORMATION:
Listed below is clarifications to questions received, and
additional information.
Question #1: Drawing Sheets I2 and I3 show fire alarm devices
and a fire alarm
control panel. Is there a specification for this system?

Question #2: Is Flexion XL Single Ply Copolymer-Alloy Membrane
Roofing, “Flexion
XL”, manufactured by Conklin Company Inc. an approved equal
PVC
roof membrane?
Response: Flexion XL Single Ply Membrane manufactured by Conklin
Company
Inc. is an approved PVC roof membrane as long as this
product
complies with the Specifications and Drawings.
Question #3: On drawing Sheet E1 R3 it shows the proposed
precast concrete trench
cable tray that runs from the new hydro building to the existing
WTP
electrical room. Would an alternate of an approved duct bank
with PVC
conduit with spare conduits encased in concrete be allowed for
the
project instead of the precast concrete trench?
Response: While a concrete encased conduit is allowable per NEC
and is a
standard type of installation, the details of the duct bank
are
dependent on several factors (depth, conduit type, concrete
thickness,
thermal performance, etc.) and could be a value engineering
option.
The precast concrete trench cable tray was selected for reduced
depth
requirements to avoid interference with other utilities.
Concrete
encased duct bank in lieu of concrete trench cable tray is not
allowed
as a substitution for bidding. The Owner may consider a
value
engineering proposal after award.
Question #4: In the pre-bid meeting, it was mentioned that
electronic bids are
acceptable, but the bonding documents will need to be mailed. Is
this
correct?
Response: See Article 15 of the Instructions to Bidders. A hard
copy of the
complete bid (including bonds) with original signatures is still
required
if submitted electronically and should be postmarked on or
before the
Bid Opening date. Please note, Bidder is responsible for
verifying
receipt of the bid.
Question #5: How many iFix nodes will need programmed?
Response: There is only one node to program. The water treatment
plant iFix
SCADA system server only needs programed once. All nodes
receive
information from the server. Also, see specification Section
11200 –
Owner Supplied Equipment for a list of Hydro PLC tags that will
need
to be programed in the existing Water Treatment Plant iFix
SCADA
system.
Question #6: Ethernet communications to devices will be through
Modbus TCP. Is
the existing SCADA PLC setup for Modbus TCP? Is the Hydro PLC
setup
for Modbus TCP?

Response: The BOPU is currently using ABR I/O Driver and OPC
Client Driver to
communicate with existing PLC’s in BOPU’ system. Bidders can
use
either system when configuring communication setup. See
specification Section 11200 – Owner Supplied Equipment for
details on
the Hydro PLC setup.
Question #7: Drawing Sheet I1 Note 13 says Contractor is
responsible for any
communication expansion/conversion components. How much space
is
there currently in the existing ethernet switch for rj45 and sc
fiber
connections? Is there room in the existing cabinet for the extra
patch
panels and a new switch?
Response: Note 13 on Sheet I1 is for hard wired physical signals
and are not
intended to be transmitted over the existing WTP SCADA system to
the
Hydro Control Panel. That said, there are a lot of spare rj45
spaces
available in the existing ethernet switch. Contractor will need
to
provide a wire fiber converter which will connect to the
existing rj45
switch. Yes, there is room in the existing cabinet for the extra
patch
panels and new switch. A 19-inch rack system is currently
installed.
See specification Section 16760.
Question #8: Specification Section 02960 requires joint coating
repair at all field
weld joints. Per specification Section 01042 there is a limited
time to
perform tie-ins. The recommended cure time for the specified
polyurethane may exceed the required water treatment plant
shutdown times.
Response: TNEMEC FC22 may be used as a fast cure joint repair
coating. This
product is NSF-61 certified. This product under the right
conditions
can be returned to service in 16 hours. Joints may need to be
repaired
during the second plant shut down. Prep and application of
this
product shall be in accordance with the manufacturer
recommendations.
Question #9: Is there any temporary electrical service needed
for circuits in the
concrete encased duct bank re-route at the 48” tailrace pipe
(low
pressure valve vault) tie-in area?
Response: The existing concrete encased electrical and control
duct banks at the
48” tailrace pipe (low pressure valve vault) tie-in area shown
on Sheet
C8 and C10 are empty except for 2-#8, 1-#8 GRD conductors
which
supply power to the luminaires near the proposed powerhouse.
These
luminaires do not require temporary service while the duct bank
is
being removed and re-routed. Replace the 2-#8 CU, 1-#8 GRD,
XHHW-2 conductors and splice in the existing electrical
manholes. The
duct bank length between the existing electrical manholes with
the
proposed duct bank re-route is approximately 260-feet.
Question #10: Have the existing utilities around the proposed
electric service
entrance intercept manholes been located?

Response: The existing electric utility service concrete encased
duct bank and the
12” fire water line in the vicinity of the proposed duct
intercept
manholes have been potholed. Sheet E9 is replaced by this
addendum
and shows the approximate locations and dimensions of these
two
items. In addition, the proposed precast intercept manholes
LMH-3
and LMH-4 have been revised.
Question #10: Can you please confirm that sales tax is to be
included in the Bid?
Response: Yes, sales tax is to be included with the Bid.
Question #11: Is there a list of approved/preferred integrators
and prime
contractors?
Response: No, there is not a list of approved/preferred
contractors. See
previously distributed planholders list and pre-bid meeting
attendee
list for a list of those who have received Bid Documents.
Question #12: Is there a cutoff date for questions?
Response: Questions received less than seven days prior to Bid
opening may not
be answered. The last day to issue Addenda will be seven days
prior to
Bid opening. Only questions answered by Addenda will be binding.

Instruction to Bidders for more details.
Question #13: What is the height of the existing building that
where shoring is
required near the 48” tailrace pipe tie-in (low pressure valve
vault)?
Response: The building height is 26’-8” at this location from
finished grade to top
of wall. The existing water treatment plant foundation as shown
on
Sheet C10 is drawn to scale per record drawings of the water
treatment plant.
Question #14: Note 6 on drawings E5 and E6 says that the
contractor is responsible
for power, control, and signal wiring, conduit, and electrical
equipment
connections between owner supplied equipment components and
instrumentation. Where is this additional wiring shown or
defined?
Response: See specification Section 11200 - Owner Supplied
Equipment including
its Technical Appendix A and the Drawings. You might find Sheets
E5,
E6, E7, I1, I2, and I3 helpful.
Question #15: Should all electrical work not included on
drawings E0.2, E0.4, E1,
E8, and E9 be included in the base bid price?
Response: Only the items identified by Keynote #1 on Sheets E1
and E8 are to be
included in Add Alternate #1. The rest of the Work on Sheets E1
and
E8 is to be included in the base bid. The Work on Sheets E0.2,
E0.4,
and E9 is to be included in Add Alternate #1. The rest of the

Question #16: Who provides the electrical coordination
study?
Response: This will be provided by the Owner.
Question #17: Are butt splices and shrink tubes acceptable for
the feeder splices
shown on drawing E0.4?
Response: Yes, splices may be made in accordance with NEC
110.14(B).
Question #18: Is the electrical contractor required to provide
third party testing for
any of the owner supplied equipment?
Response: Yes, see specification Section 16010 3.05 D. This
includes the hydro
generator and the hydro switchgear (SWGR 8002) including the
station
service breaker.
Question #19: Is schedule 40 PVC conduit acceptable for the
concrete encased
ductbanks shown on drawing E0.4?
Response: Yes, Schedule 40 Rigid PVC is acceptable in concrete
encased
ductbanks.
Question #20: Specification 16400 1.2D.2 calls to provide a
complete building
lightning protection system. Is there a lightning protection
specification?
Response: See specification Section 16400 2.04.

PART 1 - GENERAL
1.1 RELATED DOCUMENTS

1.3 ACTION SUBMITTALS
A. Product Data: For each type of product indicated, including

the qualified Wyoming licensed
professional engineer responsible for their preparation.
1. Drawings showing the location of each notification appliance
and smoke and heat
detector, ratings of each, and installation details as needed to
comply with listing
conditions of the device.

spacing and sensitivity of

manufacturer for installation of units
required for this Project.
B. Installer Qualifications: Installation shall be by personnel
certified by NICET as fire-alarm
Level II technician.
C. NFPA Certification: Obtain certification according to NFPA 72
by a UL-listed alarm company.
1.7 WARRANTY
A. Special Warranty: Manufacturer agrees to repair or replace
fire-alarm system equipment and
components that fail in materials or workmanship within
specified warranty period.
1. Warranty Extent: All equipment and components.
2. Warranty Period: Two years from date of Substantial
Completion.
PART 2 - PRODUCTS
2.1 SYSTEM DESCRIPTION
A. Source Limitations for Fire-Alarm System and Components:
Components shall be compatible
with, and operate as an extension of, existing system. Provide
system manufacturer's
certification that all components provided have been tested as,
and will operate as, a system.
B. Fire alarm and control system shall be in accordance with
NFPA 72.
C. Noncoded, UL-certified addressable system, with multiplexed
signal transmission and
horn/strobe evacuation.

D. Smoke detector, heat detector, and carbon monoxide detector
shall be combined into one unit
were applicable and shall be in accordance NFPA 72.
E. Automatic sensitivity control of smoke detectors.
F. All components provided shall be listed for use with the
selected system.
G. Electrical Components, Devices, and Accessories: Listed and
labeled as defined in NFPA 70, by
a qualified testing agency, and marked for intended location and
application.
2.2 SYSTEMS OPERATIONAL DESCRIPTION
A. Fire-alarm signal initiation shall be by one or more of the
following devices:
1. Heat detectors.
2. Smoke detectors.
3. Carbon monoxide detectors.
B. Fire-alarm signal shall initiate the following actions:
1. Continuously operate alarm notification appliances.
2. Identify alarm and specific initiating device at fire-alarm
control unit.
3. Transmit an alarm signal to the Hydro Control Panel.
4. Open the Hydro Generator Breaker.
5. Record events in the system memory.
C. Supervisory signal initiation shall be by one or more of the
following devices and actions:
1. Loss of communication with Hydro Control Panel.
D. System trouble signal initiation shall be by one or more of
the following devices and actions:
1. Open circuits, shorts, and grounds in designated
circuits.
2. Opening, tampering with, or removing alarm-initiating and
supervisory signal-initiating
devices.
3. Loss of communication with any addressable sensor, input
module, relay, control
module, or remote annunciator.
4. Loss of primary power at fire-alarm control unit.
5. Ground or a single break in internal circuits of fire-alarm
control unit.
6. Abnormal ac voltage at fire-alarm control unit.
7. Break in standby battery circuitry.
8. Failure of battery charging.
9. Abnormal position of any switch at fire-alarm control unit or
annunciator.
E. System Supervisory Signal Actions:
1. Initiate notification appliances.
2. Identify specific device initiating the event at fire-alarm
control unit.

2.3 PERFORMANCE REQUIREMENTS
A. Seismic Performance: Fire-alarm control unit and raceways
shall withstand the effects of
earthquake motions determined according to ASCE/SEI 7.
1. The term "withstand" means "the unit will remain in place
without separation of any
parts from the device when subjected to the seismic forces
specified and the unit will
be fully operational after the seismic event."
2.4 FIRE-ALARM CONTROL UNIT
A. Manufacturers: Subject to compliance with requirements,
provide products by the following:

B. General Requirements for Fire-Alarm Control Unit:
1. Field-programmable, microprocessor-based, modular,
power-limited design with
electronic modules, complying with UL 864.
2. Addressable Initiation Device Circuits: The FACP shall
indicate which communication
zones have been silenced and shall provide selective silencing
of alarm notification
appliance by building communication zone.
3. Addressable Control Circuits for Operation of Notification
Appliances and Mechanical
Equipment: The FACP shall be listed for releasing service.
C. Alphanumeric Display and System Controls: Arranged for
interface between human operator
at fire-alarm control unit and addressable system components
including annunciation and
supervision. Display alarm, supervisory, and component status
messages and the
programming and control menu.
1. Annunciator and Display: color LED touchscreen type, 4.3-inch
diagonal, minimum.
2. Keypad: Arranged to permit entry and execution of
programming, display, and control
commands.

D. Initiating-Device, Notification-Appliance, and Signaling-Line
Circuits:
1. Pathway Class Designations: NFPA 72, Class B
2. Pathway Survivability: Level 0.
E. Notification-Appliance Circuit:
1. Audible appliances shall sound in a three-pulse temporal
pattern, as defined in NFPA 72.
2. Notification appliances alarm signals shall be a 520-Hz
square wave with an intensity 15
dB above the average ambient sound level or 5 dB above the
maximum sound level, or
at least 75 dBA, whichever is greater, measured at the furthest
distance from the
appliance.
3. Visual alarm appliances shall flash in synchronization where
multiple appliances are in
the same field of view, as defined in NFPA 72.
F. Remote Smoke-Detector Sensitivity Adjustment: Controls shall
select specific addressable
smoke detectors for adjustment, display their current status and
sensitivity settings, and
change those settings. Allow controls to be used to program
repetitive, time-scheduled, and
automated changes in sensitivity of specific detector groups.
Record sensitivity adjustments
and sensitivity-adjustment schedule changes in system
memory.
G. Transmission to Remote Alarm Receiving Station: Automatically
transmit alarm, supervisory,
and trouble signals to the Water Treatment Plant Fire Alarm
Control Unit.
H. Primary Power: 24-V dc obtained from 120-V ac service and a
power-supply module. Initiating
devices, notification appliances, signaling lines, and trouble
signals shall be powered by 24-
V dc source.
1. Alarm current draw of entire fire-alarm system shall not
exceed 80 percent of the
power-supply module rating.
I. Secondary Power: 24-V dc supply system with batteries,
automatic battery charger, and
automatic transfer switch.
2.5 SYSTEM SMOKE DETECTORS
A. Manufacturers: Subject to compliance with requirements,
provide products by the following:
1. Bosch Security Systems.
2. Faraday.

B. General Requirements for System Smoke Detectors:
1. Comply with UL 268; operating at 24-V dc, nominal.
2. Shall be provided where “Smoke Alarm” is indicated on the
Drawings.
3. Detectors shall be four-wire type, photoelectric smoke
detectors.
4. Integral Addressable Module: Arranged to communicate detector
status (normal,
alarm, or trouble) to fire-alarm control unit.
5. Base Mounting: Detector and associated electronic components
shall be mounted with
an adapter plate for outlet box mounting. Provide terminals in
the fixed base for
connection to building wiring.
6. Self-Restoring: Detectors do not require resetting or
readjustment after actuation to
restore them to normal operation.
7. Integral Visual-Indicating Light: LED type, indicating
detector has operated and power-
on status.
8. Remote Control: Unless otherwise indicated, detectors shall
be digital-addressable
type, individually monitored at fire-alarm control unit for
calibration, sensitivity, and
alarm condition.
a. Rate-of-rise temperature characteristic of combination smoke-
and heat-
detection units shall be selectable at fire-alarm control unit
for 15 or 20 deg F per
minute.
b. Fixed-temperature sensing characteristic of combination
smoke- and heat-
detection units shall be independent of rate-of-rise sensing and
shall be settable
at fire-alarm control unit to operate at 135 or 155 deg F.
C. Photoelectric Smoke Detectors:
1. Detector address shall be accessible from fire-alarm control
unit and shall be able to
identify the detector's location within the system and its
sensitivity setting.
2. An operator at fire-alarm control unit, having the designated
access level, shall be able
to manually access the following for each detector:
a. Primary status.
b. Device type.
c. Present average value.
d. Present sensitivity selected.
e. Sensor range (normal, dirty, etc.).

2.6 CARBON MONOXIDE DETECTORS
A. General: Carbon monoxide detector listed for connection to
fire-alarm system.
1. Shall be provided where “Smoke Alarm” is indicated on the
Drawings.
2. Mounting: Adapter plate for outlet box mounting.
3. Testable by introducing test carbon monoxide into the sensing
cell.
4. Detector shall provide alarm contacts and trouble
contacts.
5. Detector shall send trouble alarm when nearing end-of-life,
power supply problems, or
internal faults.
6. Comply with UL 2075.
7. Locate, mount, and wire according to manufacturer's written
instructions.
8. Provide means for addressable connection to fire-alarm
system.
9. Test button simulates an alarm condition.
2.7 HEAT DETECTORS
A. Manufacturers: Subject to compliance with requirements,
provide products by the following:

3.1 EQUIPMENT INSTALLATION
A. Comply with NFPA 72, NFPA 101, and requirements of

installation and testing of fire-alarm equipment. Install all
electrical wiring to comply with
requirements in NFPA 70 including, but not limited to, Article
760, "Fire Alarm Systems."
B. Connecting to Existing Equipment: Verify that existing
fire-alarm system is operational before
making changes or connections.
C. Equipment Mounting: Install fire-alarm control unit on
finished floor.
1. Comply with requirements for seismic-restraint devices.
D. Install wall-mounted equipment, with tops of cabinets not
more than 78 inches above the
finished floor.

E. Smoke- or Heat-Detector Spacing: Comply with NFPA 72.

3.6 FIELD QUALITY CONTROL

6. Factory-authorized service representative shall prepare the
"Fire Alarm System Record
of Completion" in the "Documentation" section of the
"Fundamentals" chapter in
NFPA 72 and the "Inspection and Testing Form" in the "Records"
section of the
"Inspection, Testing and Maintenance" chapter in NFPA 72.
C. Reacceptance Testing: Perform reacceptance testing to verify
the proper operation of added
or replaced devices and appliances.
D. Fire-alarm system will be considered defective if it does not
pass tests and inspections.
E. Prepare test and inspection reports.
F. Annual Test and Inspection: One year after date of
Substantial Completion, test fire-alarm
system complying with visual and testing inspection requirements
in NFPA 72. Use forms
developed for initial tests and inspections.
3.7 SOFTWARE SERVICE AGREEMENT
A. Comply with UL 864.
B. Upgrade Service: At Substantial Completion, update software
to latest version.
3.8 DEMONSTRATION
A. Train Owner's maintenance personnel to adjust, operate, and
maintain fire-alarm system.
