CBSA Mandate

• Established in December 2003 as part of the Public Safety Portfolio, the Agency is responsible for providing integrated border services that support national security and public safety priorities and facilitate the free flow of persons and goods, including animals and plants, that meet all requirements under the program legislation.

Operating Environment

• The CBSA provides service at 1200 points in Canada, as well as 39 International locations

• We manage 119 land border crossings and 13 International airports

• We undertake marine operations at major ports including Halifax, Montreal and Vancouver, as well as at numerous marinas and at approximately 430 reporting sites

• We also provide service at 27 rail sites• Each year, the CBSA processes 12 million commercial

releases and over 95 million travellers

CBSA Organizational Structure

• As of April 2010, the CBSA has begun a process of restructuring and has reorganized its headquarters functions to be more agile and aligned with our operating reality.

• Our environment is changing and increasing numbers of people and goods will be coming across the border over the next 10 years. They will bring new security risks and greater demands for new services and quicker, more predictable and cost-effective screening processes.

• The change agenda is focused on our people, programs and performance, and we believe it will result in a stronger, more integrated and more effective organization.

Programs Branch

• As one of the Agency’s five branches, it is responsible for the policy and procedures for all CBSA programs delivered by the regions.

• It provides critical strategic planning, priority setting and coordination for the policies, programs, and offers functional guidance in support of the CBSA operations.

• The Programs Branch provides functional direction on national programs and policies necessary for the administration of legislation and international treaties governing the flow of people and goods into and out of Canada.

• The Branch ensures the operational integrity of national automated systems supporting the CBSA and develops and implements Agency business transformation projects.

Pre-Border Programs

• The Pre-Border Programs Directorate develops policies, programs and procedures regarding trusted traveller, trusted trader, and advance information programs for both traveller and commercial streams.

• This Directorate provides functional direction to the regions with regard to the implementation of these policies, programs and procedures.

• The Directorate is accountable for the application of policies and programs at the border and monitors the performance of national pre-border programs that support the movement of people and goods in a manner that ensures the health, safety and security of Canadians and supports the economy, which is closely tied to and supports the US economy and security

Pre-Border Programs continued

• Divided into three Divisions, we provide guidance and policy direction on programs and issues working in support of front line operations.

• Divisions include Advance Information and Programs, Trusted Trader Programs and Trusted Traveller Programs.

• Mandates of the three units focus the CBSA efforts to stream passengers and goods of known risk from those of unknown or higher risk.

Advanced Information and Programs

• The Advance Information and Programs Division provides functional direction and program direction on advanced information gathered on travellers and goods, including: timing and method of the transmissions, how the data is captured and utilized in the assessment of these travellers and goods as they seek entry or clearance to Canada.

• This involves providing program direction on existing programs for the collection and use of information, as well as planning and providing strategies for future development of these programs and key linkages internationally on the use of this information.

Trusted Traders

• The Trusted Traders Programs Division is responsible for developing and supporting trusted trader programs to expand and maximize the impact of these programs at Canada’s ports of entry.

• The division is responsible for providing functional direction and program information and monitoring for trusted trader programs across Canada.

• The division is responsible for leading the development of new enhancements to the programs in consultation with other countries and stakeholders impacted by trusted trader programs.

Trusted Travellers

• The Trusted Travellers Programs Division is responsible to develop and support trusted traveller programs to expand and maximize the impact of trusted traveller programs at Canada’s ports of entry.

• We provide the day-to-day management of key bi-national programs such as NEXUS and the FAST driver component.

• We also manage the CBSA’s domestic programs including the CANPASS Air, Corporate, Private and Marine programs, as well as the Commercial Driver Registration Program (CDRP).

Working to develop the ‘right balance’

• Trusted programs for both traders and travellers look to maximizing technology and advanced vetting in order to stream people and goods determined to be of low risk to the border processes from those of unknown or higher risk.

• By moving as much of the determination of ‘risk’ away from the border and strategically placing these activities before goods and people arrive, the CBSA can work more effectively and efficiently to keep border flows fluid.

• In a time of fiscal restraint, priorities and capacity have to closely managed to ensure the delicate balance between capacity to deliver and our vision for the future.

The Path Forward

• The restructuring brings program areas together and provides for efficiencies and the opportunity to explore fiscally modest innovation, while maintaining the safety and security of Canadians.

• Priorities for the Directorate are:– Developing trusted trader and traveller frameworks to leverage

efficiencies for stakeholders in collaboration with domestic and bi-national/international counterparts.

– Innovating the border for the future through advances in E-manifest, Advance Passenger Information, and collaborating with US partners on Partners in Protection/C-TPAT harmonization.

– Working with domestic and international partners to enhance outreach activities, program delivery and operations.
