COMMUNICATIONS FROM THE BISHOP

Dear Brothers and Sisters in Christ,

On March 5 and 6, the Diocese of Joliet will join others

around the country in taking up the Catholic Relief Services

Collection sponsored by the United States Conference of

Catholic Bishops (USCCB). This collection funds six Catho-

lic agencies that work to serve Jesus in the disguise of our suf-

fering brothers and sisters around the world.

USCCB Migration and Refugee Services (MRS) fulfills

the commitment of the U.S. Catholic bishops to protect the life

and dignity of the human person. This agency serves and

advocates for refugees, asylees, migrants, unaccompanied

children and victims of human trafficking.

Catholic Legal Immigration Network, Inc. (CLINIC) promotes the dignity and protects the rights of immigrants

in partnership with a dedicated network of Catholic and

community legal immigration programs.

USCCB Secretariat of Cultural Diversity in the

Church works collaboratively with the bishops and their

dioceses to bring Catholics from various culturally diverse

communities into a fuller participation in the faith, life, and

evangelizing mission of the Church. This includes promo-

tion of dialogue, and promoting the pastoral care of Hispan-

ic Catholics, African American Catholics, Native American

Catholics, Asian Catholics, African Catholics, Pacific Island

Catholics, Catholic migrants and refugees, and people on

the move.

USCCB Department of Justice, Peace and Human

Development advocates on behalf of the Church for the

economic and social justice of the poor and the abandoned

and care for the environment, through important public poli-

cy work, education and humanitarian assistance.

The Holy Father’s Relief Fund provides critical and

emergency care and support to victims suffering as a result

of natural disasters across the globe.

Catholic Relief Services, which was founded in 1943

by the US Bishops to provide support to impoverished

WWII survivors in Europe has expanded worldwide and

now provides general humanitarian support to over 85 million

people in 101 countries on five continents.

the urgent needs of the worldwide Church. Please be gener-

Fourth Sunday of Lent

“Jesus answered, ‘Neither he nor his parents sinned; it is

so that the works of God might be made visible through

him.’” At this point, Jesus’ disciples were still subject to

the prevailing idea that physical disabilities were a punish-

ment for sin. When they saw the man blind from birth, they

simply assumed his lack of sight was the result of sin; they

only wondered whose sin was responsible. But Jesus cast

the entire question in another light. By telling his disciples

that sin wasn’t at work here, but that God was at work, Je-

sus must have shocked his hearers. How could God’s work

be made visible through a blind man?

It didn’t take long to find out. Jesus used the opportunity

to work a miracle. He anointed the man with mud, sent him

to wash, and the man “came back able to see.” This healing

of course became a testament to the power of Christ, for

those who were willing to see it.

As we face trials and tribulations in our lives, we also

face the challenge of seeing how “the works of God might

be made visible” through them. Understanding that God’s

love and care are still at work even in the most trouble-

some situations of life is a challenge to be sure. It requires

a kind of spiritual vision that comes with purity of heart. In

other words, the more we overcome the blindness caused

by our sins, the more we are able to truly “see” the way

things are and the way God works.

Jesus tells us today, “I came into this world for judg-

ment, so that those who do not see might see, and those

who do see might become blind.” Thus we receive the

same warning the Lord gave to the self-righteous Phari-

sees: we must humbly acknowledge our sins in order to

clearly behold the way God is working in our lives.

FAITH FORMATION

Faithful Citizenship (March 6, 2016)

tradition: 1) the dignity of the human person; 2) subsidiarity; 3) the common good; 4) and solidarity. Last week we covered #1, so let’s move on to #2: “subsidiarity”. The most basic and foundational social unit is the family. Public policy and the role of the state is to support the rights and duties of parents as they guide and nurture their children to adulthood. The breakdown of marriage and family life, due to economic, cultural, social, and moral factors, leads to huge costs for society in general. What is the best way to remedy the roots of family breakdown? Some people argue that the govern-ment should take a strong role through various social programs, whereas other people argue that this should be addressed by churches, charities, and civic organizations. A helpful principle in thinking through this debate is the principle of subsidi-arity: “The principle of subsidiarity reminds us that larger institutions in society should not overwhelm or interfere with smaller or local institutions, yet larger institutions have essential responsibilities when the more local institutions cannot adequately protect human dignity, meet human needs, and advance the common good.”

By emphasizing the importance of intermediary institutions between the family and the state, the principle of subsidiarity can help to prevent the development of a “nanny state”, with its huge and inefficient bureaucracies. The government should see its role as supporting intermediary institutions, not replacing them. Part of the welfare reform movement of the 1990s at-tempted to do this. Instead of the government providing direct service through its own social programs, the focus shifted to providing government funding to NGOs (non-governmental organizations). Since many of these NGOs are run by

Charities only fostered or adopted children to married couples. When Illinois legalized civil unions for homosexual (and heter-osexual) couples, and Catholic Charities refused to serve such couples, Illinois revoked its funding and Catholic Charities was forced out of this part of its mission.

The third key theme of Catholic social teaching is “the common good”: the sum total of social conditions which allow people, either as groups or as individuals, to reach their fulfilment more fully and more easily. A balanced emphasis on both rights and responsibilities is crucial to promoting the common good. The notion of basic human rights arose in our western cultural tradition during the Enlightenment of the 17th and 18th centuries, thanks to the rising power of the middle class during the Industrial Revolution. This movement bore fruit in the American Declaration of Independence and the US Constitution, especially its Bill of Rights. A few years later the French Revolution followed suit with its Declaration of the Rights of Man. Unfortunately, since the Catholic Church was seen as wedded to the ancient regime of king and aristocracy, the French Revolution took an anti-religious turn. In response, throughout the 19th century the Church and the papacy took a very antagonistic stance against the notion of basic human rights, such as freedom of speech, press, association, and religion. Not until the middle of the 20th century did the Catholic Church begin to shift to a more positive attitude toward human rights, as the rise of fascism and communism forced it to rethink its stance. Thanks to the work of American Catho-lic theologians like John Courtney Murray, SJ, the world’s bishops at Vatican II (1962-65) gave full support to the human rights tradition, especially in the “Declaration on Religious Liberty”.

The US bishops say the following about rights and responsibilities: Human dignity is respected and the common good is fostered only if human rights are protected and basic responsibilities are

met. Every human being has a right to life, the fundamental right that makes all other rights possible, and a right to access those things required for human decency — food and shelter, education and employment, health care and housing, free-dom of religion and family life. The right to exercise religious freedom publicly and privately by individuals and institutions along with freedom of conscience need to be constantly defended. Corresponding to these rights are duties and responsi-bilities — to one another, to our families, and to the larger society.

Notice how the bishops emphasize the right to life as foundational, while at the same time emphasizing other basic rights: food, shelter, education, employment, health care, housing, freedom of religion, and family life. Yet, the individual cannot just demand that these rights be fulfilled for him/her by others or by the government. Each person has a responsibility to use well his/her own resources to provide for self, family, and community. The question of “equal access to those things required for human decency” is a very complicated one, for it involves issues of economics, politics, law, history, morality, and religion. Churches and charitable organizations can play a crucial role in helping individuals to claim full responsibility for their lives, in providing resources to help people to fulfill their responsibilities, and in advocating on behalf of those on the margins. Just like the Old Testament prophets, churches can act as a kind of communal conscience, reminding us of our covenant responsibilities not only to God, but to one another.
