2019/2020 GOLD COAST BASKETBALL REPRESENTATIVE SEASON FULL SEASON INFORMATION

To register to trial to represent Gold Coast for the 2019/2020 Basketball Queensland Junior Basketball

Competition representative season it is imperative that you read through this entire document before

registering to trial.

No player will be accepted into trials without registering online via the gold coast basketball website,

absolutely NO late trial registrations will be accepted

Rep trial registration check list:

1. Confirm that your child is a registered player for Gold Coast Basketball Association and has

participated in 50% of club games in the 2019 Winter GCJBL Season, Summer League is no

longer an option to become eligible...

2. Confirm that you have no outstanding fees owing to Gold Coast Basketball

3. Confirm that you have no outstanding fees owing to your child's Club

4. Read and accept the terms of the Parent Player Agreement within this document

5. Read and accept the rep season payment terms within this document

6. If applicable, confirm that you have processed a transfer through Basketball Queensland (if

your primary association is NOT Gold Coast). Transfer documents are available on the trial

information page on the Gold Coast Basketball website.

7. Confirm that your child is available to attend all trainings from the training schedule

(attached to the GC registration page) If your child is not available for training sessions please

do NOT register to trial!

8. Confirm that your child will make Basketball their priority sport throughout the season, if

your child is playing multiple sports, to register for the representative program you must

confirm that your child will attend rep training/games as opposed to other sports that are

scheduled on the same times as trainings or games.

If your child meets the above criteria, please proceed through the rest of this document BEFORE

registering to trial. If your child does NOT meet one of the requirements, please email

Trials for the 2019/2020 Representative Season will be held on the following dates and times, players must

attend ALL trials. If your child is unable to attend any of the trials, please note that this may affect their

selection into a team.

If you are not able to attend a trial/s, please indicate which trial you will be absent from and the reason in

the allocated area of the online registration form. Note the team selection dates from the above table, if

your child is not available for certain trial dates, this may affect their selection into teams.

The cost is $40.00 per player to trial, payment is processed at the end of the online registration form.

The Trial Process

Coaches for all teams will be in attendance at trials along with a select group of independent coaches who

will meet following every trial to review players.

Teams will be determined based on reviews from each of these coaches. The select group of coaches will be

responsible for selecting each team in that age group/gender.

Please keep in mind that player evaluations from the 2018/2019 season will be made available to all coaches

for the selection process for this season.

Teams will be confirmed on the dates in the above table, parents will be expected to attend the final trial

when teams are announced.

Waves (1st teams) will be selected on Tuesday 19th November

Breakers (2nd teams) will be selected on Tuesday 26th November

Rollers (3rd teams) will be selected on Tuesday 3rd December

Tides (4th teams) will be selected on Thursday 5th December

All paperwork MUST be submitted, and payments made when the teams are announced to secure your

child’s position in their selected team. Failure to submit the paperwork at the trial and pay the deposit will

result in your child being removed from the team and another player brought in as a replacement that night.

By accepting this form, you understand and agree with the terms set out within this registration form and the Parent Player Handbook. (The handbook is available at the end of this document. 1. Objective 1.1 To inform parents and players of GCCRBA's terms, conditions, and obligations. Disclosure of

this information is made to preserve the well being of the Association. 2. Team Requirements 2.1 Teams will consist of: (a) 10 players, unless request made by coach to the Development Manager. (b) 1 Head Coach (c) 1 Assistant Coach (if possible) (d) 1 Team Manager 3. Team Selection and Expectations Post Selection

3.1 GCCRBA will nominate 1 to 4 teams (per age group) to compete in the representative season, consisting of BQJBC and State Championships, depending on meeting the Basketball Queensland requirements for nominating teams based on the number of junior players currently registered with GCCRBA and the quality of teams/ coaching staff

(a) Waves: First team (will grade for Premier League - division one) (b) Breakers: Second team (will grade for Southern Cup - division two) (c) Rollers: Third team (will grade for Challenge Cup - division three) (d) Tides: Fourth team (automatically Challenge/Development Cup – division three/four) (e) Exceptions to the above rules would be if the Association had an automatic qualifier in Premier League in any given year, the Breakers team then have the ability to grade in the higher division being Premier League

3.2 Teams will be selected based on several factors, including but not limited to, ability, attitude and commitment. 3.3 Final decisions on team selections are made in conjunction with the team coach and the GCCRBA Coaches panel (Joel McInnes, Pero Cameron and other invited coaches). 3.4 All players and parents must understand that equal court time is not expected. Playing time will be determined by the coaching staff. The coaches will discuss any potential issues with the players and parents prior to selection and throughout the season. 3.5 All players and parents must understand that trainings and games are not optional, they are a part of being selected into a team. Acceptance of this agreement is that players attend all trainings and games for the season including State Championships. 3.6 The Gold Coast Representative program tries to keep a balance between being competitive

and developing our players for the future. However, there are distinctions between

expectation of minutes for our different representative teams. Below are the guidelines given

to coaches.

3.6.1 Division 1 - We play to achieve our highest results; the coach has total discretion over

court time. Bench players are given roles and have to realise that they are there to

support the players who have the bulk of the minutes. Some games players may only

see the floor for limited minutes, potentially not at all in big games.

3.6.2 Division 2 - We strive to compete - Winning is not everything, however for games that

are close, the coach has the discretion to put the best group of 5 forward that are

working together against the team they are playing. In non-competitive games, either

up or down the coach should be then playing the other players when possible, unless

we are striving for a For and Against ratio to make the finals.

3.6.3 Division 3 - We play to develop players - We have a starting 5, but players should be

rotated on a reasonable basis, based on skill performance and team dynamics. Most

games, all players should get some court time, if the team is strong and scores are

blowing out, e.g. winning by a large score - then more time given to players equally. If

the team makes the final, then the culture of Division 2 and Division 1 Apply.

3.6.4 Division 4 - We develop players - We have a starting 5, but we give all players a fair amount of court time and a chance to develop. If the team makes the final, then the culture of Division 2 and Division 1 Apply

3.6.5 Each team has its own distinct make-up and coaches have a lot of factors in place

when deciding minutes. Attitude, attendance to trainings and games, parental

behaviour all plays a part in deciding who plays.

4. Complaints

4.1 Any complaints against the actions of a coach, assistant coach, manager, spectator or any other person must be lodged in writing to the Development Manager and General Manager of GCCRBA.

5. Uniforms 5.1 Players must have a playing uniform and warm up shirt to compete in games. 5.2 Uniform payments are made separate to Rep fees and are payable by credit card/Cash only. 5.3 Other non-compulsory items are also available for purchase. 6. Player Obligations 6.1 Players must:

(a) Participate in their age group in the GCJBL domestic competition and have played 50% of their team’s games in order to be eligible (exemptions may be made to this rule which must be submitted to and approved by the GCCRBA Office).

(b) Stay committed and maintain a positive attitude to the best of their ability. (c) Represent the GCCRBA in a professional and sportsmanlike manner. (d) Abide by all GCCRBA rules, policies, regulations, procedures and respective code of

conduct/ethics. (e) Respect the Coaches, Managers, Referees, Officials at all times. (f) Respect hosts and staff of the respected tournament locations.

(g) Attend all trainings and games. (If they cannot attend prior notice must be given to the team manager along with a valid excuse to why the player cannot attend). If a player is continually absent from training/and or games GCCRBA have the power to remove the player from the team. Please note all fees would remain payable.

(i) Understand that games are played on a Saturday and in some circumstances on a Sundays.

(j) Be a team member and respect other team players. (k) Understand that if they have a complaint about Gold Coast Representative teams,

BQJBC competition or State Championships than they should contact the appropriate person at GCCRBA as outlined in the Parent and Player Handbook and should not air any grievances on social media.

(l) Uphold the Gold Coast Basketball Codes of Conduct always. (m) If travelling and staying as a team for State Championships, players must behave in a

manner that is expected while representing Gold Coast Basketball. If players are found to be in breach of any rules within the code of conduct, they can be removed from the team and sent home at the parent’s expense.

7. Parent Obligations 7.1 Parents must: (a) Maintain a positive attitude to the Association, coaching staff, and players. (b) Understand that games are played on Saturdays and some Sundays (c) Understand that it is their responsibility to provide transport for their player to all

games and trainings. Furthermore, they must understand that games may be as far north as Noosa and as far west as Toowoomba.

(d) Understand that they will be responsible to perform the score table tasks as per parent player handbook.

(e) Understand that if they have a complaint about Gold Coast Representative teams, BQJBC competition or State Championships than they should contact the appropriate

person at GCCRBA as outlined in the Parent and Player Handbook and should not air any grievances on social media.

(f) Not videotape any games or trainings without the consent of the coaching staff and other parents and players. Parents must sign in at each venue.

(g) Understand that if your child does not attend training, their court time may be affected.

(h) Understand that as soon as your child is selected into a team that you are responsible for all season fees, including state championships. Please see rule 10. regarding obligations for player withdrawal.

(i) Understand that if teams are travelling to State Championships and staying as a team, all costs related to accommodation, travel, food etc will be covered by the team for a maximum of three staff (Coach, Assistant Coach, Manager)

8. Payment and Additional Costs

8.1 Parents must pay fees to GCCRBA either by full payment at the last Rep Trial, (when their child is named in the team) or by direct debit instalments as stipulated by GCCRBA. Direct debit forms must be presented on the last day for your child to hold their position in a team.

8.2 Any additional training outside the set weeks will be at an additional cost to the team and

must be approved by the Development Manager. This additional commitment must be disclosed to players and parents and consent must be received before proceeding.

8.3 Additional training games may be scheduled by coaches. Games of this nature must be

approved by the Development Manager and any additional monies must be paid by the team collectively.

8.4 Understand that player registration for representative players must be renewed each year.

This payment is not covered by the season costs and must be made online via the registration form on the GCCRBA website. Failure to pay and register online by the expiration date of your child/ren registration will result in the player being ineligible to play round 9 of the BQJBC competition, NO EXCEPTIONS WILL BE MADE.

8.5 Parents understand that State Championships are a compulsory part of the season.

There is an additional cost for travelling to teams participating in State Championship Tournaments North of Brisbane. By signing this agreement, you understand that you are responsible for this payment. A costing will be made with your team Manager in consultation with Gold Coast Basketball.

8.6 Parents understand that if their child incurs an injury/illness during the season, they remain

responsible for their season fees, including the State Championships (for teams travelling to North Qld). In the instance that a replacement player is found, the departing player will be responsible for fees up to the time the replacement player joins the team.

9. Cancellation Fee and Removal 9.1 GCCRBA may at its discretion charge a cancellation fee for withdrawing part way through the

season. The Player/Parent will be liable for all costs incurred for the team during the season including State Championships.

9.2 GCCRBA may at its discretion remove a player from a team anytime during the season due to

lack of commitment, poor attitude, bad behaviour.

(a) Final decision for withdrawal will be made by the General Manager of GCCRBA.

9.3 Failure to make full payment of fees or registration fees by the due dates will result in the player being deemed unfinancial. Players who are unfinancial are ineligible to compete in both club and representative games/training.

10. Player Withdrawal

10.1 Any player that withdraws from a team after selections have been completed will be deemed ineligible from Gold Coast Representative Basketball for the current and following full representative season including the State Championships. An example of this would be if the player withdrawals after the 2019/20 selections at any stage they will not be eligible to play representative basketball for Gold Coast Basketball in the 2019/20 season and the 2020/21 season. Under special circumstances a player or their guardian may apply for an exemption to this rule. 10.2 Any player that withdraws from a team after selections have been completed are still responsible for all fees (including state championships when teams are travelling North, and the association is making the bookings) unless a replacement player is found. The fees payable will then be worked out on a pro rata basis with the fees being split FROM the day the replacement player joins the team. 10.3 It is not the responsibility of the association to find the replacement player

11. Personal Injury Liability 11.1 GCCRBA shall not be liable for any loss suffered. 11.2 GCCRBA shall not be liable for any damage to property. 11.3 Basketball is a dangerous recreational activity that involves obvious risk. It can be assumed that Personal Injury may occur and GCCRBA shall not be liable for any personal injury suffered subject to a GCCRBA registration form. 11.4 The Civil Liability Act Qld 2003 may be applicable for personal injury claims. 12. Parent/Player Expectations

12.1 Attendance at training when your child is injured/sick All players are expected to attend training regardless of being injured, if your child has an injury (please make sure this is communicated early). Unless your child is bedridden or has a contagious disease, if they can walk, then they are expected to attend ALL training sessions. 12.2 Time Management All players will have schoolwork (perhaps some with work commitments) during the season. We understand that schoolwork is paramount, however all players attending school are given their due dates for assignments and exam dates ahead of time, as well as the season training schedule. There are 168 hours in a week and team training is taking 3 of those hours, plan your time wisely.

12.3 Respecting Coaches Time Many of our coaches have families of their own, I'm sure there are times during the season that they would much rather skip training and opt to spend time with their own families, however they have made a commitment to YOUR children for the next six months, if they have to attend training so should the rest of the team. Coaches also spend a considerable amount of hours on formatting team training plans each week. UNDERSTAND that if you call an hour before training to advise that your child will not be there, that has now affected the entire planned training session and wasted valuable hours of your coach’s time. Please be respectful and give ample notice of nonattendance at trainings/games. Advising the coach that you will be absent from training on the same day as a scheduled training for any reason other than injury or illness is NOT ok. 12.4 Attitude -Players and Parents On and off the court, we want our players to be seen to be positive and supportive. Parents should try to be the same when supporting and not being critical of their child/other players/refs/coaches. We understand that parents do have passion and want the best for their children, but there needs to be a realistic approach to how this is done. Players body language is a big part of their projected attitude. Petulant displays will not be tolerated at representative level. Players who roll their eyes and constantly look to their parents in the crowd and not listening to their coaches will be penalised and can be sat for the game. These evaluation forms will be passed on to future rep coaches prior to the following season trials. There is a running record throughout your rep career at Gold Coast Basketball. Once players have registered to trial you (the parent and your child) agree to adhere to the terms and conditions of this document. Failure to adhere to the above policies throughout the season may result in your child being removed from the team.

Note: This is the final costing for the 2019/2020 BQJBC representative season and includes State Championships nomination and referee payment.

Teams may opt to stay together for state championships, this is not compulsory and will be discussed as a team. Any costs related to state championships will be organised within your team with your Team Manager collecting payments once the costing has been approved by Gold Coast Basketball. There will be an additional costing for the teams who will be travelling North for State Championships, parents should expect to pay approximately $1400.00 for this tournament. We will be able to provide a team costing for these teams once the teams have been selected and State Championships venues have been announced. Please note that this payment will NOT come out of any direct debit payments, but we will organise a payment plan for families, while also providing the opportunity for businesses to sponsor players/teams as well as assisting teams with fundraising opportunities. 2019/2020 DIRECT DEBIT REQUEST SERVICE AGREEMENT

By signing our Direct Debit Request, you acknowledge and agree to the following terms and conditions:

1) You Authorise Gold Coast City Regional Basketball Association to debit your nominated account in the

terms outlined in the Parent and Player Handbook and Season Costing as follows:

3) We will provide you with at least 14 days prior notice in writing if we propose to vary and of the terms

of the debit arrangement in place between us.

4) You will need to advise us with at least 14 working days notice in writing if you wish to defer or alter

the debit arrangements or the debit payment will still occur.

5) You will need to advise us in writing if you wish to stop a payment being processed (Debit Item) or

cancel a Direct Debit Request. Such notice should be delivered to us at least 14 working days before

the due date for payment or as otherwise stipulated in our Terms and Conditions. All requests for stops

or cancellations must be referred to us in the first instance via email to Peggy Van Kempen at

[email protected]

6) If you wish to dispute a Debit Item, you should refer to us in the first instance and we will seek to

resolve the matter with you. If we cannot resolve the dispute you can contact your financial institution

at which your nominated account is held. Your financial Institution will then commence a formal claims

procedure on your behalf.

7) Some financial institution accounts do not facilitate direct debits. If you are uncertain, you should

check with your financial institution before signing a Direct Debit request, to ensure that your

nominated account is able to receive direct debits through Bulk Electronic Clearing System.

8) Before completing the Direct Debit Request, you should check the details of your nominated account

against a recent statement from your financial institution, to ensure that your account details are

correct.

9) You agree that it is your responsibility to have enough cleared funds in your nominated account by the

due date to enable payment of Debit Items in accordance with the direct Debit Request.

10) We will initiate the Debit Items on the due dates stated above under point 1 or as otherwise agreed

between us in writing. If the due date for payment falls on a day which is not a business day in

Queensland, then a Debit Item will be processed on the next business day. You should enquire directly

with your financial institution if you are uncertain as to when the Debit Item will be processed to your

account.

11) If a Debit Item is returned unpaid by your financial institution, you acknowledge that you will will incur

a $25.00 fee and that you authorise us to present a further debit payment.

12) Should your account incur two consecutive default payments, GCCRBA has the right to suspend the

player from participating in all Basketball related activities until the debt has been rectified.

13) We will ensure the details of your personal records and account details held by us remain confidential.

However, if you lodge a claim in relation to an alleged incorrect or wrongful debit, it may be necessary

for us to release such information to your financial institution or its representative, or to our financial

institution or its representative to enable your claim to be assessed.

8. A welcome email will be sent within 14 days from your coach and manager along with a team

Introduction

Thank you for being a part of the Gold Coast Basketball representative season. The purpose of this document is to provide information and guidelines to you for the 2019-2020 season.

1.1 Parent/Player Expectations

As a representative of Gold Coast Basketball there are certain standards that are expected to be upheld at all times whilst being involved with your team. By agreeing to the parent/player agreement you have agreed to ALL the terms set by Gold Coast Basketball and must uphold this contract until the end of the 2019-2020 season. These expectations are upheld when travelling and playing away from home. During state championships we expect all our players to behave in an appropriate manner.

2. Overview of Basketball Queensland Junior Basketball Competition (BQJBC)

The Basketball Queensland Junior Basketball Competition (BQJBC) is a representative competition conducted in the South East Region of Queensland. The Competition consists of four grades, namely Premier League (Division 1), Southern Cup (Division 2) and Challenge Cup (Division 3), and Development Cup (Division 4) and exists for the Under 12 to Under 21 age groups.

The purpose of the BQJBC is to provide competition pathways for the elite junior players in South East Queensland.

The BQJBC is open for entry from all Basketball Queensland’s affiliated Associations in the South East Queensland Region. The number of teams that each Association can submit is based on the number of registered juniors (excluding U10’s) that they have registered as at the date of the nomination forms being issued. The Governing body of the BQJBC is Basketball Queensland (BQ).

2.1 Basketball Queensland Website

The Basketball Queensland Website is www.basketballqld.com.au and contains information regarding venues, seasons, results and fixtures. Please look under Competitions then Junior Competitions for information on BQJBC and the State Championships. For results of both competitions click on Draws & Results.

2.2 Conditions Of Entry Upon entry into a stadium hosting BQJBC games all team officials, parents, players, spectators and game officials are agreeing to be bound by: - Basketball Queensland Codes of

Conduct - Basketball Queensland Zero Tolerance Policy; and - Any additional conditions of entry displayed at the venue Codes of Conduct and the Zero Tolerance Policy are on display at each of the venues and are available the BQ website at www.basketballqld.com.au under Policies. If at any time a person is found to be breaching a code of conduct, the Zero Tolerance Policy or any venue-specific condition of entry they will be removed from the stadium by a BQJBC Court Controller and may face further penalty under the Queensland Basketball Model Disciplinary Tribunals By-law which will be enforced by Basketball Queensland. 2.3 Photography Disclaimer Upon entry to any competition venue you acknowledge that Basketball Queensland, and all Associated bodies (i.e. State/Territory Associations and Institutes), may use photographs / video of a player and games during activities associated with the 2017-18 Junior Representative Program for publications (including BQ or Association websites and media outlets such as YouTube) to promote basketball in the future. 2.4 Draw The BQJBC Draw is multiple parts: Rounds 1-7 are released approximately one week prior to season commencement, with the remainder of the season being released post swap-overs. In a normal 8 team competition all teams are scheduled to play each other twice – once home and once away. In any competition that has more or less than 8 teams competing, a balance of games played between teams is not mandatory and fixtures will be scheduled to fit into the full 14 rounds. All teams within a division will still play an equal amount of games, and where possible each will have the same number of home games. Under no circumstance will any request for a change to the draw be considered once the season has commenced, and no teams will be permitted to negotiate the changing of game dates and times. The only exception to this, as noted in the BQJBC Rules, is if a team has two or more players unavailable due to a conflicting Basketball Queensland High Performance commitment. 2.5 Player Eligibility 1. All Players must be registered with Basketball Queensland; 2. To be eligible for an age group, players cannot be turning that age prior to the 31 st of December of the year of the next State Championship competition. 3. Players who have transferred from another Association must meet all of the Transfer Policy requirements as outlined on the following page in order to be clear to play ahead of the commencement of the season; 4. Players may play in only one age group in the BQJBC Season; 5. Players may play for only one association in each playing season. If a player plays 1 game (including grading competition) for an association they will not be eligible to play for another association in that BQJBC season except in extenuating circumstances (e.g. Moving house) as approved by the BQ Competition Manager; 6. Players may only play in one team for grading carnivals; 7. Players cannot play for more than one team in the same division;

8. All Team Lists supplied prior to grading must remain the same for Round 1 of the BQJBC Competition; unless a team is registering a brand new player (i.e. did not contest grading with any other team). From Round 2 onwards movement of players between teams will be permitted provided the movement does not breach any other player eligibility rules. 9. Players that play six games in a higher division will be classified as restricted and will not be able to move teams to a team in a lower division in the same season (i.e. if you play 6 games in a Premier League team you will be regarded as restricted and cannot then change teams and play in a Southern Cup or Challenge Cup team). 10.New players cannot be added to teams after the registration cut-off date of the Friday prior to the Round 10 games. 2.6 Finals Eligibility Players must play a minimum of 40% of games in a team to qualify to play finals for that team. In the case that 40% would not be a round number then the total will be rounded up (i.e. 5.6 games becomes 6 games). To ensure all players are being recorded correctly for eligibility purposes, it is vital that teams ensure only players who are present and participating in a game are checked in the Stadium Scoring game file. Teams may apply for an exemption to the finals eligibility rules under certain circumstances as outlined in the BQJBC Official Rules.

2.7 Transfers In 2013 Basketball Queensland introduced a new Transfer Policy which applies to all

Basketball Queensland Competitions. All those competing in the BQJBC must abide by this

Policy which can be found on the BQ website under Policies. The Policy consists of two parts

as follows:

1. Permission to Train – Please note GCCRBA do not accept Permission to Train Forms. Only full transfers are accepted by Gold Coast Basketball, which must be finalised prior to the trials. This is imperative as if an association had not granted a player permission to train and the player subsequently seeks a transfer, the Association accepting this player will be fined up to $200 and the player that breached the rule will not be permitted to play representative basketball for a period of up to three (3) months. 2. Transfers - A transfer is required for any member wishing to change from one affiliated Club or Association to another. It is the responsibility of the accepting affiliated associations to ensure clearances and transfers are obtained prior to the commencement of the individual playing or training. Once a junior representative player transfer has been granted there is a mandatory waiting period whereby a player must wait one (1) calendar month from the date that the transfer is approved by Basketball Queensland before they can play representative basketball for a new association.

2.8 Grading The aim of the Grading Competitions is to grade teams into divisions for their relevant age group and gender where they will compete against teams of equal calibre.

Grading Competitions are generally held for all Premier League Divisions (with the only exception being that the number of teams who have nominated to grading matches the

number of positions available in Premier League) and in Southern Cup Divisions and Challenge Cup Divisions where there are enough teams to form a Challenge Cup and Development Cup competition also.

The grading competitions will be held on the weekends of the 7th/8th September and 14th/15th of September 2019.

Rules regarding the number of teams permitted to contest grading are as follows:

Top 4 teams from BQJBC two years ago gain automatic entry in to BQJBC Premier League in their new age groupings and thus will not contest grading (i.e. Top 4 teams in U16 Boys gaining automatic entry in to U18 Boys Premier League Competition).

Eligible Associations are permitted to enter one team to contest Premier League Grading (for those Associations whose first teams have gained automatic qualification their second team may be entered in to Premier League Grading)

All third teams from any Association must start the season in Challenge Cup and therefore cannot contest Southern Cup grading.

2.9 Swap Over Challenge

The Swap-Over Challenge gives the top two teams in Southern Cup the opportunity to play the bottom two teams in the Premier League, for their positions in Premier League. In age groups with three divisions the top two teams in Challenge Cup have the ability to play the bottom two teams in Southern Cup and in age groups with four divisions the top two teams in Development Cup have the ability to play the bottom two teams in Challenge Cup. Teams that can challenge and be challenged are determined at the end of Round 7.

2.10 Wildcard Challenge

All teams who are in Premier League must nominate to Division 1 of the State Championships. At the completion of Round 14 however, the 7th and 8th placed teams can be challenged for their Division 1 position through the Wildcard Challenge by teams who competed in the Southern Cup Competition only.

The format of the Wildcard Challenge Competition is set once all nominations are received. Please check the Basketball Queensland Website for more information. 2.11 Classification Of Teams The final standings after all round games will be determined primarily on the win/loss records. Teams will be classified by the number of Competition Points earned, or in cases where teams have changed divisions after the Cross-over Challenge, by Win Percentage. Point scores: Win: 3 points Loss: 1 point Default: 1 point Forfeit: 0 points If teams are tied on Competition Points (or Win Percentage in divisions with a Cross-over team) a tie breaker method is used to rank teams as outlined in the BQJBC Official Rules. 2.12 Finals Format Semi-Final 1 – 1 st v 4 th Semi-Final 2 – 2 nd v 3 rd Grand Final – Winner of Semi-Final 1 v winner of Semi-Final 2 Note: Under 21 Women may play to a different finals format. Semi- finals are to be played at three central and these will be split by division – Premier League, Southern Cup and Challenge/Development Cup. Game times may commence from as early as 10am and all teams must be available from this time. If possible all Grand Finals will be played at the same venue. As a general rule Southern Cup and Premier League games are to be played at the same time with Challenge & Development Cup finals being held before these games. Game times may commence from as early as 9:00am and all teams must be available

from this time. For Semi Finals and Grand Finals the game fees are payable to the host association as per a normal competition round. 2.13 Respecting Our Referees Referees and their development are one of the most vital aspects of our game, and whilst we may not like their decisions at times, everyone needs to be well aware at all times that any abuse or harassment of referees will NEVER be tolerated. BQ trust all participants will contribute positively to the playing environment of children, but please be warned that there are severe penalties that will be strictly enforced against any individual who infringes any of our codes. A copy of the Basketball Queensland Code of Conduct and Zero Tolerance Policy can be viewed by clicking the Resources & Policies tab on the Basketball Queensland Website (under About Us). BQ strongly encourage every parent and player to read these. Players, parents, spectators and team officials at all levels are expected to conduct themselves in a manner which does not bring discredit to themselves and their Association. 2.14 Tribunals Tribunals are held in instances where the Basketball Queensland Codes of Conduct or Zero Tolerance Policy have been breached during competition and an official report/complaint has been lodged with the BQ Competition Manager. Tribunals are conducted in accordance with the Queensland Basketball Model Disciplinary Tribunals By-law with Basketball Queensland being the Organising Body. A copy of this By-law can be found on the Basketball Queensland website by clicking on the Policies tab. If you or your child commits a reportable offence at a BQJBC game during the season proper the following course of action will occur:- • The official report or complaint is completed and submitted to [email protected] with the match report sheet by 10.00am on the Monday following the game. • The BQ Competition Manager will review the report and liaise with a Tribunal Chairperson selected from the Association Tribunal Representatives to determine if a Tribunal is required. • If a Tribunal is required it will be held at the Basketball Queensland Office during the week following the game. • If reports or complaints are received later than 10:00am on the Monday following the game the Tribunal may be deferred to the following week. Please note a “junior” person (up to the age of 18) has the right to have an adult attend as an observer and adviser, however this person must not be a legal practitioner.

2.16 Season Structure The 2019/2020 season has 4 stages as follows: Stage 1 – Gold Coast Basketball Representative Team Trials Stage 2 – BQJBC Grading Grading tournaments will be held in February, notification of venues and the draw will be available at the end of trials. Teams that finished in the top four of their age group two seasons ago will have automatic entry into Premier League and Southern Cup. Stage 3 – BQJBC Season Under 12's/Under 14's The BQJBC Season for the above age groups runs from February until the June 2020 and includes 14 games, semis and finals. State Championships will be held in June/July 2020. Under 16's The BQJBC Season for the above age groups runs from October until the April 2020 and includes 14 games, semis and finals. State Championships will be held in April 2020. Under 18's The BQJBC Season for the above age groups runs from October until the March 2020 and includes 14 games, semis and finals. State Championships will be held in January 2020. Under 21 Men The BQJBC Season for the above age groups runs from October until the March 2020 and includes 14 games, semis and finals. There are no State Championships for Under 21's U21 Women The BQJBC Season for the above age group is run in four tournaments (October x 2, November x 2, (includes finals). There are no State Championships for Under 21's.

Under 14 Girls - 28th June - 1st July 2020 - Mackay Basketball

2.18 Gold Coast Basketball Website The Gold Coast Basketball website is www.goldcoastbasketball.com.au All information pertaining to Representative basketball can be found under the heading 2019/2020 Junior Rep Season.

2.19 Gold Coast Basketball Points of Contact The Team Manager is your first point of contact. Should you need to contact a member of staff please use the information below to contact the applicable person to help you. Please do not contact Basketball Queensland directly as they have over 200 teams to manage and will only redirect you back to the Association.

3. Queensland State Championships Please see the information above for State Championship dates The Queensland State Championships are a culmination of the representative season, all team members are expected to play at this tournament as part of the season.

For teams travelling north of Brisbane an estimated costing will be available from team Management after the initial parent meeting. The confirmed costing will be communicated once known. These payments WILL NOT be debited from player’s account if they are paying by our direct debit method as this is only applicable to the representative season fee. The deposit required will be communicated to all travelling teams once confirmed costs are known. For all other teams it is suggested that at the first team meeting, your team establish then and there whether they will be staying together as a team. Please note it is NOT compulsory for anyone to stay (Other than those travelling north of Brisbane). Arrangements should be made as early as possible as accommodation gets booked very quickly. Please contact Jennelle Cameron for budget and venue accommodation information if needed. IMPORTANT there are implications for players that withdraw from the team prior to State Championships, these include, but are not limited to: a season ban from representing Gold Coast Basketball in any competition, ineligibility from basketball in Australia if there are outstanding payments owing.

If the player is travelling to a Northern or Central Queensland State Champs venue (and they withdraw prior to the state championships) they are still accountable for the entire costing that was outlined at the beginning of the season regardless of whether a replacement player is found. The draw for State Championships is not released until approximately 2 weeks before the tournament commences, teams should expect to play at least two games per day.

4. Registration - IMPORTANT Representative Player registrations are renewed every 365 days. All Gold Coast representative players must re-register to play when their current registration expires. All players MUST submit their registration and payment online via the Gold Coast Basketball website before their current registration lapses. Failure to do so will result in the player in question not being able to take the court in Round 9. No Exceptions! This payment is totally separate and is NOT included in season fees. 5. Team list and Contact Details

Each Team Manager will receive a full team list once the team is selected. The list will detail each player’s parent names and their contact mobile number and email address. This will also be sent via email and all parents will receive a copy, please notify your team manager if you do not wish to share your information. Team Managers will also be provided financial status of players to assist timely payment of fees.

6. Medical Forms

Medical forms will be kept on hand by the team Manager for his/her reference throughout the season. These will be filled in at the final trials when teams are selected.

7. Season ending Injury/Illness

Any player that incurs an injury/illness during the season remains responsible for their season fees, including State Championships (for teams travelling to North Qld). In the instance that a replacement player is found, the departing player will be responsible for fees up to the time the replacement player joins the team.

8. Player Injury and Insurance

The BQJBC is covered b y B a s k e t b a l l Queensland's Insurance company V-Insurance Group. Information on Player Injury Insurance Cover along with the how to Process Claims can be found on the Basketball Queensland Website under About Us – Resources & Policies - Forms. The Gold Coast Basketball Office does not handle insurance issues, if there is an injury at a GCCRBA hosted game then an injury report must be filled out (available from the court controller/sports med) at the time the injury occurred and signed by the Court controller.

9. Trainings The training schedule will be available at trial registration. It is expected that all players attend every scheduled training; even if you are injured you are still expected to attend training sessions as you may be missing important information. Unless you have a contagious disease or can produce a medical certificate you are expected to attend all team trainings, failure to attend a training session MAY affect your child's court time. If you are injured or have an illness you are also expected to attend all games in appropriate attire, (e.g. Gold Coast Warm up t-shirt and team shorts). The Team Manager is the first point of contact if a player is unable to attend trainings or games. The team training times and venues are set for the season. Any changes that need to be made will only be done so in extreme circumstances, or if venues are not available.

At times teams will share courts where courts are unavailable 10. Uniforms 10.1 General Information

Gold Coast Basketball uniforms are purchased through the GCCRBA Office at the beginning of the season. Additional items are available to add to your uniform order at trials. Limited stock will be held over the season.

10.2 Uniform Clashes

In the event of a uniform clash (as determined by BQ Ipswich, North Gold Coast Seahawks, Toowoomba) the team will need to wear their reversible white side of the uniform.

10.3 Blood Uniforms

11. Scoring Roster Duties Team Managers are responsible for rostering parents on the scoretable for each game. Each game requires two parents (from each team) to fulfil scoretable duties. It is suggested that the roster be made available as soon as the draw is released so parents can organise themselves. If parents are unable to fulfil their duties it is up to them to find a replacement not the Team Manager. If any parent cannot perform their scheduled duty or find a suitable replacement they must make a payment of $25.00 to the team manager to find a replacement who will then be paid the $25.00, however this is not guaranteed (although we do encourage parents to help one another out and switch duties where possible). 11.1 Scoretable There are four job assignments for scoretable:

Scorer – use of stadium scoring system

Chairperson - their job is to call the game to everyone on the bench, notify subs/time outs, clarify referee calls, show fouls with the paddles, switch the possession arrow, keep time for time outs.

The "HOME TEAM" is responsible for the clock and the 24 second clock, the "AWAY TEAM" is responsible for the Courtside Ipad and Chairperson duties - please note U12's do not have to use the 24 second clock but please schedule 2 people on anyway

11.2 Information and Courses

Stadium Scoring/Courtside is the method used in BQJBC this season. It is expected that all parents that are unfamiliar with scoretable duties complete a Level 1 scoretable course, we will organise a course prior to the start of the season.

11.3 Game Day Bench If your team is the first named team on the draw (Team A), your team bench is on the left-hand side of the scoretable if you are seated at the scoretable, facing the court.

12. Fixtures/Results Fixture and ladder information can be obtained from the Basketball Queensland website by visiting www.basketballqld.com.au

Fixtures & Results are posted on the Basketball Queensland website in the Draws and Results section which can be accessed by clicking on the Draws & Results Header on the home page. Click on the Junior Competitions link. Ladders are also posted once results have been obtained from the host association and can also be viewed by clicking the same link. Players, Coaches and Parents also can check individual player stats via the Draws/Results menu on the Basketball Queensland website

12.1 How to check player stats

Once in Junior Competitions click on Results for the relevant BQJBC division eg-U12 Boys Premier League

Once page has loaded click on Match Centre for the specific game e.g.-Team A Vs Team B to view that game's statistics. Once page has loaded to view Season Statistics for a single player click on the name of the player – at this time the player information profile will appear where you can click to view the player’s full profile

12.2 How to check stat leaders

Once in Junior Competitions click on Results for the relevant BQJBC division eg-U12 Boys Premier League

To view overall player rankings for the entire competition, click on Season Stats and then click complete list located underneath the table (i.e. Average Points). Statistics should be sorted by highest ranked to lowest ranked however if this does not occur click on the column in which you wish to sort by. For example, to view all players by highest Average Points click on Av Pts.

13. Additional Information 13.1 BQJBC Game Rules BQJBC detailed rulebook is available for download on the Basketball Queensland website prior to the start of the season -Once BQ have released the updated version for the 2019/2020 season, they will replace the rulings below.

13.2 Game Protests

If the Head Coach of your team wishes to lodge a protest, they must firstly inform the referee at the end of the game and complete the necessary paperwork as outlined in the BQJBC Rules. Following this a formal protest must be lodged with Basketball Queensland on Association letterhead on the Monday following the incident occurring. An application fee of $100.00 shall be submitted with any protest/appeal, which may be refunded if proven justified.

Please contact Jennelle Cameron if you would like to proceed with any protest prior to contacting Basketball Queensland. 13.3 Codes of Conduct GCCRBA Codes of conduct are available on the Association website, anyone found in breach of the codes will be reported to GCCRBA. 13.4 Complaints

Any complaints against the actions of a coach, assistant coach, manager, spectator or any other person must be lodged in writing to the Development Manager and General Manager of GCCRBA. Please note if you have a complaint regarding an incident that occurred at an away venue please ensure you report this to your Team Manager who may report it to the Court Controller if necessary. - Insert amendments regarding correct paperwork to be processed

13.5 Zero Tolerance

To ensure a safe and enjoyable playing environment for all players, officials and participants, Basketball QLD have implemented a Zero Tolerance Policy for inappropriate behaviour for Parents and Spectators in the 2018/19 Junior Representative season.

The Policy will ensure that:

1. There will be zero tolerance shown towards any inappropriate or abusive behaviour from parents and spectators

2. Any parent/guardian and/or spectator who feels the necessity to:

Persistently or willfully question or challenge the rulings of the referees

Berate or abuse game officials i.e. referees and scoretable personnel

Berate or abuse team officials

Berate or abuse players

Berate or abuse other parents or spectators

Berate or abuse any game day official such as a Court Controller, Referee Supervisor, Association Representative or Basketball Queensland Representative.

Display conduct which is inappropriate in a sporting environment will be asked to leave the venue immediately by the Court Controller. No warnings need be given in the event of the above action becoming necessary.

In addition to spectator behaviour being monitored by the Court Controller and Referee Supervisor if the referees have an issue with a spectator, they may stop the game and get the Court Controller and inform them of what has occurred to have the Court Controller remove the parent or spectator.

If at any stage during a game a referee believes a spectator needs to be observed for poor behaviour they may stop the game and ask the Court Controller to observe and monitor the

spectator. The Court Controller will take any actions they deem necessary after observing the spectator (i.e. removing the spectator without warning)

13.6 Game Day Weather Issues If an Act of God occurs in the lead up to the round or there are major weather concerns on the morning of round games, Basketball Queensland in the first instance will endeavor to move games to an alternate venue. A decision will be made by 10am on the Saturday morning as to whether the game will be moved to another venue that day or be rescheduled to a catch up round as per the season calendar. All official announcements will be made by the BQ Competitions Manager via Basketball Queensland’s official communication channels – please contact your association delegate, or refer to our website or Facebook page, to verify all information under these circumstances. 13.7 Photography & Video At Basketball Queensland events we need to ensure any photography or videography performed is done strictly for the purposes of scouting or team use/development by approved personnel. All individuals wanting to photo/video any Basketball Queensland games must sign in upon entrance to the stadium, with a Team Official (ie. Coach/ Manager) approving them to undertake such activity. A register will be available at each venue so that parents and or team officials can register. Please note it is also a requirement of participating in the BQJBC that players and their parents/guardians accept that Basketball Queensland, and all Associated bodies (i.e. State/Territory Associations and Institutes), may use photographs / video of a player and games during activities associated with the 2018-19 Junior Representative Program for publications (including BQ or Association websites and media outlets such as YouTube) to promote basketball in the future

13.8 Additional Purchases

Under no circumstances are any players/parents expected to pay anything above what has already been agreed upon with GCCRBA. In the event that Parents/Managers would like additional extras, e.g. sweat towels, drink bottles, DVD’s of games for all team members, this cost must be agreed upon by each individual before purchasing items and expecting parents to pay for them. Please contact the office for further information.

13.9 Social Networking/ Use of Image The use of Facebook and other social networking sites must be agreed upon by parents prior to being made available to players. Parents must also have full access to any pages/sites that are dedicated to the team as well as Gold Coast Basketball and GC Basketball Director of Coaching.

Right to Use Image: I acknowledge and consent to photographs and electronic images being taken of me during my participation in any Basketball Activities. I acknowledge and agree that such photographs and electronic images may be used by The Association or BQ for promotional or other purposes without my further consent being necessary.

13.10 Fundraising

Teams are encouraged to fundraise; we understand the costs involved on all families. All fundraising must be approved by the GCCRBA office prior to the event. For teams travelling North for the State Championships GCCRBA will assist in providing you with fundraising opportunities and provide you with a sponsorship letter template for support.

Please note that if individuals fundraise more money than what they have paid out, they cannot be reimbursed this surplus in a cash payment, they will however, hold a credit at the Association for basketball related activities/expenses. 13.11 Season Costing Information The full season costing is available at the top of this document.

This costing is based on the number of training weeks / games and includes the State Championships nomination fee. In addition, this season the fee also includes the end of season presentation. For teams that are travelling to North Qld venues please note that your flights, accommodation, transport and food are NOT covered by this payment and an additional amount will need to be paid. An estimated costing is available on the Gold Coast Basketball website.

13.12 Presentation Evening: A presentation evening will be held in July/August 2019. For all players and team officials the cost of this event has been included in the costing. Parents and supporters will be required to purchase tickets. Information on the event will be communicated throughout the season.
