These would include the management of the city’s informal economy, the enforce-ment of by-laws, crime-prevention initia-tives, traffi c management to ease conges-tion and the coordination of development initiatives by the city, national govern-ment, the private sector and academic institutions.
“The remaking of the capital is about the soul and aesthetics of each precinct such as Government Boulevard and about redefi ning the character of the capital through urban design, streetscape guide-lines, architectural typology and street furniture.”
The envisaged boulevard, a joint project between the metro and the national depart-ment of public works, could be a venue for celebrations of ‘the national spirit’ in the form of marches and festivals.
The development of a ceremonial boule-vard was also announced, a project which

would see the complete transformation of WF Nkomo, Helen Joseph and Stanza
Bopape streets. This boulevard would stretch from the
west of Church Square all the way to the Union Buildings and will cross another planned development, the Nelson Mandela Green Corridor which runs parallel with and next to the Apies River.
Mayoral spokesman Blessing Manale said the dominance of municipal-owned land in the north of the CBD, coupled with the strategic location of the precinct at an entrance to the inner city along Paul Kru-ger Street, created an ideal opportunity for the relocation and placement of govern-ment departments.
Paul Kruger Street, including the northern gateway precinct, should be characterised by high-quality architecture and high-quality public environments preserving the integrity of the histori-cal architectural and urban design tradi-tion.
“The metro intends selling the identifi ed land to the national public works depart-ment which is committed to the relocation of government departments to the CBD,” said Manale.
“The inner city serves as the face and heartbeat of Tshwane and is critical to its image as the capital of South Africa.”

A disgusted McDonald’s client found an unwelcome guest at the bottom of his fries.
Kobus Combrinck, a Waverley resident, bought a Big Mac meal at McDonald’s located at Wonderboom Junction on Wednes-day morning.
“I got to the offi ce and started eating my meal, only to come across a fried fl y at the bottom of my chips. I was sick to my stom-ach,” an upset Combrinck said.
He said this was not the fi rst time he found something in his food at a Mc-Donald’s branch. “I bought a breakfast meal last year and found egg shells in my meal. This is unacceptable,” he said.
Combrinck said McDonald’s had been in contact with him but had not yet come to inspect the Big Mac meal.
Sechaba Motsieloa, corporate affairs director at McDonald’s South Africa, said on Thursday the fast food corporation giant was aware of the matter and was conducting an internal investigation.
“McDonald’s South Africa adheres to the strictest food quality and safety standards
and regard all reported incidents relating to our products as of the utmost importance,” he said.
He said McDonald’s would keep in touch with Combrinck and provide him with the necessary feedback as the investigation progresses.
The Tshwane metro police clamped down on the notorious Melgisedek building in Riviera on Friday in a clean-up opera-tion.
DA councillor Elma Nel, who has made it her mission to remove all illegal elements from the building, said the operation was successful but would not be the last.
She said she believed a petition signed by hundreds of people for the relocation of the occupants of the building and me-dia coverage of drug busts in Melgisedek prompted the metro police to act.
Metro police not only cleaned up Mel-
gisedek but also Steve Biko Road. “Illegal car guards and pedestrians who
were a source of danger were removed from the area. We are grateful to the police,” she said.
Melgisedek has been in the news the past few weeks after a drug raid in the building, other crime in the area, and a petition calling for the relocation of the residents.
The petition handed over by Nel at a Tshwane metro council meeting demand-ed suitable housing be provided for the occupants of the building.
The battle to relocate the residents is continuing. The metro police could not yet provide comment.

Eersterust residents are fed up with illegal dumping that has plagued their communi-ty for years. Despite heaping sand around a green patch to prevent dumpers from illegally disposing their building rubble or waste, the culprits have now restored to dumping all around the heaped-up sand.
The illegal dumpsite gradually grew on the corner of Roots Street and Heart Avenue. The closest legal dumpsite was in Mamelodi.
Henry Godfrey, chairman of the com-munity policing sector 1 in Eersterust, said illegal dumping had been going on for years.
“No matter what we do, we just cannot seem to stop these people from dump-ing their trash on our doorsteps.”
He said the stench from the dumpsite was driving residents crazy. Although he did not feel the dumpsite attracted serious criminal activities, it did create a health risk.
“The dumpsite, located opposite a church, is a huge health risk for residents. We have also found many dead animals on the patch of land.”
He said Tshwane metro did clean on occasion but this never lasted for long. “We have to fi nd a sustainable solution to
terminate the dump-ing completely,” he said.
DA councillor Ingle Singh said the area had already been approved for pos-sible housing. “The sand has been placed around the area as a temporary solution but the site has been designated for hous-ing and a business property in the long run,” he said.
Lindela Mashigo, metro spokesperson, said the open land had been zoned for business property.
“The division is still busy drafting a lease report that will see the property being
leased via a tender process.”He said residents are urged to report
illegal dumping at the Tshwane metro police department on 012-358-7095/6.
The illegal dumpsite on the corner of Roots Street and Heart Avenue in Eersterust has been plaguing Eerste-rust residents for years on end. Henry Godfrey, chairman of the Eersterust CPF sector 1, said it posed a huge health risk.
Giving thanks always for all things unto God and the Father in the name of our Lord Jesus Christ.

Waarom is byvoorbeeld

Ek betaal vir vier persone se mediese fonds: Vir myself, my man, my seun en sy vrou. Dit kos my R4 000 pm.
My seun se blindederm het intussen gebars.
My seun het by die dood omgedraai.

When it comes to investment decisions, there are few that can have such a large effect on a consumer’s fi nancial standing and long-term well-being as purchasing a property.
This is according to Adrian Goslett, CEO of RE/MAX of Southern Africa, who notes that for most, buying a property will be the single biggest fi nancial decision they will ever make.
“For South African consumers a prop-erty is often their largest fi nancial asset that makes up the biggest percentage of their personal wealth.”
Many regard owning a property as a measure of success, with a great deal of the
South African population placing more value on homeownership.
Of course there are certain aspects that need to be considered before consumers can realise their dreams of owning a home.
There are several external infl uences that can impact on the property market and it is important that potential homebuyers are aware of these factors before they embark on their property purchasing journey.
These infl uences can change market dynamics and the environment in which would-be homeowners fi nd themselves.
“Having an understanding of how these external aspects control or infl uence the property market locally will empower prop-
erty buyers with the knowledge to assess the changes they need to make in order to purchase a home.
“Awareness of the key factors behind market trends will contribute to knowledge-able property purchasing decisions.”
He discusses a few of the external infl u-ences that could impact the property market:
“Few homebuyers are able to purchase a property in cash. In fact, the majority of homeowners will have purchased their property through a bank or fi nancial institu-tion, which makes them susceptible to fl uctuations in the interest rate,” says Gos-lett.
Regardless of whether buyers choose to link their bond to prime or opt for a fi xed rate, they are affected in some way by the interest rate.
While the current rate is still relatively low, making property investment far more attractive, an increase of 1% in the prime interest rate will result in a monthly bond repayment increase of R657.76 per million.
Increases in the interest rate generally slow the market and affect buyer’s afford-ability levels.
With recession imminent, the Consumer
Protection Act (CPA) was introduced in 2008 to mitigate the potential expected ef-fects on the country’s economy.
As a result fi nancial institutions tightened their lending criteria, which led to bond ap-proval levels dropping from 80% to below the 50% mark.
The result of this was felt heavily throughout the property market with record-low levels of property transactions experi-enced in 2009.
Much lower numbers of potential buyers were able to meet the strict requirements to access fi nance that had been imposed.
“Although fi nancial requirements have remained stringent to some degree and emphasis is placed heavily on affordability levels, banks have increased their appetite for risk and subsequently bond approval ratios have increased.
“More and more potential buyers have also started to prepare for homeownership by saving up for deposits and reducing their debt levels,” says Goslett.
Economic issues such as the cost of petrol and other resources as well as the employ-ment rate and infl ation fi gures will all have their bearing on the housing market as they place pressure on the population.

No one was more shocked than Titans’ all-rounder David Wiese himself when news broke that an Indian Premier League (IPL) team was willing to pay more than R5-mil-lion for his services.
“My reserve price at the auction was US $40 000 (about R460 000) and I just hoped one of the teams was willing to pay that price so that I would get the opportunity to go and play in the IPL,” Wiese told afterwards.
Challengers Bangalore snapped up Wiese for US $466 000 (about R5,4 million) earlier this week at an IPL auction - more than ten times the reserve price he had set.
Although the ultimate amount could be a pleasant shock for Wiese, few cricket experts will be surprised at the great interest in his services.
The 29-year-old all-rounder played great cricket for both the Titans and South Africa in the past two seasons, especially in the T20 format of the game.
Wiese’s career is an example of the truth of the proverb ‘the one who perseveres will win’ and the wise way he managed his life and career also should be the blueprint for young players. Success on the fi eld has not come overnight for him, but because of his hard work and perseverance, David’s bread is now buttered on both sides.
After he played in the Coca-Cola Khaya
Majola Cricket Week for Mpumalanga as a schoolboy from Witbank in 2003, he enrolled at the University of Pretoria as a BCom student. For several years cricket has played second fi ddle in his life, while he focused on his studies.
By the time he completed his degree, however, he had already made his fi rst-class debut in 2005 for the Easterns provincial team thanks to the help of his former school coach who engaged him at the union.
The rest is, as they say, history. In the 2007/2008 season, Wiese played for the Titans for the fi rst time and never looked back. In those days the Titans team swarmed with superstars, but Wiese patiently used his chances and slowly began making a name for himself as a professional player.
In August last year, he made his interna-tional debut for the Proteas in the T20 format.
What’s next for David Wiese, now that he has literally and fi guratively hit the jackpot?
“Well, next year is the T20 World Cham-pionships and I hope to make the Proteas team and get the chance to play in it. Then I also hope to soon get a chance to play for the Proteas in the one-day format of the game,” was his immediate reply.
Although he will get married in April this year, Wiese said he was not ready to set-tle down somewhere in an offi ce to start his ‘other career’.“I still have a few more cricket goals and I think I have at least 5 years of good cricket left in me.” David Wiese in action for the Titans.
Two weeks ago, Ethy Mbhalati and Roelof van der Merwe were not in a good place in their cricket careers.
Van der Merwe, a stalwart for the Titans over the past eight seasons, could since the beginning of February not make the team that eventually won the Momentum one-day series.
Mbhalati is another stalwart who already enjoyed his benefi t-year at the Titans last sea-son. But he also struggled with his bowling in the run-up to the semi-fi nals of the Momentum series.
The two men, however, showed their mettle last week when they were the two heroes in the Titans huge victory over the Warriors in the Sunfoil four-day game in Port Elizabeth.
The Titans desperately needed a good win to improve their position in this series.
After Henry David had won the toss, he elected to bat fi rst. Although Heino Kuhn (41) and Theunis de Bruyn (78) contributed gener-
ously, the Titans’ fi rst fi ve-wicket yet tilted with regularity.
Van der Merwe was involved in two partnerships, but when he and David Wiese got together to defend the sixth wicket, they wreaked havoc. Their 138-run runs for this wicket had the Warriors bowlers properly los-ing their steam.
Wiese fi nally hit 81 runs, while Van der Merwe went on to reach the third fi rst-class century of his career. The Titans were eventu-ally all out for 448 in their fi rst innings.
Before the men from the Eastern Cape could recover properly from Van der Merwe’s innings, Mbhalati struck with the ball. He took six wickets and contributed to limit the War-riors to just 148 runs. The Warriors had to fol-low up and in their second innings Mbhalati took another three wickets.
With the help of Shaun von Berg (3 wick-ets), Wiese (2) and Van der Merwe (1), they bowled the Warriors out again on the third day for 300 runs.

Foto: simondp@actionimage
True to its reputation as one of the largest events of its kind in Gauteng, the Bestmed Tuks race on Saturday attracted more than 9 000 runners.
They hit the streets of Hatfi eld in their quest for a medal in one of the three races.
With its focus on community and family participation, the event included a new 1km race dedicated to raising awareness and funds for cancer and the 10km wheel-chair races.
The main benefi ciary of this event was
the Cancer Association of South Africa (Cansa).
Dries la Grange, CEO of Bestmed and the Vice Chancellor of the University of Pretoria, Cheryl de la Rey, also competed in the newly-introduced 1km race.
Excellent performances were recorded in all the races, especially in the 10km and 21km events.
The 10km race was won by Sikhum-buto Serwe from Transnet in a time of 30:33. Rutendo Nyhora from Nedbank won the women’s section of the 10km race in 35:34. Lameck Misiwa (67:36) from
Nedbank was the surprising winner of the half-marathon in the men’s section.
He was followed by two Transnet ath-letes. Lucas Jani (67:41) came second and in third place was Vuyisile Tshoba (67:50).
In the women’s section of the half-mar-athon, olympic athlete René Kalmer from Nedbank was too good for the rest. Her winning time was 78:08.
In second place was Kataza Shipalawa from Transnet (79:11). The third woman was Prudence Zwane (84:01), who was also the winner of the category for athletes between 40 and 44 years.
