Many pleasurable moments are ahead as we enjoy the great outdoors, the changing tree colors, fall sporting events, Homecoming, and Halloween fun. School has been in full swing for over a month and hopefully parents and children alike have become familiar to their routines. The fall season is a very busy time for the Village as well. The changing temperature has the leaves falling from the trees in preparation for their winter hibernation. The Public Works Department is ready to tackle their leaf collection duties but we will need everyone’s help in removing the leaves from our streets to prevent our storm sewer system from being clogged up. Leaf collection has always been a challenge for all but I am confident by working together we can get the job done right. The village tree trimming program will continue with the section of town south of Roosevelt from approximately Westchester Boulevard to Gardner. The goal is to maintain safety and promote the health and beauty of our parkway trees. Safety… Safety …Safety... is always a concern for the village. October is Fire Safety Month and our Fire Chief Rich Belmonte reminds us to change the battery in your smoke and carbon monoxide detectors. The Fire Department is also hosting an open house on October 10th. All are welcome and encouraged to attend. Our Police Chief Matt Evans proudly reports the decrease of our property damage and personal injury vehicle accidents. Both are down 11 and 17 percent respectively. Hopefully this summer you were able to see and speak to our police officers who were walking the beat. Since July 1 st officers have been out on foot in our neighborhoods in our community policing initiative. Their efforts along with the reminders to lock up our cars and homes and to be on the lookout and report any suspicious activities will lead to another reduction of our crime statistics for 2009. The village has welcomed several new businesses and restaurants to town. Cardinal Fitness, Christopher’s Speakeasy , Chai Yo Thai Restaurant, and Antonio’s Ice Cream. We wish you much success and thank you for opening up in Westchester. A thank you to all the village staff, members of the Fire and Police Department , as well as the Westchester Middle School Band, St Joseph H.S., Proviso West H.S. NJROTC , local clergy, and residents for attending our 9-1-1 ceremony. The show of respect for the people who lost their life in New York City shows our strength and resolve as citizens of Westchester “Not to Forget” the tragedy of 8 years ago. Presidents Obama’s signature on Senator Edward M. Kennedy’s Serve America Act in April officially recognized September 11 th as a National Day of Service and Remembrance reminding us that “United We Serve.” Flu season is on the way once again and the Cook County of Public Health reminds us to get our flu shots as soon as possible. I have been informed that later this month more information regarding the additional shot for the H1N1 virus will be out and all are encouraged to get that shot as well. Initially the number of vaccine doses will be based on the state’s population. Please consult with your doctor. Finally, I would like to express our sincere thanks to State Representative Karen Yarbrough who acquired $200,000 for the Village Emergency Operations Center. The check presentation was made at our August 25, 2009 Board Meeting. Here we are in October, all saying “where did the summer go?” The summer of 2009 is a memory as we move forward into our Fall season. Many pleasurable moments are ahead as we enjoy the great outdoors, the changing tree colors, fall sporting events, Homecoming, and Halloween fun. School has been in full swing for over a month and hopefully parents and children alike have become familiar to their routines. The fall season is a very busy time for the Village as well. VEHICLE STICKERS GO ON SALE DECEMBER 1st. Newly-acquired vehicles must be licensed within thirty (30) days of purchase. If vehicle stickers are

not properly displayed by February 15, 2010 the owner is subject to a fine, in addition to fees being doubled.

The Village Hall will be open for your convenience, to help serve you better, every Saturday 8:30 am to

12:30 pm. Village Hall office hours are Monday, Wednesday through Friday 8:30 am. to 5 pm. Tuesday

the Village is open 8:30 am to 7 pm.

Seniors: $20.00 to residents age 65 by 2/15/010. One per person.

Dog & Cat Licenses (Tags) are available in the Police Department free of charge. Rabies certification must

be presented upon registration. Newly-acquired dogs and cats must be licensed within 30 days after

receiving their first rabies vaccine. Thereafter, the registrations have to be renewed annually at the

beginning of the year before February 15th.

AFTER-HOURS PAYMENTS

Use the drop box in the lobby of the Village Hall, located in the main lobby just to the left of the doorway into

the Village offices after hours.

BLOOD PROGRAM AT NEARLY 22,000 UNITS

In the midst of a critical shortage of blood at area hospitals, the Westchester Blood Program held its fourth drive of the year July 18 at Divine Providence School and collected 124 units (pints). That's more than enough to save the lives of 300 patients.

The WBP, the most productive community blood program in the Chicago area, has now collected 399 units this year, with two drives remaining on its schedule.

Those will be held Oct. 17 at the Community Center from 8:15 a.m. to 3 p.m. and Nov. 10 in a LifeSource coach parked in the lot at Bond and Westchester, just south of Westchester Community Church, from 2 p.m. to 7:30 p.m. (Donors cannot give blood at both drives since they are just three weeks apart.)

Anybody with questions about the importance of donating blood should contact Chairman Carl Panek at 865-1782 or Vice Chair Person Nadine Trumbull at 865-8057.

The Westchester Police Department is watching your speed. The Department has recently purchased a portable traffic speed monitoring device as a part of the Traffic Enforcement Program. The device utilizes the latest technology, all in the size of a small sign. This device displays speed while warning motorists who are exceeding limit with a bright flashing strobe. This device collects data for research as well as deters speeding. You will see this device in many areas throughout the community.

So you think you

have an evergreen?

The Village of Westchester is looking for a community member who would like to donate an evergreen tree from their yard as the Village Hall Holiday tree. Public Works will carefully remove the tree from the resident’s property at no cost to the resident. The tree will be erected and seasonably decorated in front of the Village Hall by the Village staff. If you feel that you have such a tree, please call Westchester Public Works (708) 345-0041.

As always, residents are asked to call the Village at

emergency or after hours) if you see an unusual amount of water in the street or parkways. This could be a main break or water leak that requires our immediate attention.

Summer seems to fly by faster every year! As we move into fall we are wrapping up our street repairs so that we can move into leaf season. Even though we will be using the street vacuum to clean the curbs we ask you DO NOT rake leaves into the streets as this clogs the storm sewers. The street sweeper and vac machine will only be used to insure proper operation of the Village storm sewer system. As you may know, due to budget constraints the Village has discontinued the leaf bag program. Please dispose of leaves in bags that can be purchased at your local hardware store or grocery store. You can also use up to a 32 gallon container marked with a yard waste sticker to dispose of leaves. You may obtain yard waste stickers at the Village Hall or Public Works Department at no charge. With your cooperation the Village can preserve the charm of its neighborhoods as well as the maintenance of our sewer system.

As a reminder the final branch pickup for this year will be the

week of November 2-6, 2009 . No brush will be picked up

after this date. After that you will be required to dispose of it

through your trash service or on your own.

Branch pickup will resume April 2010. Please do not put out

any brush before this. Brush should be stacked neatly on the

curb for “curb appeal.” Please keep logs and branches in

manageable sections so we can remove them efficiently and in

a timely manner.

Please note that the last pick-up day for yard waste by Waste

Management will be November 30, 2009.

BRANCH PICK-UP FALL/WINTER WATER PREPERATIONS

There is still plenty of time before the snow begins to fall to prepare your home for winter. New windows and doors will save on your heating bills and eliminate drafts while improving the appearance of your home. You may also receive up to $1500 federal tax credit when filing your 2009 taxes, for replacing your old windows or doors. Also perform pre-heating season maintenance on your furnace or boiler to assure a trouble free winter. A new high efficiency heating system can also lower your monthly energy bills. There are also tax credits for updating to more energy efficient appliances, much the same as for replacement windows and doors, though each household is limited to an annual amount, as specified by US Dept. of

SNOW PREPARATIONS TIPS FOR SAVING ENERGY

Remember to always get at least three estimates. Check that the scope of work and materials provided is the same. Ask for references and do not hesitate to call and check them. Always insist that your contractor provide you with a certificate of insurance, a signed contract and an installation schedule. The contractor that you choose must be registered with the Village. If you need a list of contractors currently registered with the Village, call the Building Department and we will provide our current list.

THREE ESTIMATES AND CHECKING REFERENCES

LAWN MAINTENANCE - KEEP WESTCHESTER BEAUTIFUL

Not far behind leaves comes SNOW! When it does begin to snow Village crews work long and hard to keep our streets clear and safe. Please assist us by observing the following :

Place garbage cans and bins behind the curb line-not in the street

Observe “ NO PARKING” and “SNOW ROUTE” signs

Do not throw or blow snow back into the cleared streets

The following parking restrictions WILL be enforced:

After a two-inch snowfall and except as otherwise posted, it is unlawful to park any vehicle, or to permit any vehicle to remain parked, between the hours of 8:30 a.m. and 4:30 p.m., on odd-numbered sides of the street (south and east sides of streets) on Tuesdays and Thursdays, and on even-numbered sides of the street (north and west sides of the streets) on Mondays, Wednesdays and Fridays. Odd sides of the street are defined as the south side of east and west streets, and the east side of the north and south streets. Even sides of the street are defined as the north side of east and west streets and the west side of north and south streets.

As the cooler weather approaches, remember to turn off your outside water spigots in the basement to prevent pipes from cracking or freezing during the winter months.

All plumbers working in the Village of Westchester need a State or City of Chicago Plumbers license, a contractor’s license from the Westchester Building Department, plus a certificate of insurance. A permit is required to assure codes are met and an inspection from the Plumbing Inspector is necessary.

Residents are advised to contact the Public Works Department at 708-345-0041 before signing a contract with a plumber to rod out the sanitary line. Our department will check to make sure the problem is not in our sanitary lines.

No Feeding of Wild Animals

A friendly reminder from the Village that it is unlawful to feed wild animals such as deer or stray dog or cats. Wild animals, rodents, and birds may constitute a menace to public health and comfort and can also be offensive. Simple, casual feeding of birds with bird seed or similar types of natural products is permitted if not excessive and does not cause a public nuisance. THE VIETNAM VETERANS "MOVING WALL" IS COMING TO WESTCHESTER

On November 5th through November 9th the Vietnam Veterans "Moving Wall" will be on display at

Mayfair Park in Westchester, IL. The Moving Wall is a half sized replica of the Vietnam Veterans Memorial

in Washington, D.C. The wall was created by Vietnam Veterans through contributions from the public and

has never received any funding from the Federal Government. There are 58,253 names listed on the

memorial of personnel who gave the ultimate sacrifice while they served in the U.S. military in Vietnam.

We hope that you are able to visit the wall during its stay here in Westchester. Especially welcome are

school groups who may schedule a visit with our staff and receive a guided tour of the wall. To schedule

your time please contact the office of the Westchester Park District at (708) 865-8200. Time slots start each

day at 9:00 am and are available every hour until 2:00 pm.

The "Moving Wall" visit to the Westchester Community has

opened up endless opportunities for volunteers, donations

and sponsors. Should you be interested in making a

donation, sponsoring our Veterans Day Run, or

volunteering for this event please contact the Westchester

We are in need of items such as food for our volunteers,

materials for erecting the wall, plants for decorating,

These two organization have worked together in the past, cleaning up the forest preserve trailhead area at Mannheim and Cermak and other projects. The WCIC is happy to be working together again, to help raise money for both of our organizations.
