Subject: Application for Employment

Policy: Application for employment shall be made in writing and should include a complete professional resume; three professional references are required.

Employees will be interviewed by the Human Resources committee andhired by the Board of Directors.

Board members who wish to offer themselves for employment with theNeighbourhood of Friends Family Resource Centre Inc must offer inwriting:

• Resignation from the Board of Directors

If a Board member chooses to resign, they should be aware that reinstatement tothe Board will only occur at the Annual General Meeting.

Subject: Hiring Policy

Policy:1. All jobs will be advertised in local paper with job closing in ten (10) days.2. All jobs will be posted at the Neighbourhood of Friends Family Resource Centre

Inc. site for two weeks. It is the responsibility of the staff to check for postings.3. Applicants are to submit a current resume and a cover letter including three

references by closing date.4. A review of applicants will be conducted at the earliest time after the closing

dates.5. Applicants will be screened by the Human Resources Committee and/or designate

and notified if selected for an interview. 6. Interviews will be conducted by the Human Resources Committee or designate. 7. Interviewees will be notified of the status.8. Hiring will be done by the Board of Directors through the Human Resources

Committee.9. All parties involved with the hiring process must immediately advise the Human

Resources Committee/Board of Directors of any conflict of interest. Theseindividuals must remove themselves from the process to ensure its integrity; inother words, individuals must not be involved in any way, shape or form with theinterview process (i.e. question development, interviews, etc.). Failure to followthis procedure will result in disciplinary action.

Subject: Confirmation of Employment

Policy: Once the successful candidate has been selected, a letter of confirmationshall be sent to the prospective employee. This letter shall state:

1. Rate of pay2. Start date3. Hours of work4. Leave entitlement5. Position description

A copy of this letter is to be placed in the employee’s personnel file and tobe retained by the Coordinator in trust to the Human ResourcesCommittee.

Confirmation must be received from the prospective employee within five(5) days. Prior to start of employment, the employee must have on file acopy or his/her qualifying certificates as per job requirement and a currentcertificate of conduct issued by the local detachment of the RCMP anddated withing thirty (30) days of date of hire.

Subject: Employee Benefits

Policy: All full time employees are entitled to receive health/life insurancebenefits or a life insurance/RRSP combination benefit when offered by theBoard of Directors, providing three or more employees express interest.

Procedure: Benefits will be paid with the understanding and agreement of thefollowing:

• The employee must agree to pay an amount equal to the employer’s share. Thisamount will be deducted bi-weekly through payroll.

• The employee may have health/life coverage as offered by the Board ofDirectors. Employees with other insurance coverage may have a combination ofboth life insurance (Accidental Death and Dismemberment) and an RRSPcontribution equal to the amount of full health/life coverage.

• Upon accepting benefits, the employee is obligated to remain in this agreementfor a period of one fiscal year, April 1 – March 31 unless he or she is nost st,

longer an employee of the Neighbourhood of Friends Family Resource Centre.• Employees wanting changes to benefits have to request them in writing two

months prior to renewal.• It will be determined annually, at the time of budget submission, if this benefit

will be continued into the next fiscal year. The employer has the right todiscontinue the benefits at any given time with two months notice.

• Administration of Health/Life Insurance must be in line with underwriter’spolicies.

Subject: Compressed workweek

Policy: All full-time staff may be entitled to participate in a compressed workschedule.

Procedure: All staff will be compelled to work full-time hours within a bi-weekly payperiod. If an employee chooses to work the full-time hours in nine days,he/she may be entitled to the tenth day off. This will be permitted underthe following conditions:· All staff cannot avail of the same day off; therefore, each staff member

will be assigned a day that they will use as their compressed day.· All hours of work will remain the same as agreed to upon

commencement of the compressed workweek agreement. · All staff must agree to forego their compressed day if they are needed

for Centre business but will be given another day within the same twoweek time frame.

· This agreement must be renewed in four month intervals, at whichtime the staff or the Board of Directors may decline to renew.

Subject: Continuing Education or Professional Development

Policy: Where the Board requires an employee to take advanced or supplementarycourses of professional or technical training, the employee shall beawarded leave with pay where required under such terms and conditionsas the Board prescribes.

Subject to operational requirements and availability of qualifiedreplacement staff, an employee shall be granted unpaid educational leaveof the amount requested, not exceeding two years unless mutually agreedbetween the employee and the Board.

Any professional development sought by staff, which is approved by theBoard of Directors and which will have job-related benefits, may bereimbursed to the employee up to a rate of 75% for each coursesuccessfully completed.

Staff members must commit to one year of employment for each coursefor which the Board reimburses up to the rate of 75%. Failure to do sowill result in staff repayment of the 75% reimbursement.

Any professional development which is a job requirement and which isrequested by the Board of Directors shall be paid in full with no cost to theemployee receiving the training.

Subject: Confidentiality/Staff & Board Members

Policy: All information regarding client information is to be kept confidentialexcept:o Information that a person is at risk to harm self or someone else.o Information regarding the abuse/neglect of a child as outlined in

Policy 39.

Confidentiality is defined as non-disclosure to any person any informationregarding persons enrolled in programs, confidential files/records unlesspermitted or compelled to do so by law.

Any proven breach of confidentiality may lead to disciplinary action orimmediate dismissal. Notification of termination of employment will bedone in writing and delivered to the employee via registered mail.

Any compensation due will be in accordance with established labourstandards.

Policy: 1. A Board orientation package, consisting of the Policy & Procedures Manual, Human

Resources Manual and Constitution, will be given to all Board members upon thefirst Board meeting after the Annual General Meeting.

2. Board members are responsible for reviewing this package.3. Board members are responsible for returning this package to the Neighbourhood of

Friends Family Resource Centre Inc. upon resignation or termination of their positionon the Board.

4. Proper decorum will be adhered to at all meetings.5. Prior to the first regular Board meeting after the AGM, Board members will be

offered an orientation session.6. Board members elected or appointed between AGMs will be provided with a Board

Orientation Package.

Policy: Parents/Community Representatives attending Board meetings,committees of the Board, conferences or workshops may be provided withthe cost of childcare, transportation, accommodations, and meals.

Procedure: Cost provisions shall be made in the amount of:

Childcare: Minimum wage. Receipts indicating hours worked and rate of pay must

be provided and signed by the caregiver.

Meals: In accordance with current Provincial Treasury Board rates.

Transportation: In the event of no private transportation in the local area parents areexpected to use the contracted taxi arrangement. Where possible, parentswill share a taxi.

The use of a private vehicle will be reimbursed at the per kilometre rate inaccordance with the Provincial Treasury Board. People are expected to carpool where possible.

G Expense claims must be made no later than 5 days after expense isincurred or they will be deemed invalid. Expenses can berequested in advance on an expense claim form.

G Requests must be submitted no later than 2 days prior to expensebeing incurred.

Requests must be submitted to the Coordinator.

Policy: The Neighbourhood of Friends Family Resource Centre Inc. willparticipate in the Annual Networking Conference as funds allow.

Procedure:1. The Coordinator and Resource Mother will attend.2. Staff representation will be based on funding. Staff representation will be at

the discretion of the Coordinator.3. Parent representation will be requested by posting a notice in each site. All

eligible parents will have name entered in a draw. Eligibility means that youdid not attend for one year previous as a parent representative. The number ofparent representatives to be sent will be determined by the Board of Directorsbased on interest and funding.

4. Board representation will be determined by the Board as it relates to numbersto attend based on interest, eligibility and funding. Eligibility means that youdid not attend for two years previous as a Board representative.

5. Only in the event that no eligible person applies, then the Board of Directorswill decide on attendance. Should funding be an issue and limited numbersare to be sent, priority is given to:

· Coordinator· Resource mother· Staff· Parent · Board

Policy: The Coordinator evaluation will be conducted by the Executive of the Board ofDirectors.

Procedure: 1. The evaluation of the Coordinator is carried out at the end of the

probationary period (3 months), based on job description.2. Other evaluations are completed on an annual basis thereafter.3. At the discretion of the Board, the evaluation may be completed by the

full Executive. 4. This evaluation should be completed immediately prior to year end.

All evaluations shall be discussed with the Coordinator in a private interviewsetting. The evaluation requires the signature of the Coordinator prior toplacement in personnel file. A copy shall be provided for the Coordinator.

Subject: Transportation

Policy: Use of a private vehicle is a condition of employment for all employees.

Transportation may be provided by the Neighbourhood of Friends FamilyResource Centre Inc. for participants at most two times weekly when:

1. The client/parent has no transportation to the Centre.2. The place of residence is greater than 1km from centre.3. The weather is inclement.4. Extenuating circumstances exist.5. Special circumstances will be reviewed on a case-by-case basis

by the Coordinator or designate.

· The source transporting participants must abide by the Highway Traffic Act and the Smoke Free Environment Act. Approved child seats have to beused where needed. · Parents are responsible for notifying the Coordinator when their needs

change.· All transportation has to be approved by the Coordinator prior to use.· Transportation will be provided to coincide with program times. Arriving

10 minutes before program is to start and leaving 5 minutes after programis scheduled to end. The participants will be required to attend theprogram.

· The participants and parent/guardians must be returned to the samelocation as they were picked up.

Subject: Adverse Weather Conditions

Policy: It is understood that, on occasion, the Neighbourhood of Friends FamilyResource Centre will be closed as a result of severe weather conditionsand cold weather. If the Coordinator or designated representative makesan announcement that the Centre is closed due to severe weatherconditions, employees who normally report to work at that time will notbe expected to report to work until it becomes obvious that the weatherhas cleared and a decision has been made by two executive members ofthe Board to re-open. Employees so affected shall suffer no loss of pay.

Where, because of adverse weather conditions, the Coordinator ordesignated representative makes the decision to close the Centre,arrangements must be put in place to contact all employees and advise ofsame. Also, a radio ad must be aired to advise any clients of the closure.

Employees who continue to work under adverse weather conditions willreceive straight time pay for completion of their normal daily hours.

Parent committees operating under the Board are required to hold regularmeetings – proceedings at these meetings are to be recorded and copies ofminutes are to be submitted to the Board.

Policy: Volunteers will be screened in a manner that is appropriate to the level ofrisk that is involved in the position which they will be undertaking. Particular care will be taken when the position involves working directlywith children.

I t is understood that the process involves not only initial intake procedures,but also provision of necessary training and ongoing supervision andmonitoring of the volunteer.

Procedures: All volunteers who will be in a position having direct contact withchildren must undergo the following procedure:

• Fill out an application form for the position.• Undergo an interview by appropriate person.• A reference check of three references. This may not always be the

references provided by the applicant, but the applicant’s consent mustbe obtained before other people are contacted.

• A police reference check must be completed by the applicant beforethey are finally accepted, and a Certificate of Conduct from the localRCMP detachment must be provided for the applicant’s file.

• All screening will be done in accordance with the Human RightsCode.

• All information gathered will be maintained in confidential files.
