SEARCH

To select a public relations consultancy, first decide:• What sort of services and skills you need (lobbying, issues

management, media relations, marketing assistance, employeecommunication, etc)

• Whether you prefer to work with a larger or smaller agency• If you want local, national or international service.

List three to five consultancies that appear to have the expertiseand other attributes you wantMake your selection by gathering information from this directory,gaining recommendations from business contacts or colleagues andchecking consultancy websites.

Contact your selected consultancies, brief them on your needsand ask each for a ‘credentials only’ presentation to coverquestions such as:• the type of work they handle and their areas of specialisation• the relevant experience and professional background of the

senior consultants• their present clients and how long they have been clients• any possible conflict of interest with existing clients• who might be working on your program, their qualification and

experience and hourly rates• whether the consultancy charges a retainer (set fee per month),

hourly rates, or a combination of both• how expenses are charged – at cost or with a set mark-up• the type of reporting the consultancy provides on work done for

you – monthly activity reports, six or 12-monthly reviews• contact details of their clients with whom you may want to talk

about the quality of their work.

Reduce the short list to two or three consultancies and arrangeto meet the people in each consultancy that will be handlingyour workAllow plenty of time for each presentation and follow-updiscussions. Let them tell you about their approach to meeting yourneeds and about their experiences, including relevant casehistories.Have a list of criteria against which each consultancy is to bejudged. Before anything else, you need to feel compatible andcomfortable with the consultancy, its client list and its people. Thedetailed communication plan comes next.

Do not expect detailed recommendations unless you are prepared to pay for themPublic relations consultancies can rarely, if ever, present a detailedlong-term communication program on the basis of an initialbriefing. This is because the communication problems to be solvedare often exceedingly complex and involve identifying target publicsand the need to research their relationships with your organisation.

It takes time, as well as knowledge and experience, to prepareanything other than an outline of the way in which they wouldtackle your communication program. Consultancies are generallynot prepared to hand over valuable advice, recommendations orcreative ideas without payment for this intellectual property.

If you are seeking the most appropriate consultancy to handle aspecific project, consider offering each on your short list a feeto develop a communication plan. Depending on the size and complexity of your project, the fee mayrange from $2,000 to $10,000 for each consultancy to devotethe appropriate time of experienced personnel to develop acommunication strategy and creative approach, overall plan ofactivity, detailed timetable, outline of required materials andbudget.

The usual practice is to provide the short-listed consultancies witha written brief of the situation, your organisation’s needs,problems and potential opportunities. Your brief might call for thelaunch of a new product, response to market change,rationalisation of businesses, introduction of a new corporateidentity, or a strategy to prevent a takeover.

The timing of the brief is critical. If you are planning to brief youradvertising agency, legal counsel, or any other consultant, thenthat is the time to brief your public relations people.

Seek a firm with advanced professional standardsThe PRIA (NSW) consultancies listed here are bound by theConsultancy Code of Practice, have operated for a minimum ofone year and have a chief executive who is either a Member or aFellow of the PRIA. He or she therefore has no less than five yearsfull time public relations experience and has either a recogniseddegree from a PRIA-accredited tertiary institution or has passedthe Institute’s own accreditation exam.

Fellows and Members are entitled to use the letters FPRIA andMPRIA to denote their senior professional status. All Members ofthe PRIA, no matter what their grading, agree to abide by theInstitute’s Code of Ethics. This demands the highest standards ofprofessional conduct.

PRIA Members abide by the PRIA Code of EthicsThe Public Relations Institute of Australia is a professional bodyserving the interests of its members. In doing so, the Institute ismindful of the responsibility which public relations professionalsowe to the community as well as to their clients and employers.The Institute requires members to adhere to the higheststandards of ethical practice and professional competence. Allmembers are duty-bound to act responsibly and to beaccountable for their actions.

The following Code of Ethics binds all members of the Public Relations Institute of Australia.

1. Members shall deal fairly and honestly with their employers, clients and prospectiveclients, with their fellow workers including superiors and subordinates, with publicofficials, the communications media, the general public and with fellow members ofPRIA.

2. Members shall avoid conduct or practices likely to bring discredit upon themselves,the Institute, their employers or clients.

3. Members shall not knowingly disseminate false or misleading information and shalltake care to avoid doing so inadvertently

4. Members shall safeguard the confidences of both present and former employers andclients, including confidential information about employers’ or clients’ business affairs,technical methods or processes, except upon the order of a court of competentjurisdiction.

5. No member shall represent conflicting interests nor, without the consent of the partiesconcerned, represent competing interests.

6. Members shall refrain from proposing or agreeing that their consultancy fees or otherremuneration be contingent entirely on the achievement of specified results.

7. Members shall inform their employers or clients if circumstances arise in which theirjudgment or the disinterested character of their services may be questioned by reason

of personal relationships or business or financial interests.8. Members practising as consultants shall seek payment only for services specifically

commissioned.9. Members shall be prepared to identify the source of funding of any public

communication they initiate or for which they act as a conduit.10. Members shall, in advertising and marketing their skills and services and in soliciting

professional assignments, avoid false, misleading or exaggerated claims and shallrefrain from comment or action that may injure the professional reputation, practice orservices of a fellow member.

11. Members shall inform the Board of the Institute and/or the relevant State/TerritoryCouncil(s) of the Institute of evidence purporting to show that a member has beenguilty of, or could be charged with, conduct constituting a breach of this Code.

12. No member shall intentionally injure the professional reputation or practice of anothermember.

13. Members shall help to improve the general body of knowledge of the profession byexchanging information and experience with fellow members.

14. Members shall act in accord with the aims of the Institute, its regulations and policies.15. Members shall not misrepresent their status through misuse of title, grading, or the

designation FPRIA, MPRIA or APRIA.Adopted by the Board of the Institute on March 5, 1998, this Code of Ethics supersedes all previousversions.

Penalties for breachesThe following penalties may be imposed for breaches of the Code of Ethics:• censure• a fine• suspension of membership of the PRIA for a specific period• expulsion from membership of the Institute(Where an offender is punished by a fine, suspension or expulsion, the offender’s name andthe penalty imposed shall be suitably publicised)

Public Relations Institute of Australia Consultancy Code of Practice

A public relations consultancy shall not be added to the Register of Consultancies of the PublicRelations Institute of Australia (PRIA) unless itsprincipal officer in that state is of Fellow or Memberstatus of the PRIA.

In addition to the PRIA’S Code of Ethics, which bindsthe consultancy principal and all consultants who arePRIA members, a Registered Consultancy is bound tothe following Code of Practice.

General StandardsA REGISTERED CONSULTANCY:

Accepts a positive duty to observe the highest standards in itsbusiness and in the practice of public relations; promote thebenefits of good public relations in all its dealings; and improvethe general understanding of professional public relationspractice.

Undertakes to observe this Code of Practice, and any other articleor amendment which shall be incorporated into it.

Accepts a positive duty to observe the highest standards of publicrelations; promote the benefits of good public relations practice inall its dealings; and improve the general understanding ofprofessional public relations practice.

Adheres to the highest standards of accuracy and truth, avoidingextravagant claims or unfair comparisons and gives credit forideas and words borrowed from others.

EmployeesA REGISTERED CONSULTANCY:

Makes compliance with this Code of Practice and the PRIA Codeof Ethics a condition of employment for all its consultants.

Understands that if it knowingly causes or permits a member ofits staff to act in a manner inconsistent with this Code it is partyto such action and shall itself be deemed to be in breach of it.

Shall not directly invite any employee of a client advised by theconsultancy to consider alternative employment (anadvertisement in the press is not considered to be an invitation toany particular person).

Client RelationsA REGISTERED CONSULTANCY:

Safeguards the confidence of both present and former clients. Itshall not disclose or use these confidences, to the disadvantageor prejudice of such clients or to the financial advantage of theRegistered Consultancy, unless the client has released suchinformation for public use, or has given specific permission for itsdisclosure, except upon the order of a court of law.

Through its principals and staff collectively or individually, shallnot misuse information regarding its clients’ business for financialor other gain.

Shall be free to represent its capabilities and services to anypotential client, either on its own initiative or at the behest of theclient, providing in so doing it does not seek to break any existingcontract or detract from the reputation or capabilities of anyconsultancy already serving that client.

Shall only represent competing interests with the consent of allparties.

Is encouraged to use the PRIA Terms of Engagement Contract forall retained relationships with clients

Fees and IncomeA REGISTERED CONSULTANCY:

Shall not guarantee the achievement of results which are beyondhe consultancy’s direct capacity to achieve or prevent.

Shall be free to accept fees, commissions or other valuableconsiderations from persons other than a client, only providedrelevant arrangements are disclosed to the client.

Shall not knowingly pay fees or give personal commissions whichwill lead to unethical behaviour on the part of others.

Shall be free to negotiate with clients terms that take into accountfactors other than hours worked and seniority of staff involved, aslong as they do not conflict with the PRIA Code of Ethics. Thesespecial factors shall have regard to all the circumstances of thespecific situation and level of service required.

Shall inform a client of any shareholding or financial interest heldby that consultancy or any of its principals, shareholders oremployees, in any business whose service it recommends or useson behalf of a client.

Shall, at its discretion, seek recompense when detailed creativepitches are required, in which instance copyright of the proposalpasses to the prospective client whether or not the consultancy isretained, unless otherwise agreed.
